The City Commission of the City of Sanford, Florida, 'met in regular session in the
City Hall in the City of Sanford, Florida, at 7:00 o'clock P. M. on December 9, 1974.

A public hearing was held in accordance with ad published in the Evening Herald
on November 22, 1974, as follows:

Commission Room in the City Hall in the City of Sanford, Florida at
7:00 o'clock P. M. on December 9, 1974 to consider Changes and amend-
'ments to the Zoning Ordinance of the City of Sanford, Florida, as fol-
lows:
That property lying east of Sanford Avenue and between Airport
Boulevard and Cornwall Road is proposed to be rezoned from SR-1AA
(Single-Family Residential) District to PUD (Planned Unit Develop-
'ment) District. Said property being more particularly described
as follows:
The S½ of the NW~ of Section 7, TownShip 20S, Range 31E, Semi-
nole County, Florida; LESS the N 629 ft thereof, lying W of
Mel~tonville Avenue, and

Gaines Daniel, 1908 West FoUrth Street, petitioner, appeared in support of the
request and stated the area west of his property was zoned for commercial and industrial uses.
Planning and Zoning Commission submitted a recommendation to deny the request to
rezone the property.
Commissioner Stenstrom moved to table the matter until December 23, 1974. Seconded
by Commissioner Morris and carried over the dissenting votes of Commissioner Meyer and Com-
· missioner McClanahan.

Mrs. Ellerbe, 108 West 18th Street, appeared in opposition and stated that she wants
the city to maintain the alley. ·
The City Manager reported that the alley is completely blocked by vegetation and
that no city vehicle can use it.
Mr. Ellerbe, 108 west 18th Street, stated that they do not want the additional
property.
No one appeared in behalf of the proposed alley closing.

two occasions.
After consideration, Commissioner McClanahan 'moved that finding the buildings under
Report Nos. 74-589 through 74-616 to be unsanitary, unsafe, and delapidated, that said struc-
tures be condemned and the owners given a notice 0f ninety days in which to repair or demolish
or to give just cause why same haS not been repaired or demolished;and after ninety days to
authorize the City to demolish the structures and levy a lien~against the property for said
removal. Seconded by commiSsioner Meyer and carried.

APPLICATION OF THE CITY FORFLOOD INSURANCE
OVER THE CRITERIA SET FORTH IN THE NATIONAL
FLOOD INSURANCE PROGRAM REGULATIONS.
WHEREAS, certain areas of the City of Sanford are subject ~
periodic flooding from the Saint Johns River, causing Serious damages to
properties within these areas; and
WHEREAS, relief is available in the form of Federally subsidized
flood insurance as authoriZed by the National Flood Insurance Act of 1963; and
WHEREAS, it is the intent of this City Commission to require the
recognition and evaluatim of flood hazards in all official actions ~relating to
land use in the flood plain areas having special flood hazards; and
WHEREAS, the City Commission has. the legal'authority to adopt
land use and control 'meaSures to reduce future flood losses pursuant to
Chapter 73-129, Laws of Florida, 1973, said Chapter being cited as the
"Municipal Home Rule Powers Act";
NOW, THEREFORE, BEIT RESOLVED BY THE CITY COMMISSION
OF THE CITY OF SANFORD, FLORIDA, AS FOLLOWS:
1. That the City Commission assures the Federal Insurance
Administration that it will enact as necessary, and maintain in force for those

(a) Delineate or assist the Administrator, as his request, in
delineating the limits of the areas having special flood hazards on available
local'maps of sufficient scale to identify the location of building sites.
(b) Provide such information as the Administrator 'may request
concerning present uses and occupancy of the flood plain.
(c) Cooperate with Federal, State and local agencies and private
firms which undertake~to study, sur~ey, 'map_and identify flood plain 'and
cooperate with neighboring~communities with respect to ~management of
adjoining flood plain areas in order to prevent aggravation~of existing hazards.
(d) Submit on the anniversary date of the community's initial
eligibility an annual report to the Administrator on the progress made during
the past year within~he community in the development and implementation
of flood plain 'management 'measures.
3. That the City Commission appoints the Building Official to main-
tain for public inspection and to furnish upon request a record of elevations
(in relation to mean sea level) of the lowest floor (including basement) of all
new or substantially improved structures located in the special flood hazard
areas. If the lowest flooz is below grade on one or more sides, the elevation
of the floor immediately above must also be reco=ded.
4. That the City Commission agrees to take such other official
action as may be reasonable necessary~to carry..,out the objectives of the
program.
BE IT FURTHER RESOLVED t~hat the City Manager be and he is
hereby authorized and directed to communicate this Resolution to the appropriate
authorities with reference to the application of the City for Flood Insurance
status.
THIS RESOLUTION shall become effective, immediately upon
passage.

AMENDMENT AMENDING THE BOND REQUIREMENT AND
THE AMOUNT OF SAID BOND, AND PROVIDING AN
EFFECTIVE DATE.

Commissioner Meyer moved to authorize a transfer of $180.00 from Contingency Account
to City Manager's subscription and book account to provide for a subscription to the Florida
Public Employee Reporter. Seconded by Commissioner Stenstrom and Carried.

Authority. Seconded by Commissioner McClanahan and carried.
