A public hearing was held to consider condemnation of ten structures or buildings on Report Nos. 75'-661 through 75-670,~Group 36, in accordance with notices authorized at the meeting of May 27, 1975. The Chairman announced that the Commission would hear from any property owner or representative thereof. Mr. and Mrs. Mitchell, representing Foster Smith, owner of property at 1208 Man- goustine, Report No. 75-666, appeared and stated that they plan to bring the structure up to code. Mrs. Merritt, owner of property at ll00-.Cedar:Avenue, Report No. 75-670, appeared and requested time to decide whether or not to repair the building. After consideration, Commissioner McClanahan moved that finding the buildings under Report Nos. 75-661 through 75-670 to be unsanitary, unsafe, and delapidated, that said struc- tures be condemned and the owner given a notice of 90 days in which to repair or give just cause why same has not been repaired or demolished; and after.~90 days to authorize the City to demolish the structures and levy a lien against the property for said removal. Seconded by Commissioner Meyer and carried. Ringling J, Henderson Sarah Mae Bass Commissioner McClanahan moved to authorize a public hearing to be held July 14, 1975 to con- sider said reports to determine the condition of the structures for condemnation; and to authorize a notice to be placed upon each structure; and a notice of said public hearing directed by registered mail to the owner of the property at the last known address as shown by the Tax Assessment Roll of the City. Seconded by Commissioner Meyer and carried. M. on June 23, 1975, to consider the adoption of an or- dinance by the City of Sanford, Florida, title of which is as follows: ORDINANCE NO. 1300 AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA, AMENDING ORDINANCE NO. 1097 OF SAID CITY, SAID ORDINANCE BEING A ZONING PLAN WITHIN THE CITY OF SANFORD, FLORIDA, SAID AMENDMENT CHANGING THE ZONING OF THAT CERTAIN PROPERTY LOCATED 150 FEET EAST OF THE SOUTHEAST CORNER OF THE INTERSECTION OF CELERY AVENUE AND LOCUST AVENUE TO RC-1 (RESTRICTED COMMERCIAL) DISTRICT. After being read by title, Comzaissicnez Stenstrom moved on its passage and adoption. Seconded by Commissioner MeyerL.and carried. Thereupon, the Chairman announced that the City Commission of the City of Sanford, Florida, had passed and adopted said Ordinance No. 1300, entitled: AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA, AMENDING ORDINANCE NO. 1097 OF SAID CITY, SAID ORDINANCE BEING A ZONING PlAN WITHIN THE CITY OF SANFORD, FLORIDA, SAID AMENDMENT CHANGING THE ZONING OF THAT CERTAIN PROPERTY LOCATED 150 FEET EAST OF THE SOUTHEAST CORNER OF THE INTERSECTION OF CELERY AVENUE AND LOCUST AVENUE TO RC-1 (RESTRICTED COMMERCIAL) DISTRICT. Commissioner McClanahan moved to remove from table consideration of water service to a proposed housing development on South Sanford Avenue, outside the city limits. by Commissioner Morris and carried. Seconded J. Brailey Odham appeared to submit plans to construct 25 low cost homes in Ginder- ville Heights, financed by the Farmer's Home Administration. He will extend lines to the city for water service and utilize septic tanks. Commissioner Stenstrom moved to approve the request, with individual meters, upon payment of the $500 Water, Sewer and Drainage Control Fee. Seconded by Commissioner Morris and carried. Commissioner McClanahan moved to authorize extension of water service to two homes on Celery Avenue, outside the city. Seconded by Commissioner Stenstrom and same failed to carry over the dissenting votes ef Mayor: Moore, Commissioner Meyer, and Commissioner Morris. Application submitted from Jimmie _M. Madison for.a taxi license, returned to the city due to the death of Roscoe Morgan, and requested to use a van type vehicle. The City Attorney stated that a taxi defined as an automobile could include a van type vehicle for transportation of persons for hire. Commissioner Meyer moved to approve the application. Stenstrom and carried. Seconded by Commissioner Co'mmissioner Morris moved to remove consideration of an appointment to the Minimum Housing Board of Adjustment and Appeals from table. Seconded by Commissioner Meyer and carried. No recommendations were submitted. Commissioner Stenstrom moved to table consideration of an appointment to the Mini- mum Housing Board of Adjustment and Appeals. Seconded by Commissioner McClanahan and carried. Alfred DeLattibeaudiere, President of the Georgetown Improvement Association, ap- peared to request information about paving of the streets in Georgetown area, under the Rev- enue Sharing Street Paving Project. The Mayor stated all five contracts had been let simul- taneously and under-drain work had already commenced in the Georgetown area. Commissioner Stenstrom moved to table consideration of appointing a Trustee to fill:the vacancy. Seconded by~.Commissioner McClanahan and carried. On motion of Commissioner'~Morris, seconded by Commissioner Stenstrom and carried, minutes of June 3, 5 and 