M. 19.75 The City Commission of the City of Sanford, Florida, 'met in regular session in the City Hall in the City of Sanford, Florida, at 7:00 o'clock P. M. on February 10, 1975. A public hearing was held to consider condemnation of 10 structures or buildings on Report NOs. 74-617 through 74-624 and 74-626 and 74-627, Group 32, in accordance with notices authorized at the meeting of January 20, 1975. The Chairman announced that the Commission would hear from any property owner or representative thereof. The City Clerk reported that Joe Moss had called and stated he would remove the structures at 309 and 311 Sanford Avenue and will repair structures at 301, 303, 305 and 307 Sanford Avenue, Report No. 74-623. After consideration, Commissioner Morris 'moved that finding the buildings under Report Nos. 74-617 through 74-624 and 74-626 and 74-627 to be unsanitary, unsafe, and delapi- dated,' that said structures be condemned and the owners given a notice of 90 days in which to repair or demolish or to give just cause why same has not been repaired or demolished; and after 90 days to authorize the City to demolish the structures and levy a lien against the property for said removal. Seconded by Commissioner McClanahan and carried. Commissioner Meyer ~moved to authorize the City Attorney to prepare the proper ordi- nance to restrict the height of buildings in the flight pattern of the Sanford Airport. - 'MINUTES · ....... Laws.of Florida,.1973, relating to municipal annexation in Seminole County, Florida, requires in Section 3 thereof, that any·'municipal ·governing body desiring to.annex territory shall first pass a resolution stating the intent of the municipality to consider said annexation of the stated territory, and WHEREAS, application for annexation to the corporate ii'mits of Sanford, Florida, has been made by the record owners of a parcel of property, maid parcel of property being described as follows: Lots 3 and 4, Block 9, PINE LEVEL SUBDIVISION, according to the Plat thereof recorded in Plat Book 6, Page 37, Public Records-of Seminole County, Florida, and WHEREAS-, it is the..desire of the Cit~y Commission of the City of Sanford to consider such annexation. NOW THEREFORE, be it resolved by the City Commission of the City of Sanford, Florida, that a public hearing shall be held on the 24th day of March, 1975, at 7:00 P. I have been-concerned about the possibility of 'my having a conflict of interest in this matter. I have consulted with our City Attorney and he advises me that a public officer should abstain from voting when a matter being considered directly or indirectly inures to the officer's private gain or creates a conflict between his private interests and his public duties. As you all know 'my wife, Bobble Jean Meyer, is an em- ployee in the Sanford office of Southern Bell Telephone Company in the capacity of office 'manager. While her position is generally con- sidered an executive position, I do not feel that her duties will directly involve her in the negotiations for the franchise with the City of Sanford. However, in order to avoid any criticism or any suspicion of impro- 'priety on my part I feel that it is in the best interest of the City of Sanford that I disqualify 'myself from participating in the deliberation and from voting in this 'matter.
