A public hearing was held to consider condemnation of 13 structures or buildings on .Report Numbers 75-671 through 75-683, Group 37, and in accordance with notices authorized at the meeting of June 23, 1975. The Chairman announced that the Commission would hear from any property owner or representative thereof. After consideration, CommiSsioner McClanahan moved that finding the buildings under Reports Nos. 75-671 through 75-683 to be unsanitary, unsafe, and delapidated, that said struc- tures be condemned and the owner given a notice of 90 days in which to repair or give just cause why same has not been repaired or demolished; and after 90 days to authorize the City to demolish the structures and levy a lien against the property for said removal. Seconded by Commissioner Meyer and carried. M. 19 75 Commissioner Meyer moved to authorize the City Attorney to prepare the proper ordi- nance to rezone the property in accordance with recommendation from the Planning and Zoning Commission. Seconded by Commissioner Stenstrom and carried. No one appeared. Recommendation submitted from the Planning and Zoning Commission to adopt the Land- scaping Plans as R~les and Regulations for Landscaping. Commissioner Morris moved to adopt the Landscaping Requirements as recommended by the Planning and Zoning Commission. Seconded by Commissioner Stenstrom and carried over the dissenting votes of Mayor Moore and Commissioner Stenstrom. On recommendation of the Building Official, Commissioner Meyer moved to appoint Mrs. H. B. Owens to the Minimum Housing Board of Adjustment and Appeals. Seconded by Commis- sioner McClanahan and carried. Statement submitted from Clark, Dietz and Associates in amount of $3,308.11 for engineering work on the Street Paving P~oject. On recommendation of the City Manager, Com- missioner Morris 'moved to authorize payment of same from Revenue Sharing Trust Fund. Seconded by Commissioner McClanahan and carried. Annexation petitions submitted from Covenant Presbyterian Church, 3775 South Orlando Drive; and Mr.~ and Mrs. Lon C. Si~merly, South Sanford Avenue, between Rose Drive and Poin- isettia Drive. Commissioner Meyer ~moved to authorize the City Attorney to prepare the proper ordinance and resolution to authorize a public hearing to be held September 23, 1975, to con- sider the Commission's intent to annex said properties. Commission,'~Sanford; Flo~id~ , .. ,,,., ~ :.July 14 at 7: 00 P.M. 19, 75 authorize actions within the time schedule recommended by the City Manager as follows: On or before July 1, 1976, the City must officially inform the state land plan- ning agency and the regional planning agency of the appointment of the local land planning agency. (Note that this point does not specify that this noti- fication is required before the adoption of the plan, etc., but it should be supposed that this is what is meant. Local land planning agency to review and recommend the adoption of the plan. Sanford's did so on June 26, 1975; iafter a public hearing. City Commission should hold a public hearing to.allow public input for the record and to 'make sure this is the form they wish to consider at the adoption time. July 28, 1975. After arriving at the final form, the City 'must wait 60 days after 'notifying the following: (a) (b) State land planning agency for written comment -- primarily in the con- text of the relationship of the local plan to or on the comprehensive plan under Chapter 23, F.S. and in the context of the impact of the lo- cal plan on the lawful responsibility of the state agencies. Regional planning agencies -- primarily in the context of the relation- .ship and effect of the local plan to or on any regional plan. (c) County -- primarily in the context of the relationship and effect of the local plan to or on any county comprehensive plan. (d) To.all cities within Seminole County in the context of the impact of the lOcal plan on their city comprehensive plan. If there is any objections written as above, the City must give a written response within~four weeks as a~reply.thereto. 6. City cannot act until two weeks after the response date. Suggest the adoption procedures be set for Sept. 29, 1975, as the required notice to the State 'must specify the date of the public hearing for adoption. The local county plan requires the sending of the plan to all local govern- mental agencies (re the above). It states the regional agency may specify any objections and may 'make recommendations for ~modifications. Primarily in con- text as above. Also the Cities can do so in context with their local compre- hensive plan. Once adopted, the final copy must be sent to the state; regional; county; and local governmental agencies. 10. Future adoptions must follow the same procedure. Seconded by Commissioner Meyer and carried. Commissioner McClanahan moved to rescind action taken by the Commission on June 23, 1975 to permit the Police and Fire Department officers cost of living increase to be reflected' in gross pay and further, to authorize the City to make the 5% contribution for said employees. Seconded by Commissioner Stenstrom and carried. Street Paving Estimate No. 1 of Contract III in amount of $11,346.11 and Estimate No. 1 of Contract V in amount of $16,838.28 submitted from Halifax Paving, Inc., and approved by the City Engineer and the City Manager. Commissioner McClanahan moved to authorize pay- ment of same from Revenue Sharing Trust Fund. Seconded by Commissioner Meyer and carried. Commissioner Meyer moved to authorize payment of future monthly estimates upon ap- proval