9, 1975,~ were approved. The City Manager reported that Seminole2County had. requested the City to pay final payment in amount of $4,900.50 for material cOSts for'joint' paving of West 18th Street now,' before the job is completed. Commissioner McClanahan ·moved to authorize payment of same from the Revenue Sharing Trust Fund. Seconded by Commissioner Meyer and carried. The City Manager reported that the Suggestion Review Committee had selected the suggestion of Hugh Sipes to award pins to employees for increments of five years service. Commissioner McClanahan moved to authorize same, and to authorize a $25 award for the sug- gestion. Seconded by Commissioner Meyer and carried. Commissioner Meyer moved to authorize payment of statement submitted from Munici- pal Code Corporation for $909.31 for recodification supplement no. 3, and to authorize trans- fer from:contingency for same. Seconded by Commissioner Stenstrom and carried. The City Manager submitted a tabulation of bids for equipment as follows: Shop: Engine performance tester. Snap-On-Tools Corporation Sun Electric Corporation without Gas. Analyzer $2,758.65 $5,568.00 $3,307.00 (did not meet specifications) Fire Department: Hurst Power Rescue Tool Fire Fighters Equipment Company of Jacksonville $4,693.00 plus cutting head accessory 254.00 $4,947.00 On recommendation of the City Manager, 'Commissioner Meyer moved to accept bid from Sun Elec- ~ tric, in amount of $3,307, without the exhaust gas analyzer; and to accept the bid from Fire Fighters Equipment Company in amount of $4,947, from Revenue Sharing Funds. Seconded by Commissioner Stenstrom and carried. Commissioner Meyer moved to authorize purchase of a 10 KW generator in estimated amount of $1,250 to $1,500,~ ~plus connection panel in the building,~ for the Law Enforcement Center, from Construction Fund. Seconded by Commissioner Stenstrom and carried. On recommendation of the City Manager, Commissioner McClanahan moved to deny the request of Mr. Elkins, Artistic Pools, for a license as a pool contractor, without taking the test. Seconded by COmmissioner Meyer and carried. Said reso- lution being in words and figures as follows: A RESOLUTION pROvIDING FoR RECIPROCAL AGREEMENTS BETWEEN CITIES AND COUNTIES USING H. H. BLOCK AND ASSOCIATES AS A TESTING AGENCY FOR THE".ISSUANCE OF CERTIFICATES OF COMPETENCY IN THE VARIOUS TRADES. WHEREAS, The Building Officials Association of Central Florida recogni'zes the need for standard procedures in admin- istration as well as the standardization of examination in the issuanCe of Certificates of Cempetency for the trades covered by their jurisdiction; and WHEREAS, at the June 12, 1974 meeting of the aforemen- tioned organization, it was unanimously agreed upon that the following procedures would eliminate some of the confusion and criticisms from applicants affected by such Certificate of Competency program; and WHEREAS, reciprocity will be acknowledged and accepted by all cities and counties in the trades of Building Contrac- tots, Plumbing Contractors, Electrical Contractors and H.A.R.V. Contractors, wherein the Examining Boards and the Commissions have accepted this resolution. NOW, THEREFORE, BE IT RESOLVED BY the City Commission of the City of Sanford, Florida, that: 1.All applicants for examination for a Certificate of Competency in the above mentioned trades shall be required to show proof of at least two years experience in the trade or category for which he has applied. 2. Acceptable training in an accredited school will be counted as experience, but in no case will technical train- ing be counted for more than eighteen (18) months experience. 3. Reciprocity to be based on examinations prepared, proctored·and graded by H. H. Block and Associates only in the following manner: An approPriate Certificate of Competency shall be'issued'w%thout further examinam tion to any person who has taken and passed a written examination with a grade of 75% for such trade or occupation (Plumber, Electrician, General Contractor, H.A.R.V., etc.) which has been prepared, proctored and graded by H. The City Attorney reported that the Seminole COunty Commission had replied to Resolution No. 1180, adopted March 3" 1975, t° the effect that there'is ~no double taxation in the County Budget. Commissioner Stenstr°m moved to authorize the City Attorney and the City Manager to proceed with studies and preparation of data fOr a court suit, and to deter- mine if other 'municiPalities Would Join the city ~ in a suit to seek relief from double taxa-. tion. Seconded by Commissioner~:McClanahan and carried. The Mayor reported that no progress had' ~ ' ~" been made with representatives of the City of Lake Mary toward leaving in Sanford the approxi'mately 300 acres west of the Golf Course. Commissioner Meyer moved to deny payment of invoice from Tri-County Municipal League in amount of $500 for two years dues, and to notify Tri-County Municipal League that the City of Sanford does not wish to join. Seconded by Commissioner McClanahan and carried.
