The City Commission of the City of Sanford, Florida., met in regular session in
the City Hall in the City of Sanford, Florida, at 7:00 o'clock P. M. on September 22, 1975.

The meeting was called to order by the Chairman.
A public hearing was held to consider condemnation of 19 structures or buildings
on Report Nos. 75-684 through 75-702, Group 38, and in accordance with notices authorized
at the meeting of September 8, 1975.
The Chairman announced that the Commission would hear from any property owner or
representative thereof. A review of each individual report was as follows:

Agnes Hall, owner of property at 1306 West 7th Street, Condemnation Report No. 75-684,
was present and stated she wants to repair the structure.
Madeline Richter, representing Henry Richter, owner of property at 1900 West First
Street, Condemnation Report No. 75-694, was present and requested to review violations with
the Building Inspector.
After consideration, Commissioner McClanahan moved that finding the buildings under
Reports Nos. 75-684 through 75-702, to be~.unsanitary, unsafe, and delapidated,
that said structures be condemned and the owner given a notice of 90 days in which to repair
or give just cause why same has not been repaired or demolished; and after 90 days to autho-
rize the City to demolish the structures and levy a lien against the property for said removal.
Seconded by Commissioner Meyer and carried.
A public hearing was held in accordance with notice published in the Evening Herald
on August 14, 21, 28 and September 4 and 11, 1975, as follows:

TO CONSIDER ANNEXATION
Notice is hereby given that a Public Hearing will be held at the Com-
mission Room in the City Hall in the City of Sanford, Florida, at 7:00
o'clock P. M. on September 22, 1975, to consider the annexation of prop-
erty described as follows:
Begin at a point on the easterly right-of-way of line SR-600
& 15 US 17-92 said point being 158' N and 25.01° East from
section of said easterly R/W line with the south 556.49' sec-
tion 11, township 20 south, range 30 E, Seminole County, then
run north 25.01° E along said easterly R/W line 335.40' then
run N 89.59.12 E 405.11' to the west line of the SE quarter
of the SE quarter of said section 11, thence run S 0.52.04
W along said west line of the SE quarter of the SE quarter
section 11 335.40' to a point 143.20' N 0.52.4 E from the
SW corner of the SE quarter of the SE quarter of said section
11, thence run West 556.49' to the point of beginning. Said
property is presently zoned GC-2 (General Commercial) District
and A-1 (Agriculture) District.

Commissioner Meyer moved to authorize the annexation of said property. Seconded
by Commissioner Stenstrom and carried.

Jane Silsby, owner, appeared to Oppose the annexation of~Lots 9 and 10, Block 5,
Flora Heights. The Mayor stated Block 5 was not within the proposed annexation.
Commissioner Stenstrom moved to authorize the annexation of said property.

The Chairman announced that the Commission would hear from those persons present
to speak in favor of, or against, the proposed street closing.
Herbert Cherry stated he was the~owner of all the nnplatted part of Block J, A. D.
Chappell's Subd, and appeared as spokesman for other property owners in the area, to oppose
the proposed street closing because plans to develop the property would be affected, and,
further, the street is used to relieve traffic from 13th Street.
Commissioner McClanahan moved·to, table the~public hearing until October 13, 1975.

On motion of Commissioner Stenstrom, seconded by Commissioner McClanahan and carried,
minutes of September 8, 1975, were approved.
Commissioner McClanahan introduced Resolution No. 1200, and after being read in
full, moved on its adoption. Seconded .by Commissioner Meyer and carried. Said Resolution
being in words and figures as follows:
A RESOLUTION OF THE CITY COMMISSION OF THE
CITY OF SANFORD, FLORIDA, AUTHORIZING THE
PUBLICATION OF INVITATIONS FOR TENDERS FOR
CERTAIN OUTSTANDING ISSUES OF BONDS OF THE
CITY OF SANFORD, FLORIDA.
WHEREAS, the City of Sanford, Florida, presently
has outstanding $785,000 Public Improvement Revenue Bonds,
dated September 1, 1965, and $700,000 Public Improvement Reve-
nue Bonds, Series 1971, dated September 1, 1971 (hereinafter
collectively called "Out.standing Bonds"); and
WHEREAS, there is ~now money on hand in the Redemp-
tion Accounts~ in the Sinking Funds for the Outstanding Bonds
to purchase so'me of the Outstanding Bonds; and
WHEREAS, it is deemed necessary and advisable, in

in the municipal bond market, to attempt to retire some of
said Outstanding Bonds by issuing invitations to the holders
of said bonds, to tender the same to the City;

