M. · MIDSTAT~'~EGAL' SUPPLY .COMPANY - - ' The City Commission of the City of Sanford, Florida, met in regular session in the City Hall in the City of Sanford, Florida, at 4:00 o'clock P. M. on October 6, 1975. Present: Mayor-Commissioner Lee P. Moore Commissioner John G. Morris Commissioner A. A. McClanahan Commissioner Julian L. Stenstrom Commissioner Gordon T. Meyer City Attorney C. Vernon Mize, Jr. City Manager W. E. Knowles City Clerk H. N. Tamm, Jr. Absent: Police Chief Ben E. Butler The meeting was called to order by the Chairman. Recommended by the City Manager. Commissioner Meyer moved to authorize 90 day time extensions on Condemnation Numbers 74-582, 75-651, 75-656, 75-670, 75-661,75-662, 75-663, 75-664, and 75-665. Seconded by Commissioner Morris and carried. Commissioner Meyer moved'to authorize a 30 day time extension on Condemnation Number 75-612, and, further, to authorize the demolition of the structure if it is not brought up to code within 30 days. Seconded by Commissioner Stenstrom and carried. Commissioner Stenstrom moved to clarify the minutes of the meeting of September 15, 1975, regarding financing for the proposed public works center and 'new city hall, as follows: The City Manager submitted a report on the appraised value and size of prop- erties involved in possible'city hall site locations. Commissioner McClanahan moved to authorize the City Manager to pioceed with the proposed public works center, with short term financing for same, and if and when longer term financing becomes availa- ble and is fiscally feasible for a new city hall, to also include funds to retire the public works loan. Seconded by Commissioner Morris and carried. Seconded by Commissioner Meyer and carried. On motion of Commissioner Meyer, seconded by Commissioner Stenstrom and carried, minutes of September 15, 1975, as amended, were approved. Copy of letter to City Attorney Mize from Gary Massey, City Attorney for the City of Lake Mary, next submitted, stating that a jurisdictional dispute over the incorporation of approximately 300 acres of property owned by Mr. Southward and Mr. Paulucci should be between the property owners and the City of Lake Mary, not between the City of Sanford and the City 75 of Lake Mary. 19 75 MIDSTATE LEGAL SUPPLY COMPANY annexed by the City of Sanford, and also incorporated into the City of Lake Mary. Seconded by Commissioner Meyer and carried over the opposing votes of Commissioner McClanahan and Commissioner Stenstrom. Commissioner Morris moved to authorize the City Attorney to inform said property owners that the City of Sanford will not instigate a lawsuit against the City of Lake Mary for the incorporation of this property in the boundaries of Lake Mary. Seconded by Commis- sioner Meyer and carried. On recommendation of the City Manager, Commissioner Morris moved to authorize the Mayor and City Clerk to execute a water contract for sale of water to the City of. Lake Mary. Seconded by Mayor Moore and carried upon roll call vote as follows: lows: Commissioner Morris Yea Commissioner McClanahan Naye Commissioner Stenstro'm Yea Commissioner Meyer Yea Mayor Moore Yea Commissioner Meyer moved to authorize the installation of four street lights as fol- a. On Scott Avenue, half-way between Second Street and Fourth Street. b. On Summerlin Avenue, half-way between Second Street and Fourth Street. c. On Elliott Avenue, half-way betWeen Second Street and Fourth Street. d. On West Third Street at Oleander Avenue. Seconded by Commissioner Morris and carried. Commissioner Morris moved to authorize the City Attorney to prepare the proper ordi- nance to amend the City Code, Section 4-11, to require any fowl to be kept at least 150 feet away from the nearest residence, and 25 feet from the owner's residence. Seconded by Commis- sioner Stenstrom and carried. Commissioner Meyer moved to authorize use of the Civic Center, with alcoholic bever- ages, at the rate of $250 fo~ the Auto Train Christmas Party on December 20, 1975, and the Policeme'n's Ball on December 6, 1975. Seconded by Commissioner McClanahan and carried. The City Manager reported that there is about four feet of muck to be removed in order to pave the street in front of Lot 45, Phillips Terrace. The City Manager and the City Engineer were authorized to work out an easement or variance for relocation of the street. ATTEST: '~ITY C~RK .~ .--:.
