the City Hall in the City of Sanford, Florida, at 4:00 o'clock P. M. on April 7, 1975.

Commissioner Morris 'moved to authorize the extensions as recommended. Seconded by Commis-
sioner Meyer and carried.
On-motion of Commissioner Meyer, seconded by Commissioner Stenstrom andcarried,
payments from Revenue Sharing Trust Fund were authorized as follows:
1. Statement from William S. Brumley, Jr., in amount of $28,455 93 for work on
the Central Fire Station. Approved by the City Engineer and City'Manager.
2. Statement from Clark, Dietz and Associates, Inc., in amount Of $9,688.20,
for work on the Street Paving Project. Approved by the City Engineer and
the City Manager.
Recommendations dated April 4, 1975 submitted from the Planning and Zoning Commis-
sion, as follows:
1. Recommend approval, with comments, of the Sanford Comprehensive Plan-Co~unity
Facilities Section and the Sanford Area Recharge Map. Expression of compli-
ment to the City Staff for the excellent report.
2. Set a Public Hearing to consider rezoning from SR-1AA to MR-l, that recently
annexed property at 18th Street and Pear Avenue. ,
Commissioner Meyer 'moved to authorize a public hearing to be held April 28, 1975
to consider item (1). Seconded by Commissioner Stenstrom and carried.

Commissioner McClanahan ~moved to amend the proposed franchise with Southern Bell
Telephone as follows:

The percentage may be increased by one percent (1%) on any sin~gte anniversary, it
being the intent of the Ordinance tha~:the percentage described herein 'may be in-
creased from one percent (1%) to two percent (2%) on any anniversary date of this
franchise.
Seconded by Commissioner Stenstrom and carried, with CommissionerilMeyer abstaining from voting.
Commissioner McClanahan ~moved to authorize the Mayor to execute a lease of the North
~ of Block 6, and floating piers adjacent to Block 3, all in Sanford Riverfront Project, to
Joseph Barrett, D.B.A Barretts Marine, from November 1, 1974 through October 1, 1979.

Commissioner Meyer 'moved to appoint Commissioner McClanahan as the Commission's
representative on a contractor's review board for the street paving project. Seconded by
Commissioner Stenstrom and carried. .~
On recommendation of the City Manager, Commissioner Morris 'moved to delete streets
from the Street Paving Project until sufficient right-of-way is donated, as follows:

and to authorize a bid opening to be held May 21, 1975 for the Street Paving Project. Secon-
by Commissioner Stenstrom and carried. After discussion, the Commission authorized other
~methods of alignments to be considered, and any specific problems to be brought to the Com-
mission, so the streets could be paved within the existing right-of-way.
Request submitted by the Builders and Developers Committee for a 30 day extension
~for presenting their report. On motion of Commissioner Stenstrom, seconded by Commissioner
Meyer and carried, same was authorized.
The Suggestion Committee submitted a suggestion from Ms. Janet Reilly, and recom-
mended a $25 award, as follows:
City buildings that receive city refuse pickup be required to use paper or plastic
bags.
Commissioner Meyer moved to authorize same. Seconded by Commissioner Stenstrom and carried.
Commissioner Meyer ~moved to authorize discussion at the ~meeting of May 5, 1975
of the Comprehensive Land Plan report as submitted by the Sanford Land Planning Agency.
Seconded by Commissioner McClanahan and carried.
The Commission stated no objections to the City Manager making a presentation to
the Chamber of Commerce on the city hall project as discussed with the City Commission.
The Mayor submitted a letter to the City of Sanford and a letter to Rick RiChard,
Utility Director and Jack Greaves, Assistant Utility Director, from Clark, Dietz and Associ-
ates commending them for the Class A ratings received by the Water Treatment Plant and Waste
Water Treatment Plant for operating performance in 1974. Commissioner Meyer moved to autho-
rize the City Attorney to prepare a resolution to commend the Utility Department for these
ratings. Seconded by Commissioner Stenstrom and carried.

Request submitted for a time extension on Condemnation Report No. 74-589, Group 31,
1000 East First Street, The Sanford Naval Academy, owner. Commissioner Meyer 'moved to autho-
rize a 90 day time extension, providing electrical service is disconnected immediately, and
the building be secured from vandalism. Seconded by Commissioner McClanahan and carried.
Request submitted from the Downtown Business Association to use sidewalks in the/down-
town area for display and sale of merchandise at the Sidewalk Sale May 1, 2 and 3, 1975.
On motion of Commissioner Meyer, seconded by Commissioner Stenstrom and carried, same was
authorized.

On recommendation of the City Manager, Commissioner Meyer moved to authOrize the
City Attorney to prepare a resolution requiring the county to provide 75% of the cost of traffic
light improvements at 13th Street and French Avenue.

