M. 19. 75 MIDSTATE LEGAL SUPPLY COMPANY The City Commission of the City of Sanford, Florida, met in regular session in the City Hall in the City of Sanford, Florida, at 7:00 o'clock P. M. on January 27, 1975. Present: Mayor-Commissioner Lee P. Moore Commissioner John G. Morris Commissioner A. A. McClanahan Commissioner Julian L. Stenstrom Commissioner Gordon T. Meyer City Attorney C. Vernon Mize, Jr. City Clerk H. N. Tamm, Jr. Police Chief Ben E. Butler Absent: City Manager,W. E. Knowles The meeting was called to order by the Chairman. A public hearing was held in accordance with notice published in the Evening Herald on January 9, 1975, as follows: NOTICE OF PUBLIC HEARING OF PROPOSED CHANGES AND AMENDMENTS IN CERTAIN DISTRICTS AND BOUNDARIES OF THE ZONING ORDINANCE OF THE CITY OF SANFORD, FLORIDA. Notice is hereby given that a Public Hearing will be held at the Commission Room in the City Hall in the City of Sanford, Florida, at 7:00 o'clock P. M. on January 27, 1975, to consider changes and amend- ~ments to the Zoning Ordinance of the City of Sanford, Florida, as fol- lows: That property located East of Ohio Avenue and South of Pine Oak Drive is proposed to be rezoned from SR-1AA (Single Family Residential) DiStrict to AD (Agricultural) District. Said property being 'more particularly described as follows: The N~ of the NW~ of the NW~ of Section 17, Town- ship 20S, Range 31E. Ail parties in interest and citizens shall have an opportunity to be heard at said hearing. By order of the City Commission of the City of Sanford, Florida. H.N. Tatum, Jr. City Clerk Publish: January 9, 1975. The Chairman announced that the Commission would hear from those persons present to speak in favor of, or in opposition to, the proposed rezoning. No one appeared in opposition. W. Garnett White, petitioner, appeared to support the change in zoning. Commissioner Meyer 'moved to authorize the City Attorney to prepare the proper ordi- nance to rezone the property as advertised in the foregoing notice of public hearing. by Commissioner McClanahan and. carried. ORDINANCE NO. 1274 AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA, AMENDING ORDINANCE NO. 1097 OF SAID CITY, SAID ORDINANCE BEING A ZONING PLAN WITHIN THE CITY OF SANFORD, FLORIDA, SAID AMENDMENT CHANGING THE ZONING OF THAT CERTAIN PROPERTY LYING NORTH OF COUNTRY CLUB ROAD, EAST OF SOUTHWEST ROAD, SOUTH OF 20TH STREET, AND WEST OF SEABOARD COAST LINE VACATED RIGHT-OF-WAY TO MI-2 (MEDIUM INDUSTRIAL) DISTRICT. Thereupon, the Chairman announced that the City Commission of the City of Sanford, Florida, had passed and adopted Ordinance No. 1274, entitled: AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA, AMENDING ORDINANCE NO. 1097 OF SAID CITY, SAID ORDINANCE BEING A ZONING PLAN WITHIN THE CITY OF SANFORD, FLORIDA, SAID AMENDMENT CHANGING THE ZONING OF THAT CERTAIN PROPERTY LYING NORTH OF COUNTRY CLUB ROAD, EAST OF SOUTHWEST ROAD, SOUTH OF 20TH STREET, AND WEST OF SEABOARD COAST LINE VACATED RIGHT-OF-WAY TO MI-2 (MEDIUM INDUSTRIAL) DISTRICT. Ordinance No. 1276, entitled: AN ORDINANCE OF THE CITY OF SANFORD, FLORII~, ESTABLISHING A FEE SCHEDULE TO BE CHARGED ON ALL APPLICATIONS FOR REZONING, VARIANCES, REVIEW AND REVISION~OF SITE PLANS, APPROVAL OF PLATS AND PLAN UNIT DEVELOPMENTS AND APPLICATIONS FOR ANNEXATION OF PROPERTY INTO THE CORPORATE LIMITS OF THE CITY OF SANFORD, FLORIDA. placed on its first reading and read in full at the meeting of January 13, 1975 was next placed on its second