The City Commission of the City of Sanford, Florida, 'met in regular session in the
City Hall in the City of Sanford, Florida, at 7:00 o'clock P. M. on February 10, 1975.

The meeting was called to order by the Chairman.
A public hearing was held to consider condemnation of 10 structures or buildings
on Report NOs. 74-617 through 74-624 and 74-626 and 74-627, Group 32, in accordance with
notices authorized at the meeting of January 20, 1975.
The Chairman announced that the Commission would hear from any property owner or
representative thereof. A review of each individual report was as follows:

George Martin, owner of property at 407 East 3rd Street, report No. 74-618, appeared
to request information about the condemnation procedure.
The City Clerk reported that Joe Moss had called and stated he would remove the
structures at 309 and 311 Sanford Avenue and will repair structures at 301, 303, 305 and
307 Sanford Avenue, Report No. 74-623.
After consideration, Commissioner Morris 'moved that finding the buildings under
Report Nos. 74-617 through 74-624 and 74-626 and 74-627 to be unsanitary, unsafe, and delapi-
dated,' that said structures be condemned and the owners given a notice of 90 days in which
to repair or demolish or to give just cause why same has not been repaired or demolished;
and after 90 days to authorize the City to demolish the structures and levy a lien against
the property for said removal. Seconded by Commissioner McClanahan and carried.
A public hearing was held in accordance with notice published in the Evening Herald
on January 22, 1975, as follows:

The Mayor stated that-the Commission would hear from those persons present to speak
in favor of, or against~ the proposed restrictions. No one appeared.
Commissioner Meyer ~moved to authorize the City Attorney to prepare the proper ordi-
nance to restrict the height of buildings in the flight pattern of the Sanford Airport.

Request submitted for a 90 day time extension on Condemnatio~ Report No. 74-588,
1311Sheperd Avenue, Lugenia Black, owner. On recommendation:~iof the City Manager and the
Building Official, Commissioner McClanahan ~moved to authorize same. Seconded by Commissioner
Morris and carried.
Commissioner Stenstrom introduced Resolution No. 1175 and after being read in full,
moved on its passage and adoption. Seconded by Commissioner McClanahan and carried. Said
resolution being in words and figures as follows:
RESOLUTION OF INTENT OF THE CITY COMMISSION
OF THE CITY OF SANFORD, FLORIDA, TO CONSIDER
ANNEXATION OF CERTAIN TERRITORY HEREINAFTER
DESCRIBED AS REQUIRED BY CHAPTER NO. 73-620,
LAWS OF FLORIDA. ~
WHEREAS,~ Chapter 73-620,. Laws.of Florida,.1973, relating
to municipal annexation in Seminole County, Florida, requires in Section 3
thereof, that any·'municipal ·governing body desiring to.annex territory shall
first pass a resolution stating the intent of the municipality to consider said
annexation of the stated territory, and
WHEREAS, application for annexation to the corporate ii'mits
of Sanford, Florida, has been made by the record owners of a parcel of
property, maid parcel of property being described as follows:
Lots 3 and 4, Block 9, PINE LEVEL SUBDIVISION,
according to the Plat thereof recorded in Plat Book 6,
Page 37, Public Records-of Seminole County, Florida, and
WHEREAS-, it is the..desire of the Cit~y Commission of the City
of Sanford to consider such annexation.
NOW THEREFORE, be it resolved by the City Commission of
the City of Sanford, Florida, that a public hearing shall be held on the
24th day of March, 1975, at 7:00 P. M. ·at the City Hall
in the City of Sanford, Florida, for the purpose of determining the question
of annexation of the territory described above into the. corporate li~mits of
Sanford, Florida.

3. The Planning & Zoning Commission regrettably read and accepted Dave Berrien's
letter of reSignation from the Board an'd recommended a letter of commendation

Letter of resignation from the Planning and Zoning Commission next submitted from
Dave Berrien. Commissioner Meyer moved:'to .accept Same.with regrets and to authorize a letter
of appreciation for his services. Seconded by Commissioner Stenstrom and carried.
Commissioner Meyer moved to authorize the City Attorney to prepare a resolution to
join with the Seminole County' Board of County Commissioners to S~ek assistance from the Federal
Government and State Government to accomplish objectives of the Seminole County Comprehensive
Planning Act of 1974, and further to authorize the Mayor t.o execute same. Seconded by Com-
~missioner Morris and carried.
Commissioner Stenstrom moved to authorize the City Attorney to prepare a resolution
to request the Florida DOT to seek Federal assistance for a grade separation of the Seaboard
Coast Line Railroad ~mainline crossing on SR 46. Seconded by Commissioner Morri~ and carried.
On 'motion of Commissioner Meyer, seconded by-Commissioner Stenstrom and carried,
· minutes of February 3, 1975 were approved.
The City Manager submitted a tabulation of bids for athletic equipment for the
Recreation Department, as follows:

and provisions of the State of Florida Financial Disclosure Law,
specifically with regards to ~my position as a City Commissioner
relative to the above ~matter.
I have been-concerned about the possibility of 'my having
a conflict of interest in this matter. I have consulted with our City
Attorney and he advises me that a public officer should abstain from
voting when a matter being considered directly or indirectly inures
to the officer's private gain or creates a conflict between his private
interests and his public duties.
As you all know 'my wife, Bobble Jean Meyer, is an em-
ployee in the Sanford office of Southern Bell Telephone Company in
the capacity of office 'manager. While her position is generally con-
sidered an executive position, I do not feel that her duties will directly
involve her in the negotiations for the franchise with the City of Sanford.
However, in order to avoid any criticism or any suspicion of impro-
'priety on my part I feel that it is in the best interest of the City of
Sanford that I disqualify 'myself from participating in the deliberation
and from voting in this 'matter.
I am advised that it is necessary that I file the appropriate
form prescribed by the State of Florida Commission of Ethics with the
City Commission and the Ethics Commission within fifteen days. I
will proceed with the filing of the necessary form together with a
copy of this letter?as further explanation of 'my position in this ~matter.
