MIDSTATE LEGAL SUPPLY COMPANY
The City Commission of the City of Sanford, Florida, met in regular session in the
City Hall in the City of Sanford, Florida, at 7:00 o'clock P. M. on September 8, 1975.
Present:

Absent: City Clerk H. N. Tatum, Jr.
The meeting was called to order by the Chairman.
Request submitted from the Disabled American Veterans of Sanford to hold a turkey
shoot on the weekends of November 15 and 22, 1975, behind their building at 3512 Orlando
Drive. Commissioner Meyer moved to approve the request and to waive the restriction on dis-
charging firearma in the city, and to authorize the Police Department to assist with the
safety aspects. Seconded by Commissioner Stenstrom and carried over the opposing vote of
Mayor Moore.
A public hearing was held in accordance with notice published in the Evening Herald
on August 21, 1975, as follows:
NOTICE OF PUBLIC HEARING OF PROPOSED CHANGES AND
AMENDMENTS IN CERTAIN DISTRICTS AND BOUNDARIES OF
THE ZONING ORDINANCE OF THE CITY, OF'SANFORD,-FLORIDA.
Notice is hereby given that a Public Hearing will be held at the
Commission Room in the City Hall in the City of Sanford, Florida, at
7:00 o'clock P. M. on September 8, 1975, to consider changes and amend-
ments to the Zoning Ordinance of the City of Sanford, Florida, as fol-
lows: :
A portion of that property-lying north of 25th Street (SR'46)
and between Yale Avenue and Seaboard Coast Line Railroad right-.
of-way is proposed ~'o be rezoned from,SR-1AA (Single-Fami-
ly Residential) District to SR-1 (Single-Family Residential
'Dwelling) District. Said property being more particularly
described as follows:
Lots 44 and 45 of Phillips Terrace.
Ail parties in interest and citizens shall have an opportunity
to be heard~at said hearing.

The Chairman announced that the Commission would hear from those persons present
to speak in favor of, or against, the proposed rezoning.
Wendell Agee, owner, appeared in support of the proposed rezoning, and stated he
plans to build a home on the property, using set-back requirements as required in an SR-1
zone.
On recommendation of the Planning and Zoning Commission, Commissioner Meyer moved
to authorize the City Attorney to prepare the proper ordinance to rezone the property as

carried.
Commissioner Meyer introduced Resolution No. 1197, and after being read in full,
moved on its adoption. Seconded by Commissioner Stenstrom and carried. Said Resolution
being in words and figures as follows:
A RESOLUTION OF THE CITY OF SANFORD, FLORIDA,
APPROPRIATING LrNEXPENDED CASH SURPLUS ON HAND
AT THE END OF THE FISCAL YEAR 1974-75 TO THE
DEPARTMENT OF GENERAL GOVERNMENT OF SAID
CITY FOR THE FISCAL YEAR 1975-76 FOR USE OF
ORDINARY PURPOSES IN OPERATING EXPENSES OF SAID
CITY.
WHEREAS, the City Commission of the City of Sanford, Florida,
deems it necessary, expedient and for the best interest of said City that
any unexpended cash surplus as of September 30, 1975 of the operating
revenues of said City for the fiscal year 1974-75 be appropriated for the
ordinary purposes and operating expenses of said City in the budget for the
fiscal year 1975-76.
NOW, THEREFORE, BE IT RESOLVED by the City Commission
of the City of Sanford, Florida, that any unexpended cash surplus as of
September 30, 1975 of operating revenues of said City for fiscal year 1975-
1976'be and the same is hereby appropriated to the Department of General
Government of said City for the ordinary purposes and operating expenses
of said City for the fiscal year 1975-76, and said cash surplus shall be
incorporated in the budget of revenues and expenditures of said City for
said fiscal year 1975-76 for the ordinary purposes and operating expenses
of said City.
BE IT FURTHER RESOLVED that this Resolution shall become
effective as of the first day of October, A.D. 1975.
PASSED AND ADOPTED this 8th day of September, A.D., 1975.

MIDSTATE LEGAL SUPPLY coMPANY,
as amended, of the City of Sanford, Florida, the City Manager of the City
of Sanford, Florida has 'made and submitted to the City Commission of the
City of Sanford, Florida an estimate for budget of revenues and expenditures
of the City of Sanford, Florida, for the fiscal year beginning October 1, 1975
and ending September 30, 1976, and a Capital budget, such estimates of
budget having been made with particular application to the variOus departments
of the City, a true copy of which is hereto attached and hy reference made a
part of this Resolution; and
WHEREAS, each and every item contained and set forth in
said budgets prepared by the City Manager has been carefully considered
by this Commission,
NOW, THEREFORE, BE IT RESOLVED by the City Commission
of the City of Sanford, Florida, that said budget as prepared and submitted by
the City Manager to the City Commission be and the same is hereby adopted
as the budget for the City of Sanford, Florida, for the!fiscal year beginning
October 1, 1975 and ending Setpember 30, 1976; and the Capital budget as
prepared and submitted by the City Manager to the City Commission be and
the same is hereby adopted.
BE IT FURTHER RESOLVED that upon collection of any
revenues of said City, the City Clerk shall allocate from each dollar collected
and received the several amounts to the respective funds for purposes for
which the same are hereby authorized and approved.
BE IT FURTHER RESOLVED that this Resolution shall become effective
as of the first day of October, A.D., 1975.

The City Manager submitted a site plan and construction costs in amount of $222,510
for the proposed public works area on a portion of 14 acres of city property west of French
Avenue and Seminole Boulevard. The City Manager was authorized to investigate ways of fi-

Mayor Moore was authorized to execute Resolution No. 1199, requesting the State of Florida,
Department of Transportation, to remove parking on the east side of 17-92 at the site of the
new Atlantic Bank Branch Building. Said Resolution No. 1199 being in words and figures as
follows:
RESOLUTION REQUESTING THE PROHIBITION OF VEHICLE PARKING
WHEREAS, the City of Sanford, in cooperation with the State of
Florida Department of Transportation, finds it to be in the public
interest to prohibit parking on certain streets within the corporate
limits of Sanford;
NOW, THEREFORE, BE IT RESOLVED that the City of Sanford requests
the Department of Transportation to install the necessary signs and
traffic devices necessary to prohibit parking on the following de-
scribed streets and roadways:

Commissioner Meyer moved to authorize the City Attorney to prepare the proper
ordinance to restructure the Central Contractors Examining Board to include bUilders and
~expand functions to include discussions o~ building problems, innovations, standards, etc.

Commissioner Morris moved to authorize the City Attorney to prepare the proper
ordinance to amend the Water, Sewer and Drainage Control Fee to combihe into a total all
dwelling units in a duplex or multiple-family structures under a completely owner project,
with a single meter or connection to City water or sewer utilities, regardless of the num-
ber of buildings or structures, and compute the utility connection charge on the sliding
scale. Seconded by Commissioner Meyer and carried.
Commissioner McClanahan moved to table for 30 days the consideration of a contract
for sale of water to City of Lake Mary. Seconded by Commissioner Meyer and carried.
Commissioner Meyer moved to authorize the City to donate to Seminole High School
approximately $10,000 worth of mechanical equipment from the old swimming pool in Fort Mellon
Park, to use in the construction of a pool, in return for cooperative arrangements for city
recreation functions to use school facilities. Seconded by Commissioner Morris and carried.
The City Manager submitted a review of the street paving escrow accountS, in amount
of $36,434.46, and recommended the return of funds for streets in the present paving program.
