The City Commission of the City of Sanford, Florida, 'met in regular session in
the City of Sanford, Florida, at 4:00 o'clock P. M. on January 20, 1975.

The meeting was called to order by the Chairman.
Jim Lash appeared to appeal a denial by the Planning and Zoning Commission of a
site plan for a used car lot on the west side of 17-92, south of Lake Mary Boulevard. He
requested a 12 ~months time extension to pave the lot and to erect a sight proof fence.

Commissioner Morris 'moved to authorize the requests, subject to the following stipu-
1. A finalized site plan 'must be approved by the Planning and Zoning Commission
within 90 days.
2. Time deferment for paving the lot and erecting a sight proof fence no longer
than 6 months after approval of the site plan by the Planning and Zoning Com-
mission.
3. Work on the paving and sight proof fence must begin within 9 months.
4. Agreement executed by petitioner accepting said stipulations.
Seconded by Commissioner McClanahan and carried.
The Minimum Housing Code Inspector submitted reports of inspection of buildings or
structures found to be in a dilapidated, unsanitary and unsafe condition, as follows:

Commissioner Stenstrom moved to authorize a public hearing to be held on February 10, 1975,
to consider said reports to determine the condition of the structures for condemnation; and
to authorize a notice to be placed upon each Structure; and a notice of said public hearing
directed by registered mail to the owner of the property at the last known address as shown
by the Tax Assessment Roll of the City. Seconded by Commissioner Meyer and carried.
Recommendations dated January 17, 1975 submitted from the Planning and Zoning Com-
· mission, as follows:
1. Recommend approval as a Conditional Use, for the sale of alcoholic beverages
for consumption on the premises in the SC-3 District at 300 SOUth Sanford
Avenue. (Leo Williams)
2. The Planning and Zoning Commission, in con~unction with the Airport Authority,
recommended approval of the Proposed Zoning Ordinance limiting construction
height in the approach patterns to the Sanford Airport, as presented by Mr.
Cleveland and a representative from DOT.
3. There was a discussion and in order to make the City Commission aware of the
Board's feelings, a recommendation that some compensatiOn be considered for
proPerty owners in the water recharge areas, when constrUction is limited to
preserve the recharge area.
Leo Williams appeared to support Item No. 1.
The City Clerk reported that the proposed site was within 500 feet of one existing
vendor for sale of liquor and two vendors for sale of beer and wine for consumption on pre-
'mises.
Mr. Williams stated that his restaurant would be expanding into the area of the
existing bar,' and it would clOse before opening his business.
Commissioner Meyer 'moved to approve the request as a conditional use in the SC-3
District. Seconded by Commissioner Morris and carried.
Commissioner Meyer moved to authorize a public hearing to be held February 10,
1975 to consider Item No. 2. Seconded by Commissioner Morris and carried.
On motion of Commissioner Meyer, seconded by Commissioner McClanahan and carried,
~minutes of January 7 and 13, 1975, were approved.
The City Manager submitted a report on a request for a mutual fire aid agreement
with Seminole County, and recommended not to enter into an agreement at this time. Commissione:
Meyer 'moved to decline to enter into a 'mutual fire aid agreement and that the information
contained in the City Manager's report be submitted to the Seminole CountY Commission. Seconde~
by Commissioner McClanahan and carried.
On ~motion of Commissioner McClanahan, seconded by Commissioner Morris and carried,
the City Manager was authorized to accept a 'membership on a state-wide Commission on Univer-
'sity Outreach and Service to assess needs of Florida citizens in educational fields for the

$657.20 for supplement No. 2 to update the City Code.
$228.00 for inventory plates to identify city property.
On'motion of Commissioner Meyer, seconded by Commissioner Stenstrom and carried,
the City Manager was authorized to take three days of last years vacation from January 23
to January 27, 1975.
A request was submitted for a 30 day time extension on Condemnation Report No.
73-518, garage at 228 West 19th Street, Joel Fields, owner. The Minimum Housing Code Inspec-
tor and the City Manager recommended to deny the request and for the City to demolish the struc-
ture. Commissioner Meyer ~moved to authorize a 30 day time extension. Seconded by Commissioner
McClanahan and carried.
The City Manager reported that Wilco Construction Company had submitted a perfor=
· mance bond and agreement to place cer.tain~funds in escrow, and to.pave Georgia Avenue within
Commissioner Meyer moved to approve same. Seconded by Commissioner Morris and

Commissioner Meyer introduced a resolution commending and supporting the Police
Department, and after being~read in full, 'moved on its passage and adoption. Seconded by
Commissioner Stenstromand carried, Said resolution being in words and figures, as follows:
RESOLUTION OF THE CITY OF SANFORD, FLORIDA,
COMMENDING THE SANFORD POLICE DEPARTMENT.
WHEREAS, it is the desire of the City Commission of the City of
Sanford, Florida, to express its support and confidence in the Sanford Police
Department, and
WHEREAS, recent publicity concerning the arrest of a.number of
Police Officers has in the opinion of some reflected discridit upon the Police
Department, and
WHEREAS, it is the desire of the Commission to praise and commend
Chief Ben Butler and all of the officers of the Sanford Police Department for the
professional manner in which the recent investigation by said Department was
conducted, which resulted in the apprehension of several members of the Police
Department, and
WHEREAS, the City Commission is of the opinion that the accused
are the exception to the high quality and devotion to duty exemplified by the
officers of the Sanford Police Department.
NOW, THEREFORE, BE IT RESOLVED that the City Commission
of the City of Sanford, Florida, hereby expresses unto the Sanford Police
Department its appreciation to Chief Ben Butler and all of the officers of the
Department for all their ~many years of loyal service rendered to the citizens
of Sanford, and

BE IT FURTHER RESOLVED that the original of this Resolution

Commissioner Meyer 'moved to authorize the Land Use Technical Advisory Committee
to also serve as CALNO's Advisory Committee. Seconded by Commissioner McClanahan and carried
over the dissenting vote of Commissioner Morris.