Notice is hereby given that the City of Sanford,
Florida, has certain funds available for the purchase of some
of the above bonds, and accordingly invites tenders of any
such bonds. Ail tenders must be received by mail by 12:00
noon EDST, on October 13, 1975, and will remain firm for the
balance of that day.
Holders of any such bonds may.~submit their tenders
to Henry N. Tamm, Jr., City Clerk, City Hall, Sanford, Florida

Tenders must.indentify the bonds tendered, specify
the principal amount, interest rate and dat. e or,maturity there-
of and the dollar price at which they are.being offered, ex-
clusive of accrued interest.: The right is reserved to reject

larities in any such tenders. Notice of acceptance of tenders
will be given by telephone not later than October 14, 1975.
Interest on bonds accepted for purchase will cease
on October 22, 1975, upon which date payment of the purchase

livered to the Flagship Bank of Sanford, Sanford, Florida

Ed Barbour, Prospectus Construction Company, Inc., appeared to request the paving
of 'Yale Avenue in front of Lots 44 and 45,Phillips Terrace, on which he plans to build two
homes.
Commissioner McClanahan moved to table until the City Engineer can submit::a report
on the condition of the area. Seconded by Commissioner Meyer and carried.
Commissioner McClanahan moved to authorize increase from $665.78 to $845.86 for
service pins for City employees. Seconded by Commissioner Stenstrom and carried.
Commissioner Stenstrom moved to approve the installation of a street light on West
13th Place near 1211 West 13th Place. Seconded by Commissioner 'Meyer and carried.
Commissioner Meyer moved to authorize a meeting to be held on October 6 at 4:00
o'clock P. M. to discuss with Lake Mary City Officials a refusal for a contraCt to supply
water, for that area. Seconded by Commissioner Stenstrom and carried.
On recommendation of the City Manager, Commissioner Meyer moved to authorize trans-
fer of funds in the Engineering Division, as follows:

with five annual installments, for funds for a public works comPlex. Commissioner McClanahan
moved to accept the low bid of the Atlantic National Bank of Sanford, at 5.75%. Seconded
by Commissioner Meyer and carried.
Commissioner Stenstrom introduced Resolution No. 1201, and after being read in full,
moved on its adoption. Seconded by Commissioner Meyer and carried. Said Resolution being

RESOLUTION OF THE CITY OF SANFORD, FLORIDA,
DESIGNATING THE GREATER SANFORD CHAMBER OF
COMMERCE AS THE PUBLICITY AGENCY FOR THE
CITY OF SANFORD AND APPROPRIATING THE SUM OF
$15,000.00 FOR THE OPERATION OF A PUBLICITY
PROGRAM FOR THE FISCAL YEAR 1975-1976,
WHEREAS, the Greater Sanford Chamber of Commerce has
the capability of providing a publicity program to promote the City, and
WHEREAS, the City Commission deems it to be in the best
interest of the Citizens of the City that the Greater Sanford Chamber of
Commerce be designated as the agency to develop and implement specific
municipal publicity for the City, and
WHEREAS, it is necessary that a sum of money be appropriated
in order~to have an effective publicity program.
NOW THEREFORE, BE IT RESOLVED that the City Commission
of the City of Sanford, Florida, hereby designates the Greater Sanford Chamber
of Commerce as the official agency of the City of Sanford to develop and
implement a specific publicity program for the City of Sanford, Florida.
BE IT FURTHER RESOLVED that the sum of $15,000.00 be
appropriated for the fiscal year beginning October 1, 1975, and ending
September 30, 1976, to the Greater Sanford Chamber of Commerce for the
operation of such program.
BE IT FURTHER RESOLVED that the Greater Sanford Chamber
of Commerce be required to furnish reports of their activity and-financial
reports as the City may request.
THIS RESOLUTION adopted this 22nd day of September, 1975.
