M. 19 75 MIDSTATE LEGAL SUPPLY COMPANY The City Commission of the City of Sanford, Florida, met in regular session in the City Hall of the City of Sanford, Florida, at 7:00 o'clock P. M. on April 14, 1975. Present: Mayor-Commissioner Lee P. Moore Commissioner John G. Morris Commissioner A. A. McClanahan Commissioner Julian L. Stenstrom Commissioner Gordon T. Meyer City Attorney C. Vernon Mize, Jr. City Manager W. E. Knowles City Clerk H. N. Tamm, Jr. Police Chief Ben E. Butler The meeting was called to order by the Chairman. A public hearing was held to consider condemnation of eleven structures or buildings on Report Nos. 75-639 through 75-649, Group 34, in accordance with notices authorized at the meeting of March 10, 1975. The Chairman announced that the Commission wouldhear from any property owner or representative thereof. After consideration, Commissioner McClanahan 'moved that finding the buildings under Report Nos. 75-639 through 75-648 to be unsanitary, unSafe, and delapidated, that said struc- tures be condemned and the owner given a notice of 90 days in which to repair or demolish or to give just cause why same has not been repaired or demolished; and after 90 days to autho- rize the City to demolish the structures and levy a lien against the property for said re- moval. Seconded by Commissioner Meyer and carried. Fannie Mitchell, owner of property at 1310 Shepherd Avenue, Condemnation Report No. 75-649, stated she plans to demolish the structure. After consideration, Commissioner Meyer moved that finding the building under Re- port No. 75-649 to be unsanitary, unsafe, and delapidated, that said structure be condemned why same has not been repaired or demolished; and after 90 days to authorize the City to demolish the structure and levy a lien against the property for said removal. Seconded by Commissioner Stenstrom and carried. Request submitted for a time extension on Condemnation No. 74-612, Group 31, 1120' West First Street, J. W. Agee, owner. On recommendation of the Minimum HoUsing Code Inspec- tor and the City Manager, CommiSsioner Meyer moved to authorize a 90 day time extension, pro- vided; (1) the electric service is disconnected and (2) the house is boarded up. Seconded by COmmissioner McClanahan and carried. Notice is hereby given that a Public Hearing will be held at the Commission Room in the City Hall in the City of Sanford, Florida, at 7:00 o'clock P. M. on April 14, 1975, to consider changes and amendments to the Zoning Ordinance of the City of Sanford, Florida, as follows: That property lying on the East side of South Sanford Avenue, between Airport Boulevard and Sanora Boulevard is proposed to be rezoned from PUD (Planned Unit Development) District to PUD Multi-Family Residential District. Tamm, Jr. City Clerk The Chairman announced that the Commission would hear fro'm those persons preSent to speak in favor of, or against, the proposed rezoning. No one appeared in opposition. Brailey Odham, John Krider, and Paul Jarvis appeared in support of the proposed rezoning. On recommendation of the Planning and Zoning Commission, Commissioner Morris 'moved to authorize the City Attorney to prepare the proper ordinance to rezone the property as ad- vertised in the foregoing notice of public hearing. Seconded by Commissioner Meyer and car- ried. Commissioner Stenstrom abstained from voting. Commissioner Morris 'moved to hold the ~matter in abeyance until the contract for the street paving project has been let, then to include these portions of streets in the street paving program, and the Salvation Army to pay their pro rata share of the costs. Request submitted from Mrs. 'Edna Long, 1112 West 14th Street, for a time extension to pave in front of her house. CommisSioner Morris moved to hold the matter in abeyance until the contract for the street paving project has been let, then to include this portion of street in the street paving project, and Mrs. Long to pay her pro rata share of the costs. On recommendation of the City Manager, Commissioner Stenstrom moved to table con- sideration of the request and authorize the City Manager to handle. Meyer and carried. Commissioner Meyer submitted a proposal to 'move the city hall offices into build- ing 310 at the Sanford Airport.- He stated the building could be leased for approximately $37,000 annually, which would be less expensive than the annual payments to construct a new city hall. He submitted an alternate plan for additional wings to the North and South of the present city hall building, keeping the same type of architecture. HIGHWAY 17-92 '~WITH THE CITY OF SANFORD, FLORIDA, AND FURTHER REQUESTI'NG THE COUNTY COMMISSION OF SEMINOLE ~COUNTY,~FLORIDA, TO PAY SEVENTY-FIVE (75%) PERCENT OF THE COST OF SAID IMPROVEMENT. WHEREAS, it has been recommended to the City Commission of the City of Sanford~ Florida, that the traffic signal located at the intersection of Thir- teenth Street and U. S. Highway 17-92 in the City of Sanford, Florida, be improved in order to facilitate the flow of traffic and further to improve the safety factor at said intersection, and WHEREAS, three of the four streets leading into said intersection are a part of the road system of the State of Florida, and,~Ttherefore, requires co- operation':~and participation by Seminole County, Florida, by reason of the County having control of the expenditure of secondary road funds within Seminole County, Florida.
