The Mayor presented a plaque to Lieutenant John Crow, retiring Fire Department employee, after 33 years service to the City. A public hearing was held in accordance with notice published in the Evening Herald on April 11, 1975, as follows: NOTICE OF PUBLIC HEARING OF PROPOSED CHANGES AND ,AMENDMENTS IN CERTAIN DISTRICTS AND BOUNDARIES OF THE ZONING ORDINANCE OF THE CITY OF SANFORD, FLORIDA. Notice is hereby given that a Public Hearing will be held at the Commission Room in the City Hall in the City of Sanford, Florida, at 7:00 o'clock P. M. on April 28, 1975, to consider changes and amendments to the Zoning Ordinance of the City of Sanford, Florida, as fOllows: That property lying at the NE corner of the intersection of 24th Street and French Avenue is proposed to be rezoned from RC-1 (Restricted Commercial) District to GC-2 (General Com- mercial) District. Said property being more particularly described as follows: The S 150 ft of the following described parcel: Lots 1, 2, 3 and 8 (less portions conveyed for High- way purposes) and Lot 9 and the W 40 ft of Lot 10, and all that pmrt of Lots 4 and 5, lying W of a line parallel to, and 40 ft E of the E line of said Lots l, 2 and 3, all in Block 9 of Highland Park, PB 4, pg 28, Public Records of Seminole County, Florida. No one appeared in opposition. Rupert Strickland, petitioner, appeared in support of the rezoning. On recommendation of the Planning and Zoning Commission, Commissioner Morris ~moved to authorize the City Attorney to prepare the proper ordinance to rezone the property as ad- vertised in the foregoing notice of public hearing. Notice is hereby given that a Public Hearing will be held at the Commission Room in the City Hall in the City of Sanford, Florida, at 7:00 o'clock P. The City Attorney reported the Florida Statutes require that any proposed increase in density within two years of annexation would have to be~approved by the County Commission. Commissioner McClanahan ~moved to authorize the City Attorney to prepare the proper ordinance to rezone the property to SR-1, (Single Family Residential Dwelling) District, as described in the foregoing notice of public hearing. Seconded by Commissioner Stenstrom and carried over the dissenting vote of Mayor Moore. A public hearing was held in accordance with notice published in the Evening Herald on April 18, 1975, as follows: NOTICE OF PUBLIC HEARING Notice is hereby given that a Public Hearing will be held at the Commission Room in the City Hall in the City of Sanford, Florida, at 7:00 o'clock P. M. on April 28, 1975, to consider the recommendations of the Sanford Planning and Zoning Commission relative to the Sanford Comprehensive Plan-Community Facilities Section and the Sanford Area Recharge Map. ..... Notice is hereby given that a Public Hearing will be held at the Commission Room in the City Hall in the City of Sanford, Florida, at 7:00 o'clock P. M. on April 28, 1975, to consider the adoption of an ordinance by the City of Sanford, Florida, title of which is as follows: ORDINANCE NO. 1292 AN ORDINANCE OF THE CITY OF sANFORD, FLORIDA, AUTHORIZING THE SOUTHERN BELL TELEPHONE AND TELEGRAPH COMPANY TO USE THE PUBLIC STREETS OF THE CITY OF SANFORD, FLORIDA, FOR THE PURPOSE OF ERECTING, CONSTRUCTING, MAINTAINING AND OPERATING LINES OF TELEPHONE AND TELEGRAPH THEREON AND THEREUNDER; PROVIDING FOR REVENUE TO BE PAYABLE TO THE CITY OF SANFORD ON A FORMULA COMPUTED ON A PERCENTAGE OF THE RECEIPTS FROM RENTALS DERIVED FROM TELEPHONE SERVICES WITHIN THE CORPORATE LIMITS OF THE CITY OF SANFORD, PROVIDING FOR A TERM OF THIRTY YEARS RETROACTIVE TO FEBRUARY 1, 1975, AND PROVIDING AN EFFECTIVE DATE. Robert Cannon, 2306 Lisa Court West, spokesman for a group of homeowners in the Twenty-West Subdivision, appeared to set forth complaints as follows: (1) Cars being parked perpendicular to the curb, 'making access to driveways nearly (2) impossible. Dogs runniRg loose on weekends. (3) No stop signs, or speed limit signs in the subdivision. (4) Junk cars parked on the street. W. F. Pilkington, 2312 Lisa Court West, appeared to complain about cars being parked across the sidewalks and teenagers riding their bikes on the sidewalks. The Police Chief was instructed to investigate'the, complaints, and to enforce the speed limit in the area. · ..., . ,-, ~ On recommendation of the Building Official, Commissioner Stenstrom 'moved to re- appoint W. Garnett White-to the Board.of Adjustment.for ret, m-ending February,'1978. Seconded by Commissioner McClanahan~and carried.,, Recommendations dated April 18, 1975 submitted from the Planning and Zoning Com- mission as follows: 1. Recommend approval to the City Commission to rezone from RC-1 to GC-2, that property located at 2397 French Avenue. (M. R. Strickland) 2. Recommend approval to the City Commission to rezone from SR-1AA to MR-l, that recently annexed'property at-18th and Pear. Ail adjacent property within City of Sanford is MR-1.. Granted a request for a conditional use for a 'home occupation in the RMOI District at 1900 West 1st Street, with adherence to the conditions in the Zoning Ordinance for home occupations. 4. Notify the City Commission the P & Z Board feels Chapter V., Page 9 of Develop- :men¢ Guidelines, August, 1973 is sufficient for landscaping requi::ements, and Zoning Ordinance, Article VIII, Section 6, Paragraph 2, last sentence, is sufficient authorization to enforce the Guidelines, and request:~a ruling from the City Attorney. 5. (9) Multiple-family housing structures conforming to the require- ments of the RMOI District. (6) Set a Public Hearing for May 1, 1975, to consider the following change to Zoning Ordinance: (Water recharge) Add to last sentence, paragraph (2), Section 6, Article VIII. ...including any special limitations, requirements, or conditions where the site is within an area of high or 'moderate water recharge as designated by the Sanford Planning and Zoning Commission. Commissioner McClanahan moved to authorize a public hearing to be held May 12, 1975 to consider items (5) and (6) of the foregoing recommendations. Seconded by Commissioner Morris and carried. Commissioner'McClanahan moved to request the Planning and ZOning Commission to sub- mit a proposed 'model section for minimum landscape requirements for Commercial and Industrial sites. Seconded by CommissiOner Morris and carried over the dissenting vote of Commissioner Stenstrom. On 'motion of~"~Commissioner Stenstrom, seconded~by Commissioner Morris and carried, Ordinance No. 1293, entitled: AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA, AMENDING ORDINANCE NO. 1097 OF SAID CITY, SAID ORDINANCE BEING A ZONING PLAN WITHIN THE CITY OF SANFORD, FLORIDA, SAID AMENDMENT cHANGING THE ZONING OF THAT CERTAIN PROPERTY LYING ON THE EAST SIDE OF SOUTH SANFORD AVENUE, BETWEEN AIRPORT BOULEVARD AND SANORA BOULEVARD TO ~UD (PLANNED UNIT DEVELOPMENT) MULTI-FAMILY RESIDENTIAL DISTRICT. was introduced and placed on its first reading and read in full. Commissioner Stenstrom abstained from voting. Brailey Odham and John Krider apPeared in support :of the ordinance. The City Manager submitted a repOrt of a 'meeting~with five architects and engineer regarding the feasibility of resboring the City Hall building, and its structural soundness. On reco'mmendation of the City Manager, Commissioner Morris moved to authorize the City Attorney to prepare the proper ordinance,to adopt 1975 editions as follows: (1) Amendment and Appendix D to the Standard Building Code. (2) Amendment to the Standard Mechanical Code.. Seconded by Commissioner McClanahan and carried. Commissioner Stenstrom 'moved to adopt a policy to'maRe training.~a continuing require- 'ment for promotion and salary increases for city employees. and carried. · .