Butler The ~meeting was called to order by the Chairman. A public hearing was held in accordance with notice publishedin the Evening Herald NOTICE OF PROCEEDING FOR VACATING AND CLOSING A PORTION OF AN ALLEY. on February 24, 1975, as follows: TO WHOM IT MAY CONCERN: You will take notice that the City Commission of the City of Sanford, Florida, at 7:00 o'clock P. M. on March 10, 1975, in the City Commission Room at the City Hall in the City of Sanford, Florida, will consider and determine whether or not the City will close, vacate and abandon any right of the City and the public in and to that certain N-S alley lying between Park Drive and Twenty-seventh Street and between French Ave- nue and Laurel Avenue, being more particularly described as follows: That portion of that certain N-S alley lying N of the S line of Lot 516 extended Wly and abutting Lots 510 through 516, all in Frank C. Woodruff's Subdivision, according to the plat thereof as recorded in Plat Book 3, page 44, of the public records of Seminole County, Florida. Mr. Bill Eaton, Attorney, appeared in support of the proposed alley closing and stated that he will prepare a deed from the owner to the City of Sanford for an alternate alley. No one appeared. Recommendation submitted bY the Planning and Zoning commission to rezone said property to SR-1, Single Family Residential Dwelling District. Commissioner Morris 'moved to authOrize the City Attorney to prepare the proper ordi- nance to rezone the property as recommended by the Planning and Zoning Commission. Thereupon, the Chairman announced that the City Commission of the City.~:of Sanford, Florida, had passed and adopted said Ordinance No. 1283, entitled: AN ORDINANCE REGULATING THE HEIGHT OF STRUC- TURES AND OBJECTS OF NATURAL GROWTH IN THE VICINITY OF THE SANFORD AIRPORT BY CREATING THE APPROPRIATE ZONES AND ESTABLISHING THE BOUND- ARIES THEREOF; PROVIDING FOR THE ADOPTION OF AN AIRPORT ZONING MAP, AIRPORT HEIGHT ZONES AND LIMITATIONS, USE RESTRICTIONS, NON-CONFORMING USES, LIGHTING AND VARIANCES; PROVIDING FOR ISSUANCE OF PERMITS; PROVIDING FOR CREATION OF AN ADMINISTRATIVE AGENCY; PROVIDING ~N EFFECTIVE DATE. Roger Stewart, D.M.D., appeared and stated he plans to build an office building at the northeast corner of the intersection of 24th Place and Maple Avenue, and requested a time extension to pave the portion of said streets abutting his building site. Commissioner McClanahan 'moved to authorize a 12 months extension for the require- · ment for payment into the street paving escrow account, upon the execution by Dr, Stewart of a note and an agreement for same. Commissioner Morris moved to authorize the staff office to obtain locations of all alleys in the city that are not usable by city vehicles and are overgrown with trees, shrubs, vines, etc., and that property owners have requested the city to 'maintain. Seconded by Commissioner McClanahan and carried. The City Commission restated the action to waive the Civic Center rent, fee for janitor service, and electricity for the Mutual Concert Association; and charges to be made for any other service. Commissioner McClanahan ·moved to authorize contract with Clark, Dietz and Associ- ates for conference and coordinating work, not to exceed $1,000, for adding two wells to the present well field. Seconded by Commissioner Stenstrom and carried. Commissioner Meyer moved to authorize the purchase in amount of $822.15fb~r three microfiche viewers for use in the utility department office and transfer of funds for same. Seconded by Commissioner McClanahan and carried. On recommendation of the City Engineer, Commissioner Meyer moved to authorize payment in amount of $10,360.98 to Cl'ark, Dietz and Associates for work on the street paving project through January 31, 1975, from Revenue Sharing Trust Fund. Seconded by Commissioner Stenstrom and carried. Commissioner Meyer ·moved to authorize the Mayor to execute a letter of commenda- tion to Jim Jernigan for his work with the Florida Little Major League Association, Inc. Seconded by Commissioner Stenstrom and carried. The Commission authorized the Planning and Zoning Board to be invited to the ·meeting of March 17, 1975 to discuss construction problems with local contractors and developers. Commissioner Stenstro'm moved to authorize the City Attorney to prepare a resolution to Mrs. Hortense Roumillat expressing appreciation for her services as President of the General Sanford Memorial Library Board of Trustees. Seconded by Commiss~ner Meyer and carried.