reading. After being read by title, Commissioner McClanahan moved on its passage and adoption. Seconded by Commissioner Meyer. Motion failed to carry over the dissenting votes of Commissioner Stenstrom, Commissioner Morris and Mayor Moore. Thereupon, the Chairman~ann0unced that Ordinance No. 1276 had failed to be adopted. On 'motion of Commissioner Morris, seconded by Commissioner Meyer and carried, Ordi- nance No. 1277, entitled: AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA, DECLARING ITS INTENTIONiiTO ANNEX WITHIN THE CORPORATE AREA OF THE CITY OF SANFORD, FLORIDA, AT THE EXPIRATION OF THIRTY DAYS FROM THE APPROVAL OF SAID ORDINANCE THAT CERTAIN PROPERTY LYING BETWEEN PEAR AVENUE AND PEACH AVENUE AND BETWEEN EIGHTEENTH STREET AND NINETEENTH STREET, SAID PROPERTY BEING DESCRIBED AS LOTS 3 AND 4, BLOCK 9, PINE LEVEL SUBDIVISION, ACCORDING TO THE PLAT THEREOF RECORDED IN PLAT BOOK 6, PAGE 37, PUBLIC RECORDS OF SEMINOLE COUNTY, FLORIDA, IN ACCORDANCE WITH THE PROVISIONS OF CHAPTER 74-190, LAWS OF FLORIDA, 1974. was introduced and placed on its first reading and read in full. On motion of Commissioner Morris, seconded by Commissioner Stenstrom and carried, Ordinance No. 1281, entitled: AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA, AMENDING ORDINANCE NO. 1097 OF SAID CITY, SAID ORDINANCE BEING A ZONING PLAN WITHIN THE CITY OF SANFORD, FLORIDA, SAID AMENDMENT CHANGING THE ZONING OF THAT CERTAIN PROPERTY LOCATED SOUTH OF CORNWALL ROAD, EAST OF SANFORD AVENUE AND NORTH OF PINE OAK DRIVE TO MI-2 (MEDIUM INDUSTRIAL) DISTRICT. was introduced and placed on its first reading and read in full. John Krider, representing Hunt Oil Company,.appeared in support of the proposed rezoning. On motion of CommissiOner Morris, seconded by Commissioner Stenstrom and carried, Ordinance No. 1282, entitled: AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA, AMENDING ORDINANCE NO. 1097 OF SAID CITY, SAID ORDINANCE BEING A ZONING PLAN WITHIN THE CITY OF SANFORD, FLORIDA, SAID AMENDMENT CHANGING THE ZONING OF THAT CERTAIN PROPERTY LOCATED SOUTH OF CORNWALL ROAD, EAST OF S~NFORD AVENUE AND NORTH OF PINE OAK DRIVE TO AD (AGRICULTURE) DISTRICT. was introduced and placed on its first reading and read in full. John Krider, representing Hunt Oil Company, appeared in support of the proposed rezoning. Commissioner Morris 'moved' to table the first reading of Ordinance No. 1283. Seconded by Commissioner Stenstrom and carried. On 'motion of Commissioner Morris, seconded by Commissioner McClanahan and carried; · minutes of January 20, 1975 were approved. Brailey Odham submitted a plat of Sanora South, Unit I, as approved by the Planning and Zoning Commission. Commissioner Morris ~moved to authorize same, with lessee to pay cost of custodial services and air conditioning. Seconded by Com- ~missioner McClanahan and carried. Commissioner Meyer 'moved to authorize employement of four Diversified Cooperative Training students at the Police Department. Seconded by Commissioner McClanahan. Motion failed to carry over the dissenting votes of Commissioner Morris, Commissioner McClanahan, Commissioner Stenstrom and Mayor Moore. Commissioner McClanahan 'moved to authorize City crews to install sewer pipe and connections for a trailer set up temporarily by the Federation of Senior Citizens in Fort Mellon Park. The utility connection fee and service line cost to be included in the financing for the permanent building. Seconded by Commissioner Stenstrom and carried.
