City Hall in the City of Sanford, Florida, at 7:00 o'clock P. M. on January 13, 1975.

The 'meeting was called to order by the Chairman.
A public hearing was held in accordance with notice published in the Evening Herald
on December 20, 1974, as follows:

TO WHOM IT MAY CONCERN:
You will take notice that the City Commission of the City of
Sanford, Florida, at 7:00 o'clock P. M. on January 13, 1975,
in the City Commission Room at the City Hall in the City of
Sanford, Florida, will consider and determine whether or not
the City will close, vacate and abandon any right of the City
and the public in and to an east-west alley lying between
17th Street and 18th Street and between Oak Avenue and Park
Avenue, described as follows:
That certain alley between Lots 39 through 43 and
Lots 48 through 52, Sanford Heights, PB 2, Pg 63.

Letter submitted from Mrs. Geneva Park opposin.g the proposed closing; and the Mayor
stated Dr. Park had informed him that Mr. and Mrs. McKee also were in opposition.
Those appearing in opposition were as follows:

No ope appeared in favor of the proposed alley closing.
Commissioner McClanahan ~moved to allow the alley to remain open. Seconded by Com-

No one appeared in opposition.
John Krider, representing Hunt Company, appeared to support the request and to ask
that parcels no. 4 and no. 5 be zoned AD, Agriculture.
Planning and Zoning Commission recommended the rezoning as advertised.
Commissioner Meyer 'moved to authorize the City Attorney to prepare the proper ordi-
nance to rezone parcels no. 1, 2 and 3 to MI-2. Seconded by Commissioner Morris and carried.
Commissioner Meyer 'moved to table consideration of rezoning parcels 4 and 5.

and carried over the dissenting votes of Commissioner Morris and Commissione~ McClanahan.

NOTICE OF PUBLIC HEARING OF PROPOSED CHANGES AND
AMENDMENTS IN THE ZONING ORDINANCE OF THE CITY
OF SANFORD, FLORIDA.
Notice is hereby given that a Public Hearing will be held at the
Commission Room in the City Hall in the City of Sanford, Florida, at
7:00 o'clock P. M. on January 13, 1975, to consider changes and amend-
ments to the Zoning Ordinance of the City of Sanford, Florida, as fol-
lows:
Article VI, Section 2, Off-Street Parking Requirements, shall be
amended to read as follows:
2. Off-Street Parking Requirements
There shall be provided: at the time of the
erection of any ~main building or structure, or
at the time any main building or structure is
enlarged or changes in use; ~minimum off-street
automobile parking space with adequate provisions
for ingress and egress by an automobile of stan-
dard size, in accordance with the following require-
'ments.

The Chairman announced that the Commission would hear from those persons present
to speak in favor of, or against, the proposed rezoning.
No one appeared in opposition.
Quintus Ray, owner of the property, appeared to support the request, and stated that
the intended use was for a Handy FoOd Store type of operation.
The Planning and Zoning Commission mbmitted a recommendation to rezone the property
as advertised.
Commissioner McClanahan moved to deny the request to rezone the property. Seconded
by Commissioner Morris a~d carried~Over the dissenting vote of Commissioner Stenstrom.
A public hearing was continued from December 9, 1974, to consider rezoning property
at the Southwest corner of the intersection of Paola Road and Rantoul Lane to MR-1 and GC-2.
Len Urban, representing Mr. Paulucci, owner of the property, appeared and stated that they
agreed with Planning'and Zoning Commission'S recommendations to rezone to MR-1L and RC-1,
and to retain surface water on site for a water recharge area.
Commissioner McClanahan ~moved to authorize the City Attorney to prepare the proper
ordinance to rezone said property of appriXimately five acres to RC-1 and approximately 18
acres to MR-iL. Seconded by Commissioner Morris and carried. ~
A public hearing was held in accordance with notice published in the Evening Herald
on December 20, 1974, as follows:

7:00 o'clock P. M. on January 13, 1975, to consider the adoption of
an ordinance by the City of Sanford, Florida, title of which is as fol-

AMENDING SECTION 13 OF ORDINANCE NO. 1250 OF::"

introduced and read in full at the 'meeting of December 9, 1974, was next placed on its second
reading. After being read by title, Commissioner Morris ~moved on its passage and adoption.
Seconded by Commissioner McClanahan and carried over the dissenting vote of Commissioner
Stenstrom.
A request was submitted from Mrs. G. A. Speer, Chairman, Garden Club, to hold a
sidewalk plant sale in downtown Sanford and at the Sanford Plaza on March 7 and 8, 1975, and
for an exempt license for same. Commissioner Stenstrom 'moved to authorize the request.
Seconded by Commissioner Meyer and carried.
Letter next Submitted from G.~Troy Ray, Tax Collector, Seminole County, requesting
refund of duplicate payment of city taxes~to Grace A. Melton~in~amount of $97.26. On motion
of Commissioner Meyer, seconded by Commissioner McClanahan and carried, same was approved.
Request submitted for a time extension on Condemnation Report No. 74-542, Group No.
28, 1115 West Fulton, Hillma Rice, heirs, owner. The Minimum Housing Code Inspector and
the City Manager recommended to deny the request for an extension, and the City to demolish
the structure.
On'motion of Commissioner Morris,.seconded by Commissioner McClanahan and carried,
the request for an extension was denied, and the city was authorized to demolish the struc-
ture.

