City Hall in the City of Sanford, Florida, at 7:00 o'clock P. M. on June 9, 1975.

Recommendations submitted from the Planning and Zoning Commission, as follows:
1. Disapproved a site plan for an ABC Liquor Store at the north corner of Orlando
Drive and the proposed Shannon Drive extension on the San Situs property.
Reasons for disapproval were the inability t° agree upon the construction of
the south portion of the Shannon Drive extension intersection with French
Avenue; inability to agree up6n the cOnstruction of a deceleration lane on
Orlando Drive; and the fact that the staff did not have sufficient time to
review the plans for other possible deficiencies. The plans were presented
to the staff 24 hours prior to meeting time instead of the required ten days.
2. Set a public hearing for 26 June, 1975 to consider rezoning from MR-1 and
MR-2 to RI-1 that property generally described as bordered by Cedar-Avenue,
Second street, Pecan AVenue and 7th Street.
3. Set a public hearing for 10 July, 1975 to amend the zoning Ordinance by adding
a landscaping portion to Article VIII, Supplementary Regulations.
Mr. George McCammon, representing the property owner, appeared to appeal the denial
of the Planning and Zoning Commission of item (1).
The City Manager presented a report on the plans for the prOposed ABC Liquor Store.
Commissioner McClanahan moved to approve the Site Plan, subject to the stipulations
as follows:

Lift Station and Water Service to be shifted to the south of the property.
50 foOt taper deceleration lane south of the north driveway to permit ingress
and egress.
3. South one-half of Shannon Drive with curb and gutter to be constructed the
depth of the property with one inch asphalt topping.
Seconded by Commissioner Stenstrom and carried.

J. Brailey Odham appeared to request water service for the proposed construction
of 25 low cost houses in Ginderville Heights, east of Sanford Avenue, outside the city, and
further, he would extend the lines from the Hunt Plant on Sanford Avenue. On 'motion of Com~
missioner McClanahan, seconded by Commissioner Morris and carried, same was tabled.
The City Manager submitted a tabulation of bids for two new wells for the water
supply system, as follows:

On recommendation of the City Manager, Commissioner Morris moved to accept the low bid of
Layne-Atlantic Co. - Singer Co., in the amount of $60,360.00.

The City Manager reported on the City/County participation project to pave West
18th Street, and recommended the following:
Payment of 50% ($9,801) of the total material cost of $19,602 now, provided
Seminole County furnish plans:
1. To relieve drainage pockets behind curb.
To provide drainage outlet from ditches at Strawberry Avenue and 18th
Street, south across the street into the drainage pipe.
(A)
3. Close parallel ditches on north side of West 18th Street.
(B) Payment of 25% ($4,900.50) of material cost when Nos. 1, 2 and 3, above, are
implemented.
(C) Payment of balance upon final placement of materials used for which the city
is to be charged.
On motion of Commissioner Morris, seconded by Commissioner Stenstrom and carried, same was
authorized from Revenue Sharing Trust Fund.
Commissioner McClanahan moved to authorize transfer of $464. from Contingency Ac-
count to General Sanford Memorial Library for 'materials for landscaping and walk. Seconded
by Commissioner Stenstrom and carried.
Commissioner Stenstrom moved to authorize transfer of $900. from Contingency Ac-
count to Parks and Recreation Department for irrigation materials and plantings for landscap-
ing the entrance to the cemetery. Seconded by Commissioner McClanahan and carried.
Commissioner McClanahan moved to authorize transfer from Contingency Account of
funds, not to exceed $875.00, for evidence in a workmen's compensation case. Seconded by
Commissioner Morris and carried.
Commissioner Morris moved to authorize the City Manager to send a letter to the
Fire Department commending their work at the fire at the Seminole County Jail. Seconded
by Commissioner McClanahan and carried.

Commissioner McClanahan moved to authorize the City Attorney to pursue legal action
by the City of Sanford in regard to double taxation by the County. Seconded by Commissioner
Stenstrom and carried.
Vernon Mize, City Attorney, submitted a statement for services, as follows:
a. Re: Larry Baker Workmen's Cdmpensation Case $ 669.75
b. Re: Butler Daniel Workmen's Compensation Case .1.~412.16

Commissioner McClanahan 'moved to authorize payment of same, and transfer of $2,081.91 from
Contingency Account to Attorney Suite Expense Account. Seconded by Commissioner Stenstrom
and carried.
On recommendation of the City Manager, Commissioner Stenstrom 'moved to authorize
salary reclassification of Dennis Garcia, from Crew Leader D to E - $7,716.80 annual.

Request submitted from Covenant Presbyterian Church, for water service at 3775 South
Orlando Highway. Commissioner Stenstrom 'moved to authorize same, subject to annexation of
the property. Seconded by Commissioner McClanahan and carried.
The City Manager submitted a schedule for working on budget preparationat home from
8:30 A. M. to 3:30 P. M., in the City Hall from 3:30 P. M. to 5:00 P. M., and to meet with
department heads from 5:00 P. M. to 9:~00 P. M. in City Hall on Tuesdays, Wednesdays and Thurs-
days. The Commission approved same.
Request submitted for a 90 day time extension on Condemnation Report No. 74-616,
Group 31, 311 South Magnolia Avenue, Otho E. Hughes, owner. On recommendation of the City
~iiManager, Commissioner Morris 'moved to authorize same. Seconded by Commissioner McClanahan
and carried.
On recommendation of the City Manager, Commissioner McClanahan moved to authorize
salary reclassifications in the Sewer Division as follows:
Homer Walker, from Laborer I-C to I-D - $6,323 annually.
Milton Smith, from Laborer I-C to I-D - $6,323 annually.
Seconded by Commissioner Stenstrom and carried.
The City Manager next reported that Seminole County had requested if the City ob-
jected to the removal of trees on SR 46A in order to 'make proposed widening and improvements.
Commissioner McClanahan moved to authorize the County to proceed with the work. Seconded
by Commissioner Morris and carried.
Commissioner Morris 'moved to support the Seminole County Commission for a Central
DetentionFacility. Seconded by Commissioner McClanahan ~nd Carried.