~ · Seconded by Commissioner McClanahan The City Manager reported that Wallace Equipment Company cannot produce the high pressure washer, and.recommended acceptance of the bid from Sherwin-Williams at $1,263.60. Commissioner McClanahan 'moved to authorize same. Seconded by Commissioner Morris and carried. Commissioner Stenstrom 'moved to approve administrative action as follows: (1) Two street lights on Willow Avenue between Fourth Street and Seventh Street. (2) Two street lights on Orange Avenue between Fourth Street and Seventh Street. (3) Reclassify Virgil Smith, packer.driver, ,from Cto, D - $6,988.89, effective 4/23/75. Seconded by Commissioner McClanahan and carried ...... The City Manager submitted a list-of delinquent accounts receivable, and recommended that those accounts under $100 be charged off as bad debts. Commissioner McClanahan moved to authorize same and further to authorize the City Attorney to investigate the feasibility of collecting the other accounts by court action. Seconded by Commissioner Stenstrom and carried. Letter submitted from Mrs. Ruth Stamm, owner of house being built on Grove Manor Drive, requesting the.street be put back in the paving program. On recommendation of the City Manager, Commissioner McClanahan 'moved to authorize same. Seconded by Commissioner Mor- ris and carried. On motion of Commissioner McClanahan, :seconded by Commissioner Morris and carried, the Mayor was~authorized to send a letter to :the Seminole County Commission authorizing county residents free use of Pinecrest Park proposed to be deeded tothe City. Request for annexation submitted from Mr. and ~Mrs. George Scott, 2656 Grandview Avenue. The City Manager reported that said property~is not contiguous to the city limits. Commissioner Morris :moved to direct a-letter, to them stating ~the City can not annex the propertyi at this time. Seconded by Commissioner, Stenstrom-and, carried. On reco'mmendation of the City Manager, Commissioner Stenstrom 'moved to authorize payment in amount of $16,235.37 from Revenue Sharing Trust~Fund to William. S.,Brumley, Jr. for reconstruction of .the Central Fire Station. The City Manager submitted a list of unpaved streets of which a portion of each is in the county at the city limits~line, 'and reC°mm~ended to submit same to the Seminole County Commission to request their participation for paving in the city program. Commissioner Sten- strom moved to authorize same. Seconded by Commissioner McClanahan and carried. Commissioner Morris introduced ResolutiOn. Nb. I186:! and moved on ~its adoption. Said resolution 'being in words and figures as follows: RESOLUTION OF THE CITY OF SANFORD, FLORIDA, COMMENDING THE PERSONNEL OF THE WATER TREATMENT PLANT AND WASTE WATER TREATMENT PLANT. WHEREAS~; the~ Department of Health and Rehabilitative Services, State-or'Florida, recently awarded Class A ratings for the operating performances of the City's Water Treatment' Plant' and Waste Water Treatment Plant for the year 1974, and WHEREAS, The City Commission has been advised that this is the first time that one City in the State of Florida has received both Class A ratings for the same year, and ~ ' '~ WHEREAS, ir'is the desire' of the 'CommiSsion to express its sincere congratulatiOns and ~aPpreCiati~ to' Utility Director, S~ M.' RiChard, Jr., and all of the personnel in his Department for the diligent daily operation of the Water Treatment Plant and Waste Water Treatment Plant. Stenstrom As the City Commission of the City of Sanford, Florida The City Attorney was authorized to submit a written opinion on the question of property annexed into the City of Sanford, and thereafter included in the City Limits of Lake Mary, when it was incorporated. The Mayor submitted a request from the Central Florida Charale for an exempt license to hold a rummage sale May 3, 1975 at the Land '0 Fabrics building on First Street, and same was authorized.