Co'mmissioner Meyer 'moved to remove from table recommendations submitted'from the
Planning and Zoning Commission., dgted January 3, 1975, as follows:
1. Recommend i~mplementing the following policy' regarding the'paving of unpaved
streets when a~n~w or expanded commercial use is proposed..
"The Applicant~ will be required to pave the unpaved street if the proposed
use or building' expansion will create: additional customer space or computable
parking space. (Such as, addit'i'°nat_.building area for tables in.a restaurant,
adding additional retail floor area or office space.)
2. Request feed 'back from City CommisSion before setting public hearing to con-
sider the following amendment to the Zoning Ordinance.
Add to last sentence, paragraph (2), .Section 6, Article VIII.
·..including any'speCial limitations, requirements, ~ or~ conditions where the
site is within an area of high or moderate water recharge as designated by
the Sanford Planning and Zoning Commission.
~3. Request feed back from City Commission before recommending an amendment to the
City of Sanford Development Guidelines, Section V, Site Development plan Re-
view, to include the following criteria.
In order to protect the health, safety and welfare of the present and future
residents of the City of Sanford, the Sanford Planning and Zoning Commission
shall give very careful consideration to any development proposals in water
recharge areas. ·
In order to i~mplement this policy, the following steps shall be followed:
a. The Sanford Planning and Zoning Commission shall designate areas of high
and 'moderate water recharge and cause a map depicting such areas to become
a part of the Commission's records.
b. The Sanford Planning and Zoning Commission shall require all developments
in high an~d moderate recharge areas to provide on site'percolation of

The Commission ~may requiremore precise engineering data of an applicant
in order to effectively determine the need for special conditions, limi-
tations and requirements for proposed developments in water recharge
areas·
Other conditions· .limitations or requirements ~may be stipulated by the
Sanford Planning and Zoning Commission if, in the opinion of the Commis-
sion, the nature of the development or property warrant such additional
conditions, limitations or requirements·
It shall be the responsibility of a property owner to show cause why a
particular parcel of property should not be designated a high or moderate
water recharge area.
Seconded by Commissioner Morris and carried.
Commissioner Meyer 'moved to approve item No. 2 and No. 3. Seconded by COmmissioner
Stenstrom, Motion failed to pass by unanimous vote of the Commission. ....
Mack LaZenby, City Engineer, re~orted that the city was working on a water recharge
map of Sanford. Commissioner McClanahan 'moved to authorize the Planning .and Zoning Commis-
sion to proceed with preparation of the ~map. Seconded by Commissioner Morris and carried.
Report submitted from the City Manager that Wilco Construction Company is preparing
an agreement and bond in amount of $35,000 for the paving of Georgia Avenue to begin by Octo-
ber 1, 1975 and be completed by January 13, 1976, with pro~i-~ payment with sale of each of
the 20 existing townhouses and recommended the release of the Certificates of Occupancy for
the townhouse structures completed. Commissioner Meyer 'moved to authorize the release of
the Certificates of OcCupancy upon receipt and approval by the City Manager of the bond and
agreement. Seconded by Commissioner Stenstrom and carried over the dissenting vote of Com-
'missioner McClanahan.
Commissioner Meyer moved to approve the sale of 549 parking 'meters for $10.00 each.
Seconded by Commissioner McClanahan and carried.
The City Manager and Recreation Director submitted recommended revisions to the
Civic Center rate schedule. Commissioner McClanahan ~moved to authorize same, effective Feb-
ruary 1, 1975. Seconded by Commissioner Morris and carried over the dissenting votes of
Commissioner Stenstrom and Commissioner Meyer.
Request submitted for a 90 day time extension on Condemnation Report No. 72-418,
606 East 5th Street, Ru~th J. Allen, owner. On recommendation of the Minimum Housing Code
Inspector and the City Manager, Commissioner McClanahan 'moved to authorize same. Seconded
by Commissioner Morris and carried.
Petition submitted from Andrew and Mary Gordon for the annexation of Lots 3 and 4,
~ Block 9, Pine Level. Commissioner McClanahan 'moved to authorize the City Attorney to pre-
Dare the proper ordinance and a resolution settinm the public hearinm date for same. Seconded

to support and commend the Police Department for rapid handling of the arrest of city per-

Commissioner Meyer..moved to'authorize delivery to the press of every piece of mail
that the Commissioners get with the agenda, including the City Manager's'report and the at-
tachments. Seconded by Commissioner StenStrom and carried.
