The City Commission of the City of Sanford, Florida, 'met in regular session in
the City Hall in the City of Sanford, Florida, at 7:00 o'clock P. M. on July 29, 1975.

The meeting was called to order by the Chairman.
A public hearing was held in accordance with notice published in the Evening Herald
on July 8, 1975, as follows:
NOTICE OF PUBLIC HEARING
Notice is hereby given that a Public Hearing will be held
at the Commission Room in the City Hall in the City~of Sanford,
Florida, at 7:00 o'clock P. M. on July 28, 1975, to consider
the adoption of the Sanford Comprehensive Development Plan
as recommended by the Loeal Land Planning Agency.
.. ~All parties.in.interest and citizens shall have an oppor-
tunity to be heard at said hearing.

The Chairman announced that the Commission would hear from those persons present
to speak in favor of, or against, the proposed development plan.
No one appeared in opposition.
Dave Farr, City Planner, spoke in favor of the Sanford Comprehensive Development
Plan.
Commissioner Meyer ~moved to approve the proposed plan and to authorize its diS-
tribution to the proper agencies; and fUrther, to authorize ~a public hearing .to be held
October 13, 1975 to consider the final adoption of the Sanford Comprehensive Development
Plan Seconded by Commissioner Stenstrom and carried.

of Ordinance No. 1302. S~¢onded by C'ommissioner Meyer and carried.
Thereupon, the'Chairman annOunced that the City Commission of the City of Sanford,
Florida, had failed to adopt Ordinance No. 1302.
Skip Senkarik next presented the Sanford-Seminole Jaycees annual report and re-
quested $3,000.00 to be included in the next annual.budget .of the City.
Bill Stemper, Realtor, representing Ji'm Dunn, appeared to request to use property
at 1305 Celery Avenue as an auto paint and body repair garage, in an RC-1 District, under
the "grandfather clause". He stated Mr. Dunn had repaired the roof and doors, and is try-
ing to get the electric up to code; and that adjacent property owner Archie Harriett is in
favor of the proposed use.
The City Attorney stated that garages are not allowed in'the RC-1 District.
Commissioner Stenstrom moved to waige' the requirement of the business having been
in operation during the past six months~, and to grandfather the use at said location. Seconded
by Commissioner Morris. Motion failed~to carry °~er dissenting votes of Commissioner Morris,
Commissioner McClanahan and Commissioner Meyer.

Commissioner Stenstrom moved to authorize the City Manager to execute a lease, if funds are
~used for sickle cell anemia research as planned, seconded by Commissioner Meyer and carried.

Mr. and Mrs. Lon C. Simerly stated they thought the entire block would be annexed.
The City Manager stated that he had explained the whole process-to Mrs. Simerly,
and that she wanted city, water, and would do. whatever was ~necessary to get it.

Commissioner Morris moved to authorize the City Attorney to confer with the attor-
ney for John Whelchel regarding an agreement for a proposed swim and tennis complex on city
property at Mayfair Country Club, .and further, to t~ble same until the City Attorney can

Commissioner McClanahan moved to authoriZe the City Manager to handle set up of a
trailer by Seminole County at their site near Five Points as an office by County Pollution/
Environmental Control Agency. Seconded by Commissioner Meyer and carried.
Commissioner McClanahan moved to authorize the City Manager to serve on the Board
of Regents University Research and'Service Advisory Council. Seconded by Commissioner Mor-
ris and carried.
On recommendation of the City Engineer and City Manager, Commissioner Meyer moved
to authorize payment in amount of $405.13 to Clark, Dietz and Associates for engineering
assistance on two new water supply wells. Seconded by Commissioner Morris and carried.
Commissioner Meyer moved to authorize the city to mow the property at the corner
of First Street and Sanford Avenue, and to inform Dr. Hickman that no.fill is:a~ail~ble from
the City. Seconded by Commissioner McClanahan and carried.
On recommendation of the Building Official and the City Manager, Commissioner
McClanahan moved to create the position of Minimum Housing Code and Zoning Violations Inspec-
tor, pay schedule II-47; and to reclassify John Steffens to II-47 B, $9,516 annual.

On recommendation of the City Manager, Commissioner Meyer moved to authorize in-
stallation of 4,500 lumen street lights as follows:

The City Manager was authorized to meet with Ronald Dorchester, Seminole Cablevision,
to discuss the request for a rate increase.

The City Manager was authorized to meet with Airport A~inistrat~e personnel to
discuss employees not under group insurance.
Co~issioner McClanahan moved to authorize funds not to exceed $375 to be trans-
ferred from Contingency for purchase of a portable dog cage for the Police Department Ani-
mal Control D~ision. Seconded by Co~issioner Stenstrom and carried.
