Emory SPeer, Route 3, Box 376. Anthony Steglich. J. Brailey Odham, owner of property being considered for annexation, appeared in support of the request and stated that the development would be single family residences. Commissioner Meyer 'moved to authorize the City Attorney to prepare the proper ordi- nance to annex the property described in the foregoing notice of public hearing. The City Attorney submitted an opinion that the debt for the proposed bond election for a drainage program would by applied on only the non-exempt value of property. On recommendation of the staff, Commissioner Meyer ~moved to accept them. Seconded by Commissioner Stenstrom and carried. Commissioner Meyer 'moved to authorize the Atlantic National Bank to build:in the vacated utility easement on the East side of French Avenue between 15th and 18th Streets, pro- ided they install a cast iro: sewer line under the structure.
