A public hearing was held in accordance with notice published in the Evening Herald on October 31, 1974, as follows: NOTICE OF PUBLIC HEARING OF PROPOSED CHANGES AND AMENDMENTS IN THE ZONING ORDINANCE OF THE CITY OF SANFORD, FLORIDA. Notice is hereby given.that a Public Hearing will be held at the Commission Room in the City Hall in the City of Sanford, Florida, at 7:00 o'clock P. M. on November 12, 1974, to consider changes and amend- 'ments to the Zoning Ordinance of the City of Sanford, Florida, as fol- lows: Article V, Section 8, RC-1 (Restricted Commercial) District, Paragraph~, Conditional Uses Permitted, shall be amended by the addition of sub-section (6), as follows: (6) Self Service Gasoline Pumps. Only the self service retail sale of gasoline shall be permitted. Automobile servicing and retailing of automobile products shall be speci- fically excluded from the district. Ail parties in interest and citizens shall have an opportunity to be heard at said hearing. By order of the City Commission of the City of Sanford, Florida. H. N. Tamm, Jr. City Clerk Publish: October 31, 1974. The Chairman announced that the Commission would hear from those present to speak in favor of, or in opposition to, the proposed amendment. No one appeared in opposition. No one appearedin opposition .... Freddie Roberson, representing the Celery City Lodge No. 542, appeared in behalf of the amendment. Arthur Harris, Chairman, Planning and Zoning Commission, appeared and stated that this sub-section had been left out of the original Zoning Ordinance, and recommended approval of the amendment. Commissioner Morris 'moved to authorize ~the City Attorney to prepare the proper or- dinance to,amend the Zoning Ordinance in accordance with the foregoing notice of public hearing. Recommendedapproval to the City Commission a change and amendment to the Zoning Ordinance, Article V, Section 8, RC-1 Restricted Commercial District, Paragraph B, Conditional Uses Permitted. Recommended approval to the City Commission for the sale of alcoholic beverages for consumption on the premises in the. GC-2 District, at the American Legion Post 53, 3506 Orlando Drive. 4. Recommended approval to the City Commission for the sale of beer and wine for consumption off the premises, in the RC-1 District, 1805 West 13th Street. Denied a ~request for a conditional use in the GC-2 District, sale of alcoholic beverages for consumption on premises at 919 W. First Street. On ~motion of Commissioner Morris, seconded by Commissioner Meyer and carried, Ordinance No. 1262, entitled: AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA, AMENDING ARTICLE VIII, SUPPLEMENTARY REGULATIONS: SECTION 1, PLANNED UNIT DEVELOPMENT DISTRICT; PARAGRAPH B, REQUIREMENTS AND STANDARDS FOR APPROVAL, TO PROVIDE THAT A PARCEL WHICH IS PROPOSED FOR A PLANNED UNIT DEVELOPMENT MUST BE IN SINGLE OWNERSHIP OR CONTROL AT THE TIME AN APPLICATION IS MADE FOR PLANNED UNIT DEVELOPMENT ZONING APPROVAL. was introduced and placed on its first reading and read in full. Commissioner McClanahan moved to authorize and accept an Intergovernmental Per- sonnel Act grant in amount of $7,432.00 for a Supervisory Methods course. On recommendation of the City Manager, Commissioner Meyer 'moved to authorize a pub- lic hearing to be held on December 9, 1974 to consider closing an East-West alley between 17th Street and 18th Street, and between Oak Avenue and Park Avenue. On recommendation of the City Manager, Commissioner Morris ~moved to authorize a public hearing to be held on December 9, 1974 to consider amending Ordinance No. 1250 to change "performance" bond to "licensing and permit compliance" bond. sioner Meyer and carried. Brumley, Jr., in amount of $6,780.00, for statement dated 11/7/74, for work on the Utility Building at the Sanford Law Enforcement Center, from Security Complex Construction Fund. Approved by the City Engineer. Recommended by the City Manager. Seconded by Commissioner Meyer and carried. The City Manager reported that Mr. A1 Wells of Pompano Beach will come into the city to remove and crush junked cars for a one shot clean'~up program. Commissioner McClanahan 'moved to authorize the use of the old city landfill at East 26th Street for same. Seconded by Commissioner Morris and carried.
