The City Commission of the City of Sanford, Florida, met in regular session in the
City Hall in the City of Sanford, Florida, at 7:00 o'clock P. M. on October 28, 1974.

The 'meeting was called to order by the Chairman.
A public hearing was held in accordance with notice published in the Evening Herald
on September 27, October 4, 11, 18 and 25, 1974, as follows:

Notice is hereby given that a Public Hearing will be held at the Com-
· mission Room in the City Hall in the City of Sanford, Florida, at 7:00
o!clock P. M. on October 28, 1974, to consider the annexation of property
described as follows:
That portion of the SWt of the SEt of Section 14,
Township 20 South, Range 30 East, lying North of the
Old Orlando Road (less the E 523 feeti::thereof); and
the SEt of the SWt of Section 14, Township 20 South,
Range 30 East; and beginning 445.5 feet E and 1010.11
feet N of the Southwest corner of Section 14, Town~
ship 20 South, Range 30 East, run N 40° 53' E 321.2
feet, thence S 72° 25' E 358.8 feet, thence S 13° 38'
E 728.6 feet, thence S to a point 289.9 feet N of

Joe Davis, Attorney, representing Golden Tee, Inc., the owners of the property pro-
posed for annexation, appeared and spoke in behalf of the annexation. He stated the proposed
se of the property was a mobile home park, with approximately 200 'mobile home sites.
E. W. May read an excerpt of a letter from John E. Williams, County Engineering De-
partment, to John Kimbrough, County Commission Chairman, stating that 80 per cent of the area
was flood prone with sand poorly drained.

Dave Carrone, 109 Krider Road, owner of property adjacent to property proposed
for annexation.
William Welch, 118 Krider Road.
Emory SPeer, Route 3, Box 376.
Anthony Steglich.
J. Brailey Odham, owner of property being considered for annexation, appeared in
support of the request and stated that the development would be single family residences.
Commissioner Meyer 'moved to authorize the City Attorney to prepare the proper ordi-
nance to annex the property described in the foregoing notice of public hearing. Seconded
by Commissioner Stenstrom and carried.

Those certain tracts of land lying between 20th Street
and Country Club Road acquired by the Atlantic Land
and Improvement Company from Frank L. Woodruff, Jr., et al.,
by deed dated July 12, 1950, which deed is recorded in
Deed Book 116, Page 263 of the public records of Seminole
County, Florida; said tracts of land being bounded on the
west by Southwest Road and on the east by the vacated
right-of-way of Seaboard Coast Line Railroad Company;

NOTICE OF PUBLIC HEARING OF PROPOSED CHANGES AND
AMENDMENTS IN THE ZONING ORDINANCE OF THE CITY
OF SANFORD, FLORIDA.
Notice is hereby given that a Public Hearing will be held at the
Commission Room in the City Hall in the City of Sanford, Florida, at
7:00 o'clock P. M. on October 28, 1974, to consider changes and amend-
ments to the Zoning Ordinance'of the City of Sanford, Florida, as fol-
lows:
Article VIII, SUPPLIMENTARY REGULATIONS: Section 1, Planned
Unit Development District; Paragraph B, Requirements and Stan-
dards for Approval, shall be amended to read as follows:
B. Requirements and Standards for Approval
(1)
A Parcel which is proposed for a planned unit
development must be .in single ownership or con-

authorize the City Attorney to prepare the proper ordinance to amend the Zoning Ordinance as ~!L~t~'

Letter submitted from W. C.. Hutchison, Attorney, for W. R. Frizzell, Trustee, in agreeg
~ment to prepare a de~di:~by December 31, 1974 to transfer to the City approximately 41 acres of
property at the southwest corner of the intersection of French Avenue and Seminole Boulevard
for the sum of $105,875.00.
The City Attorney submitted an opinion that the debt for the proposed bond election
for a drainage program would by applied on only the non-exempt value of property.
On recommendation of the City Manager, Commissioner Meyer moved to authorize time
extensions on condemnations as follows:

The City Manager reported that the design of side slopes on the retention pond at the
'San Situs development on 17-92 ~had been adjusted to prOvide for no fencing. On recommendation
of the staff, Commissioner Meyer ~moved to accept them. Seconded by Commissioner Stenstrom
and carried.
Commissioner Meyer 'moved to authorize the Atlantic National Bank to build:in the
vacated utility easement on the East side of French Avenue between 15th and 18th Streets, pro-
ided they install a cast iro: sewer line under the structure. Seconded by Commissioner Sten-
strom and carried.
The City Attorney reported that Section 7, Chapter 7 of the City Code designatea

The Mayor stated that Delbert Euga expressed his thanks to the Commission for assis-