The City Manager was authorized to direct letters to the Florida League of Cities
and the Legislative Delegation stating the City's opposition to Governor Askew's proposal
to take utility tax power from cities.
The'City Manager submitted quotes for an emergency purchase of a replacement car

On recommendation of the City Manager, Commissioner McClanahan 'moved to authorize the purchase
from Bob Dance Dodge in amount of $3,998.59. Seconded by Commissioner Meyer and carried.
Commissioner Meyer introduced Resolution No. 1182, and after being read in full,
moved on its adoption. Seconded by Commissioner Stenstrom and carried. Said resolution
being in words and figures as follows:
A RESOLUTION OF THE CITY COMMISSION OF THE CITY
OF SANFORD, FLORIDA, ENDORSING THE 1975 LEGISLATIVE
POLICY STATEMENT OF THE FLORIDA LEAGUE OF CITIES
AND URGINg THE LEGISLATURE OF THE STATE OF FLORIDA
TO PASS APPROPRIATE LEGISLATION TO IMPLEMENT THE
VARIOUS SUBJECTS COVERED IN THE LEGISLATIVE POLICY
STATEMENT.
WHEREAS, the Florida League of Cities approved and adopted
unanimously a Legislative Policy Statement at the Fourteenth Annual Conference
for City officials and city attorneys in:Tallahassee, Florida, on March 11, 1975,
and
WHEREAS, said Legislative Policy Statement has been reviewed
by the City Commission and the City Commission deems it necessary and in the
best interest of the citizens of the City ~of Sanford~th~t,:~he Legislature of the Sta~
of Florida pass appropriate legislation during the 1975 Legislative Session to
i'mplement the various subjects specified in said Policy Statement, and
: !WHEREAS, it 'is emsential that the Florida Legislature recognize
and achieve solutions to the State-wide problems of MuniCipal GOvernments
which affect the:lives and proper, ty of the great :majority of the Cities' population,

WHEREAS, the problems of Municipal Governments have increased
substantially in recent years due to rapid increase in population resulting in

the ability .of the~'municipalities to meet the needs of their citizens.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISStON~OF THE
CITY OF SANFORD, FLORIDA, AS FOLLOWS: ......
1. That the City of Sanford, Florida, hereby endorses the 1975 Legis-
lative.PoliCy Statement of the Florida League of Cities and hereby urges the
Legislature of the State~of~Florida to pass the necessary legislation to implement
all of the subjects contained in said Legislative Policy Statement.
2. That copies of this Resolution be furnished to the appropriate
officials of the Florida League of Cities and to the Seminole County Legislative
Delegation.
THIS RESOLUTION shall become effective immediately upon passage.

Commissioner Morris introduced Resolution No. 1183 and after being read in full,
· moved on its adoption. Seconded by Commissioner McClanahan and carried. Said resolution
being in words and figures as follows:
A RESOLUTION OF THE CITY COMMISSION OF THE CITY
OF SANFORD, FLORIDA, REQUESTING THE REPEAL OF
CHAPTER 73-620, LAWS OF FLORIDA, SAID CHAPTER
BEING A LOCAL LEGISLATIVE ACT REGULATING ANNEX-
ATION PROCEDURES IN THE MUNICIPALITIES IN SEMINOLE
COUNTY, FLORIDA, SAID LAW BEING COMMONLY REFERRED
TO AS THE "MOONEY BILL".
WHEREAS, the City Commission of the City of Sanford, Florida
together with all of the other 'municipalities of Seminole County, Florida, have
been operative under Chapter 73-620, Laws of Florida, since 1973 with regard
to all annexations, and
WHEREAS, the Legislature of the State of Florida adopted
Chapter 74-190, Laws of Florida, which said law is an annexation law
applicable to all 'municipalities in the State of Florida, and
WHEREAS, now that Chapter 74-190, Laws of Florida, governs
annexation procedures the City Commission of the City of Sanford, Florida,
is of the opinion that it is no longer necessary for Chapter 73-620 to apply
in that the various procedures and safeguards set forth in Chapter 73-620

moved on its adoption. Seconded by Commissioner Stenstrom and carried. Said resolution

A RESOLUTION OF THE CITY COMMISSION OF THE CITY
OF SANFORD, FLORIDA, REQUESTING AN AMENDMENT
TO CHAPTER 125.01 (6), LAWS OF FLORIDA, SAID CHA'pTER·
BEING COMMONLY REFERRED TO AS THE "DOUBLE TAXAfflON
BILL", SAID AMENDMENT TO CLARIFY AND PROVIDE !REMEDIAL
ACTION IN THE EVENT THE COUNTY FAILS TO COMPLY WITH
THE RESOLUTION OF THE MUNICIPALITY.
WHEREAS, Chapter 125.01 (6), Laws of Florida provides for a
'municipality to pass a Resolution identifying County services rendered specially
for the benefit of the property or residents in unincorporated areas and financed
from County-wide revenues, and
WHEREAS, said Law further provides for the municipality to request
the Board of County Commissioners to develop an appropriate 'mechanism to
finance such activity by taxing residents or property in the unincorporated areas
of the County, and
WHEREAS, the Law do'es not set forth appropriate remedial action
in the event the County fails to develop appropriate 'mechanisms for taxation as
requested by the municipality.
NOW, THEREFORE, BE IT RESOLgED'BY. THE CITY COMMISSION
OF THE CITY OF SANFORD, FLORIDA that the Seminole COunty Legislative
Delegation be requested to pass appropriate legislation to amend Chapter 125.01 (6)
to clarify and provide for remedial action by the municipality in the event the
County fails to develop appropriate mechanisms for the taxation of residents
or property in unincorporated areas in the County for services which are for
the benefit of property or residents in the unincorporated areas of the County.
THIS RESOLUTION shall become effective immediately upon passage.