of the City Engineer and the City Manager and to be confirmed by the City Commission at the next meeting. Seconded by Commissioner McClanahan and carried. Commissioner Stenstrom moved to appoint Mrs. S. O. Chase, Jr., to the General San- ford Memorial Library Board of Trustees. Seconded by Commissioner Meyer and carried. Commissioner McClanahan 'moved to authorize construction of a sidewalk on the north side of Fulton Street from the City Hall, west to the Florida Power and Light Company building, at a cost of $546, and to transfer said funds from ContingencY. On recommendation of the City Manager, Commissioner Meyer 'moved to approve change of company and increase of premium in amount of $243 for professional coverage policy by John E. Hunt and Associates. Seconded by Commissioner Stenstrom and carried. Application submitted from Alan Ponting to operate a dance hall and amusement cen- ter, The Club, at 970 State Street, Sanford Shopping Plaza. Mr. Ponting appeared and stated the dance hall was designed for teenagers, no alcoholic beverages would be allowed on the premises, and no gambling on the amusement machines. Commissioner Meyer moved to approve the request. Seconded by Commissioner Stenstrom and carried over the dissenting vote of Commis- sioner McClanahan. On motion of Commissioner McClanahan, seconded by Commissioner Morris and carried, Resolution No~ 1132 was adopted. Said resolution being in words and figures as follows: A RESOLUTION~PROVIDING FOR RECIPROCALAGREEMENTS BETWEEN CITIES AND COUNTIES USING H. H. BLOCK AND ASSOCIATES:AS A TESTING~AGENCY FOR THE ISSUANCE OF CERTIFICATES OF COMPETENCY IN THE VARIOUS TRADES. WHEREAS, The Building Officials Association of Central Florida recognizes the need for standard procedures in admin- istration as well as the standardization of examination in the issuance of Certificates of Competency for the trades covered by their jurisdiction; and WHEREAS, at the June 12, 1974 meeting of the aforemen- tioned organization, it was unanimously agreed upon that the following procedures would eliminate some of the confusion and criticisms from applicants affected by such Certificate of Competency program; and WHEREAS, reciprocity will be acknowledged and accepted by all cities and counties in the trades of Building Contrac- tors,~ PlumbingContractors~Electrical.Contractors~and H.A.R.V. Contractors., wherein the Examining Boards and the Commissions have accepted this resolution. · NOW, THEREFORE, BE IT RESOLVED BY THE..City Commission ~of the City of Sanford, Florida, that: 1. Acceptable training in an accredited school will be counted as experience, but in no caSe will technical train- ing be counted for more than eighteen (18)months experience. 3. Reciprocity to be based on examinations prepared, proctored and graded by H. H. Block and Associates only in the following manner: ATTEST: An'appropriate Certificate of Competency shall be issued without further examina- tion t° any person who has taken and passed a written examination with a grade of 75% for such trade or occupation (Plumber, Electrician, General Contractor, H.A.R.V., etc.) which has been prepared, proctored and graded by H. H. Block and Associates, Gainesville, Florida proViding such city or county where examination was taken has codes similar to that area in which he seeks certification and the areas involved have a reciprocal agreement. To secure such a CertifiCate of Competency, the applicant seeking reciprocity shall request.from the Building Official's Of- fice in the city or county who sponsored such examination, a letter and a copy of his application with photograph for iden- tification purposes, certifying that the applicant has taken and passed an appro- priate H. H. Block and Associates proc- tored examination plus any local require- ments for pre-qualification of applicants to take such examination (such as a prac- tical examination for Plumbers). Areas not requiring practical examinations as a prerequisite for examination should advise the persons requesting a letter from the Building Official for recipro- city that they must meet all local require- ments in addition to the written examina- tion. M. 19 75 Commissioner McClanahan moved to authorize a public hearing to be held August 11, 1975 to consider closing, vacating and abandoning Cooke Avenue between Grove Manor Drive and Washington Street. Seconded by Commissioner Meyer and carried. Commissioner McClanahan moved to authorize city staff to solve the drainage prob- lem in the right-of-way of Grove Manor Drive and Glenway Drive. Seconded by Commissioner Meyer and carried over the dissenting vote of Mayor Moore. Commissioner Stenstro'm 'moved to reconsider previous action adopting Landscaping Regulations. Seconded by Commissioner Meyer. Motion failed to carry over dissenting votes of Commissioner McClanahan, Commissioner Meyer and Commissioner Morris. The Mayor reported that, he and Commissioner Morris will be absent from the July 28 meeting. Commissioner Meyer moved to authorize the regular 'meeting of July 28 to be held July 29. Seconded by Commissioner McClanahan and carried. The Commission indicated they would be receptive to proposals for sale of a por- tion of 14 acres of city property located on the lakefront, west of French Avenue. On recommendation of the City Engineer, Commissioner McClanahan' moved to authorize the city to proceed as quickly as possible to remove the condemned structure at 1310 Sheperd Avenue, on Condemnation Report No. 75-649, so that the Street Pa~ing Proj·eet can proceed in that area.
