' 19 75 MIDSTATE LEGAL SUPPLY COMPANY · · : : The City Commission of the City of Sanford, Florida, met in regular session in the City Hall in the City of Sanford, Florida, at 4:00 o'clock P. M. on September 15, 1975. Present: Mayor-Commissioner Lee P. Moore Commissioner John G. Morris Commissioner A. A. McClanahan Commissioner Julian L. Stenstrom Commissioner Gordon T. Meyer City Attorney C. Vernon Mize, Jr. City Manager W. E. Knowles City Clerk H. N. Tamm, Jr. Absent: Police Chief Ben E. Butler The meeting was called to order by the Chairman. Request submitted for a time extension on Condemnation Report No. 74-540, 815 Pecan Avenue, Estate of Thomas Williams, Owner. On recommendation of the City Manager and the Minimum Housing Code Inspector, Commissioner Morris moved to authorize a 90 day time exten- sion. Seconded by Commissioner Stenstrom and carried. The City Manager reported liens had been filed in amount of $17,084.98 for lot clearing and demolition of condemned buildings. The Commission authorized vouchers to be sent to the property owners showing the lien cost and accumulated interest. Commissioner McClanahan moved to authorize transfer of $300 from Contingency to Street Division, Gas and Oil, for hauling of shell for the payking area at the old zoo site. Seconded by Co'mmissioner Meyer and carried. The City Manager reported that an error had been made ona copy of the Zoning Map designating the area between 25th Street and 24th Street, extended, and between Bay Avenue and Grandview Avenue as being zoned SR-1AA, when it actually was zoned SR-1. Commis- sioner Morris 'moved to refund to Wendell Agee the $75 fee for public hearing held on Septem- ber 8, 1975, and to cancell the public hearing authorized to be held October 13, 1975 to consider rezoning said property to SR-1. Seconded by Commissioner McClanahan and carried. William Kirk and John Sauls next submitted appraisal in the amount of $35,825 for the old Fire Station property on Palmetto Avenue. On recommendation of the City Manager, Commissioner Meyer moved to declare the property surplus and to authorize an advertisement to offer to receive bids for sale at a price no less than $36,025, and further, to authorize payment of $200 to William Kirk and John Sauls for the appraisal. Seconded by Commissioner McClanahan and carried. Commissioner Morris moved to authorize funds for necessary expenses for S. M. RiChard to attend the Florida Pollution Control Association Annual Awards Luncheon to be held in Miami Beach on October 8, 1975, to receive an Award of Honor for safety for the operation i of the Sewer Treatment Plant. Seconded by Commissioner Stenstrom and carried. The City Manager submitted a report on the appraised value and size of properties involved in possible city hall site locations. Commissioner McClanahan moved to authorize the City Manager to proceed with the proposed public works center, with short term financing ~ for same, and if and when longer term financing becomes available and is fiscally feasible. Seconded by Commissioner Stenstrom and carried over the dissenting votes of Mayor Moore~and Commissioner Morris. The Commission authorized a letter to the Sanford Transit Company d/b/a Yellow Cab Company, at 201 South Park Avenue, stating that their seven licenses to operate taxi cabs in Sanford will not be renewed on October 1, 1975,·unless the propertY occupied by them is cleaned up and the inoperat~e vehicles removed.
