The City Commission of the City of Sanford, Florida, met in regular session in
the City Hall in the City of Sanford, Florida, at 4:00 o'clock P. M. on November 18, 1974.

The ~meeting was called to order by the Chairman.
Request submitted for transfer of taxicab license no. 142, from Blue Cab Company
to Sanford Transit Company d/b/a Yellow Cab Company, for a 1973 Checker cab. Commissioner
Morris moved to table same until the 'meeting of December 2, 1974 and requested petitioner,
Fadel Elbadramany, to be present. Seconded by Commissioner McClanahan and carried.
Mr. Tom Wilson, Executive Director of the Sanford Housing Authority, discussed
the need for additional housing units under Section 8 of the Housing Assistance Act. Commis-
sioner Morris moved<ito authorize the City Attorney~to prepare a resolution requesting same
and to authorize the Mayor and City Clerk to execute ~same. Seconded by Commissioner Sten-
strom and carried.
Commissioner McClanahan 'moved to authorize ti'me extensions on condemnations as

Request submitted fro'm Veterans of Foreign Wars for continued use of the Old Log
Cabin on Seminole Boulevard which was on a one year lease. On motion of Commissioner Sten-
strom, seconded by Commissioner McClanahan, and carried, same was extended with a 90 day
cancellation notice.
On motion of Commissioner Morris, seconded by Commissioner Meyer and carried, min-
utes of November 6, 1974, were approved.
Mr. Mark Hagler, representing Newburg Development Company, submitted a request to
enlarge the proposed utility services in agreement dated October 15, 1973 for a development
south of the Old Orlando Highway to serve an additional 140 acres. Commissioner McClanahan
moved to rescind action of the Commission approving the agreement dated October 15, 1973.
Seconded by Commissioner Meyer. Motion failed to carry over dissenting votes of Commissioner

Commissioner McClanahan moved to authorize a public hearing to be held on December 9, 1974,
to consider said reports to determine the condition of the structures for condemnation; and
to authorize a notice to be placed upon each structure; and a notice of said hearing directed
by registered mail to the owner of the property at the last known address as shown by the
Tax Assessment Roll of the City. Seconded by Commissioner Morris and carried.
On recommendation of the Travelers Insurance Company, and on ~motion of Commissioner
Meyer, seconded by Commissioner McClanahan and carried, the City Manager was authorized to
set up a procedure as follows:
a. Physical examination of all employee drivers every 2 years.
b. Motor Vehicle Bureau records review of all· employee drivers every 3
years.
On 'motion of Commissioner McClanahan, seconded by Commissioner Stenstrom and car-
/~ tied, the City Manager was authorized to attend a Florida League of Cities ·meeting in Talla-
hassee, and further, to authorize a transfer of funds for same.
Commissioner Meyer ·moved to rescind the policy requiring property owners to sign
annexation petitions and water service agreements for utilities. Seconded by Commissioner
McClanahan and carried.
Jim Jernigan was appointed to serve on the county wide recreation study, sponsored

Commissioner McClanahan 'moved to authorize a transfer of $500.00 from Contingency
Account for map and report printing for Little Elms Committee. Seconded by Commissioner
Morris and carried.
There being no further business, the 'meeting was ~adjourned.
