The City Commission of the City of Sanford, Florida, 'met in regular session in the
City Hall in the City of Sanford, Florida, at 12:00 o'clock noon on November 6, 1974.

The 'meeting was called to order by 'the Chairman.
The returns of the bond election h&ld November 5, 1974, on the question of approval
of a bond issue for drainage purposes were canvassed.
Returns 'made by the Clerks and Inspectors of' the election were examined and the
absentee ballots opened and examined by the City Clerk and the City Commission, and recorded,
as follows:

Commissioner Morris 'moved that the returns of the Clerks and Inspectors of the
Bond Election held November 5, 1974, be accepted and the absentee ballots be approved as
?ecorded. Seconded by Commissioner Meyer and carried.
Request submitted from Newburgh Development Company to amend an agreement dated
October 15, 1973, as as to increase the utility flow t0 a proposed development south of the
Old Orlando Highway (SR 427). On recommendation of the City Manager, Commissioner McClanahan
· Roved to deny the request. Seconded by Commissioner Meyer and carried.
Commissioner McClanahan 'moved to rescind the aforesaid agreement between the City
~f Sanford and Newburgh Development Company.. Seconded by Commissioner Meyer.
Commissioner Stenstrom ~mo~ed to table further consideration of the matter until

Commissioner Morris 'moved to.appoint Commissioner Stenstrom as the CitY's repre-
sentative on the Seminole cOmmunity Action Committee. Seconded~by CommissiOner McClanahan
and carried.
Request submitted for a transfer of taxi-cab license No.~142, from Blue Cab Com-
pany to Sanford Transit Company d/b/a Yellow Cab Company, for a 1974 Checker Cab. Commissioner
Meyer moved to table until November 12, 1974-at 7:00 P. M. and the petitioner, Mr. Fadel
Elbadramany to be present. Seconded by Commissioner Morris and carried.
Request submitted by Downtown Business Association to hold an art show November 8
and 9, 1974 and to use the sidewalk on First Street, and further, to park a concession stand
on the East side of Magnolia Avenue at First Street. On 'motion of Commissioner Meyer, seconded
by Commissioner Stenstro'm and carried, same was approved.
Letter of resignation from the Citizens Advisory Board submitted from Mrs. Stella
Woodhouse. Same was accepted and the Citizens Advisory Board was requested to submit a
recommendation for a replacement.
On 'motion of Commissioner Morris, seconded by Commissioner McClanahan and carried,
minutes of October 21, 1974, were approved.
Letters acknowledging receipt of Resolution No. 1168 were submitted from the County
of Seminole and the Florida Department of Transportation.
The City Manager rUbmitted a study of sick leave policies in the area and recom-
mended a revised schedule as follows:

On motion of Commissioner McClanahan, seconded by Commissioner Morris and carried, same was
approved.
Commissioner Morris introduced Resolution No. 1169 and 'moved on its passage and
adoption. Seconded by Commissioner Stenstrom and carried. Said resolution being in words
and figures, as follows;
A RESOLUTION OF THE CITY-COMMISSION OF THE CITY OF
SANFORD, FLORIDA, EXPRESSING THE INTEREST OF THE
CITY OF SANFORD IN 201 FACILITIES PLANNING FOR
SEWERAGE FACILITIES.
WHEREAS, the City of Sanford does hereby indicate its
intent to cooperate in the development and implementation of
the 201 Plan, provided that this resolution shall not be con-
strued as expressing a final and irrevocable decision in
regard to participation in such program.
NOW, THEREFORE, BE IT RESOLVED by the. City Commission

The City Manager submitted the results of a questionaire submitted to commercial
accounts regarding the use of a private firm for refuse collection. Commissioner Meyer 'moved
.n°t to consider using a private firm for commercial refuse collection. Seconded by Commis-
sioner McClanahan and carried over t~he dissenting vote of Commissioner Stenstrom.
The City Manager submitted a tabulation of bids opened October 31, 1974, as follows:

CommissiOner Meyer moved to authorize payment of $1,250.00 to Chamber of Commerce
for Industrial Promotion expenses. Seconded by Commissioner Stenstrom and carried.

quisition of right-of-way for drainage, to se~ up additional crews needed to clean ditches
and to write a letter to the City of Belle Glade, inquiring about a special'machine used for
