A public hearing .was held to.consider condemnation of eleven structures or build- ings on Report Nos. 75-650 through 75-660, Group 35, in accordance with notices authorized at the 'meeting of March 10, 1975. The Chairman announced that the Commission would hear from any property owner or representative thereof. Harry Robson appeared to represent Inter Urban, owner of structure at the corner of 17-92 and Airport Boulevard, and stated he leased the barn for storage of farm equipment and hay, and planned to disconnect the electricity, fence the area and secure the building. Representative of Ocie Morgan, owner of property at 907 Avocado Avenue, appeared and stated that'she plans to bring the structure up to code. After consideration, Commissioner McClanahan moved that finding the buildings under Report Nos. 75-650 through 75-660 to be unsanitary, unsafe, and delapidated, that said struc- tures be condemned and the owners given a~:motice of 90 days in which to repair or demolish or to give just cause why same has not been repaired or demolished; and after 90 days to authorize the City to demolish the structures and levy a lien against the property for said removal. Seconded by Commissioner Meyer and carried.. Kelly reported there is no feasible way to 'maintain the building for proposed use of the city, and it does not 'meet the city codes. J. Dragash expressed the building was designed by the founder of his firm and stated that it would be a waste of money to, restore the building. The Commission authorized to 'meet with the City Hall Review Committee June 5, at 12: o'clock noon, to receive and discuss their findings and opinions on the restoration of the City Hall building. Phil Zeulf and Melvin.Silverman appeared to'appeal a denial.'by the Planning and Zoning Commission for a conditional use as an office by the Motor Vehicle License Bureau, of a portion of a building in a GC-2 zone,~at 801 East 25th Street, due to inadequate parking. J. W. McInnis, Assistant Chief, Bureau of Fietd Operations, Division of Drivers Licenses, appeared in support of the request for drivers, license'examination use of part of the build- ing. Commissioner Morris 'moved to approve same. Seconded by Commissioner Stenstrom and car- ried over the dissenting votes of Commissioner Meyer?and Commissioner McClanahan. Commissioner Morris moved to waive the parking requirement for over 16 spaces. Seconded by Commissioner Stenstrom and carried over .the dissenting vote of Commissioner Meyer. Letter of resignation submitted from John A. Lawson, Jr., from the Minimum Housing Board of Adjustment and Appeals. Commissioner Morris 'moved to accept same with regrets, and to authorize a .letter of.appreciation for his service to be sent to Mr. Lawson. SecOnded by Commissioner Meyerand carried. Commissioner McClanahan moved to authorize same, upon iiexecution of proper annexation petition. Seconded by Commissioner Meyer and carried. On recommendation of the City Manager, Commissioner Meyer moved to authorize salary reclassifications as follows: Orlan W. Coquillette, Refuse Division, from Equipment Operator II-E to F - $7,716.80 per year. Floyd Carpenter, Refuse Laborer, from II-C to D - $6,822.40 per year. Johnny Miller, Refuse Laborer, from II-D to E - $7,155.20 per year. Eddie Blake, Refuse Laborer, from II-D to E - $7,155.20 per year. Joe Smith, Street Division, from Equipment Operator I-E to F - $7,342.40 per year. George A. Rufas, Assistant Public Works Director and Street Superintendant from D to E - $12,375.10 per year. Bonnie RiCharde, Public Works Administration, from Clerk/Typist II-D to E - $6,240 per year. Seconded by Commissioner Stenstrom and carried. Seconded by Commissioner Sten- strom and carried. Commissioner Morris 'moved to appoint H. A. "Speed" Moreland to the Sanford Airport Authority. Seconded by Commissioner Meyer and carried. Commissioner Morris ·moved to authorize the MaYor and City Clerk to execute a lease of the HarbOr Master Building at the Marina to Barrett Marine. Seconded by Commissioner Mc- Clanahan and carried. Consideration next given to awarding of bids fOr street paving in accordance with order of United States District Judge George S, Young, dated 1/11/74, case no. 70-172-ORL-CIV. Seconded by Commissioner Stenstrom and carried. Commissioner Morris moved to retain all street paving escrow funds until the co'm- pletion of the street paving project, and at that time to refund unused funds over costs that were received after January 11, 1974, with reasonable interest as established by the City Commission. Seconded by Commissioner McClanahan. Motion failed to carry over the dissenting votes of' Mayor Moore, Commissioner Stenstro'm and Commissioner Meyer. M. I N U T E S City..Commission~. Seconded by Commissioner Meyer and carried. Commissioner Morris 'moved to extend all street paving agreements until such time as the paving projects are completed.
