Tom Hunt, Office Manager, Southern B~ll Telephone, presented a proposed telephone franchise with the City of Sanford for 30 years. After discussion, the City Attorney was authorized to consult with the telephone company's attorney to re-word part of the franchise. The Mayor presented a plaque to Charles Pavlick, retiring Utility Plants Employee, ~in recognition of over 24 years service to the City of Sanford. A public hearing was held in accordance with notice published in the Evening Herald on March 6, 1975, as follows: NOTICE OF PUBLIC HEARING OF PROPOSED CHANGES AND AMENDMENTS IN CERTAIN DISTRICTS AND BOUNDARIES OF THE ZONING ORDINANCE OF THE CITY OF SANFORD, FLORIDA. Notice is hereby given that a Public Hearing will be held at the Commission Romm in the City Hall in the City of Sanford, Florida, at 7:00 o'clock P. M. on March 24, 1975, to consider changes and amendments to the Zoning Ordinance of the City of Sanford, Florida, as follows: That property lying at the southwest corner of the intersection of Locust Avenue and East Celery Avenue is proposed to be rezoned from MR-1 (Multiple-Family Residential Dwelling) District to RC-1 (Restricted Commercial) District. Said property being more par- ticularly described as follows: Lots 1, 2 and 3, Block 4A, 2nd Section San Lanta, PB 4, Pg 38. No one appeared. On recommendation of the Planning and Zoning Commission, Commissioner Stenstrom ~'moved to authorize the City Attorney to prepare the proper ordinance to rezone the property as advertised. Seconded by Commissioner Meyer and carried. A public hearing was held in accordance with notice published in the Evening Herald on February 13, 20, 27 and March 6, 13, 1975, as follows: NOTICE OF PUBLIC HEARING TO CONSIDER ANNEXATION Notice is hereby given that a Public Hearing will be h~td at the Com- · mission Room in the City Halt in the City of Sanford, Florida, at 7:00 o'clock P. Said property is presently zoned R-1 (Single Family Residential) District. All parties in interest and citizems shall have an opportunity to be heard at said hearing. Commissioner Meyer 'moved to authorize the City Attorney to prepare the proper ordi- nance to close and vacate the utility easement as advertised in the foregoing notice of pub- lic hearing. Commissioner Stenstrom moved to approve the request. Seconded by Commissioner Meyer and carried over the opposing vote of Mayor Moore. On 'motion of Commissioner Meyer, seconded by Commissioner McClanahan and carried, Ordinance No. 1287, entitled: AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA, SETTING ASIDE THE RESERVATION FOR THE USE BY THE CITY OF SANFORD THAT CERTAIN ALLEY LYING BETWEEN 15TH STREET AND 18TH STREET AND BETWEEN LAUREL AVENUE AND FRENCH AVENUE FOR UTILITY PURPOSES. was introduced and placed on its first reading and read in full. Recommendation dated March 21, 1975 submitted from the Planning and Zoning Commis- sion, as follows: Recommend approval to the City Commission to rezone from PUD Commercial, to PUD Multiple-Family Residential. (Re: property east of South Sanford Avenue between Airport Boulevard and Sanora Boulevard). ommissioner McClanahan moved to authorize a public hearing to be held April 14, 1975 to consider same. Seconded by Commissioner Meyer and carried. Commissioner Morris moved to authorize the City Attorney to prepare a resolution adopting the Legislative Policy Statement of the Florida League of Cities, and a copy to be sent to the Florida League of Cities. Seconded by Commissioner McClanahan and carried. On motion of Commissioner Meyer, seconded by Commissioner Stenstrom and carried, Ordinance No. 1288, entitled: AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA, AMENDING SECTION 3-2 OF CHAPTER 3, THE SAME BEING THE ALCOHOLIC BEVERAGE CHAPTER OF THE CODE OF THE CITY OF SANFORD,'SAID SECTION BEING ENTITLED HOURS AND DAYS OF SALE, SAID AMENDMENT TO EXTEND THE CLOSING HOURS FOR CONSUMPTION ON THE PREMISES OF ANY LICENSEE OF ALCOHOLIC BEVERAGES FROM 12:00 MIDNIGHT TO.2:00 A.M. ~ was introduced and placed on its first reading and read in full. Commissioner McClanahan moved to set a City Policy regarding unopened alleys that are unusable by city vehicles, as follows: 1. Not to open and maintain an alley that is unusable by city vehicles for performing a city service. Mgrch 24 at 7: 00 P.M. 19 75 On recommendation of the City Manager, Commissioner Morris moved to set a City Policy, regarding dead end alleys' in use by city vehicles, as follows: Garbage packers not to use dead end alleys, where they have to back up. Garbage pick-up to be at curb'line, and the owners of property abut- ting dead end alleys to be notified. Seconded by Commissioner Meyer and carried. On motion of Commissioner Morris, seconded by Commissioner Meyer and carried, minutes of March 17, 1975, were approved. The. Suggestion Review Committee submitted a recommendation to pay Jack Greaves and Red Tayman $25 each for their suggestions. Commissioner Meyer :moved to authorize same. Seconded by Commissioner'McClanahan~and carried, Nominations for a committee to meet with the city staff to discuss building and development problems were submitted as follows: Commissioner Meyer: Bill Brumley Commissioner McClanahan: Commissioner Stenstrom: Mayor Moore: Commissioner Morris: Brailey Odham Pau 1 Jarvis Don Howe Johnny Walker Commissioner Meyer 'moved to authorize the City Manager to contact the contractors to deter- mine if they will serve. Seconded by Commissioner McClanahan and carried. Commissioner McClanahan moved to authorize the emergency purchase of a car for the Police Department Detective Division, to replace one totally destroyed in an accident. Seconded by Commissioner Morris and carried. On recommendation of the City Manager, Commissioner Meyer 'moved to authorize salary reclassifications, as follows: John Gaines - packer driver, from Grade C to D ($6,988.80). Edward COley -.refuse laborer, from Grade E to F ($7,529.60). Joe Louis Miclle - parks laborer, from Grade C to D ($6,323). Seconded by Commissioner McClanahan and carried. Commissioner Meyer moved to authorize the City~AttTorney to prepare a resolution supporting legislation to repeal, the Mooney Bill and to-amend ~the double taxation bill to clarify and provide re'medial action if the county fails to comply. Seconded by Commissioner Stenstrom and carried. ~ On recommendation of the City Manager, Commissioner McClanahan moved to authorize a 90 day time extension on Condemnation No. 73-486, Group 26; 719 South Oak Avenue; Harold Christensen, owner. Seconded by Commissioner Morris and carried. Commissioner Meyer 'moved to appoint Commissioner McClanahan as the City's repre- sentative to discuss with Seminole County representatives the County's proposed animal con- trol services. Mrs. Fannie Fields, owner of property at 1602 and 1604 Strawberry Avenue, Condemnation Report Nos. 75-637 and 75-638, appeared to inquire of the needed repairs. John Hall, owner of property at 1010 Cedar Avenue, Condemnation Report No. 75-635, appeared and stated he has taken out a build- ing permit to renovate the house. After consideration, Commissioner Meyer moved that finding the buildings under Report Nos. 75-628 through 75-638 to be unsanitary, unsafe, and delapidated, that said structures be condemned and the owners given a notice of 90 days in which to repair or demo- lish or to give just cause why same has not been repaired or demolished; and after 90 days to authorize the City to demolish the structures and levy a lien against the property for said removal.
