After being read by title, Commissioner Meyer moved on its passage and adoption. Seconded by Commissioner Stenstrom and carried. Thereupon, the Chairman announced that the City Commission of the City of Sanford, Florida, had passed and adopted Ordinance No. 1284, entitled: !:: .................. Tom Wilson III next appeared to discuss a report and application of the Sanford Housing Authority for additional housing. Authority's pre-application resolution. Commissioner Meyer'moved to support the Housing Seconded by Commissioner Morris and carried. Gerold Page, representing the Southern Bell Telephone Men's softball team, requested the Commission to rescind the 10% cap for team and league non-resident 'membership. Commis- sioner Meyer ~moved to remove the 10% restriction on all adult recreation activities. Seconded by Commissioner Morris and carried over the dissenting vote of Commissioner McClanahan. Letter submitted from Dayton Hudson, 2309 Lisa Court East, requesting the city to increase the safety measures at the Pinehurst Ball Field, abutting his property. Commis- sioner Stenstrom 'moved to authorize the City Manager and Recreation Director to work out an agreement with the Seminole County School Board for use of the Municipal Stadium, to rebuild the Pinehurst Ball Field for use as a softball field, and to figure costs to con- struct a baseball field on the old agriculture center site on Celery Avenue. Seconded by Commissioner Meyer and carried. Commissioner McClanahan ~moved to disconnect the lights at the Pinehurst field as soon as the baseball agreement is worked out. Seconded by Commissioner Morris and carried overi~the opposing vote of Commissioner Meyer. On ~motion of Commissioner McClanahan, seconded by Commissioner Morris and carried, Ordinance No. 1283, entitled: AN ORDINANCE REGULATING THE HEIGHT OF STRUC- TURES AND OBJECTS OF NATURAL GROWTH IN THE VICINITY OF THE SANFORD AIRPORT BY CREATING THE APPROPRIATE ZONES AND ESTABLISHING THE BOUND- ARIES THEREOF; PROVIDING FOR THE ADOPTION OF AN AIRPORT ZONING MAP, AIRPORT HEIGHT ZONES AND LIMITATIONS, USE RESTRICTIONS, NON-CONFORMING USES, LIGHTING AND VARIANCES;~PROVIDING FOR · ISSUANCE OF PERMITS; PROVIDING FOR CREATION OF'~ AN ADMINISTRATIVE AGENCY; PROVIDING AN EFFECTIVE DATE. was introducedand~Ptaced on its first reading. After a lengthy presentation and discussion of the Land Plan, it was proposed, and agreed upon, to hold a special work session on March 13, 1975, to complete the review and 'make recommendation to the City Commission. Commissioner Meyer moved to authorize a public hearing to be held March 24, 1975, to consider item (2). Seconded by Commissioner McClanahan and carried. Commissioner Stenstrom ~moved to appoint J. Q. "Slim" Galloway to the Planning and Zoning Commission. Seconded by Commissioner Meyer and carried. Commissioner Meyer 'moved to authorize the City Attorney to prepare a resolution to be submitted to the Board of County Commissioners of Seminole County regarding double taxation by the County. Seconded by Commissioner Morris and carried. The City Manager submitted a bid tabulation opened on February 20, 1975, for fire equipment, as follows: Two Hannay, or equal, Hose Reels (Fire Department) ABC Fire Equipment, Inc. Commissioner McClanahan ~ntroduced Resolution No. 1179 and moved on its passage and adoption. Seconded by Commissioner Meyer and carried. Said Resolution being in words and figures as follows: A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF SANFORD, FLORIDA, AUTHORIZING AND DIRECTING THE CITY MANAGER TO APPLY FOR PARTICIPATION IN THE UNITED STATES. DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT COMMUNITY DEVELOPMENT PROGRAM. WHEREAS, the City Commission has been advised that the City of Sanford is eligible to apply for funds under the United States Department of Housing and Urban Development Community Development Program; and WHEREAS, the City Manager has advised the City Commission that participation in the program will be benefi- cial to the City of Sanford and has recommended that applica- tion be ~made to participate in said program. ., NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF SANFORD, FLORIDA, AS FOLLOWS: .. 1. That the City Manager of the City of Sanford is hereby authorized and directed to submit the appropriate application with all necessary supporting documents and infor- mation for the appropriation of funds from the United. States Department of Housing and Urban Development Community .Develop- ment Program.~ 2. That in the event funds are appropriated, said funds shall be depositedin a special account separate and apart from the General Fund of the City of Sanford and s.hall be utilized in accordance with said program. BE IT FURTHER RESOLVED that the City Commission and the officials of the City of Sanford earnestly and sincerely solicit the participation of the citizens of Sanford in the overall aspects of the Community Development Program. Letter next submitted from Clark, Dietz md Associates setting forth tentative schedule for completion of plans and awarding bids for street paving projects under Federal Revenue Sharing Trust Fund. On recommendation of the City Manager, Commissioner Stenstrom 'moved to reclassify Donna Bourquardez from Clerk-typist II C to D, $5,928. carried. ' Seconded by Commissioner Meyer and The Commission authorized a forum to be held March 17, 1975 at 4:00 o'clock P. M. to hear recommendations from;:.area contractors and developers. On recommendation of the City Manager, Commissioner Stenstrom ~moved to authorize purchase and installation of a burgler alarm system in the~amOunt of $962.20 for the General Sanford Memorial Library.
