The City Commission of the City of Sanford, Florida, met in regular session in the
City Hall in the City of Sanford, Florida, at 7:00 o'clock P. M. on October 13, 1975.

The meeting was called to order by the Chairman.
A public hearing was held in accordance with notice published in the Evening Herald
on October 1, 1975, as follows:
NOTICE OF PUBLIC HEARING OF PROPOSED CHANGES AND
AMENDMENTS IN CERTAIN DISTRICTS AND BOUNDARIES OF
THE ZONING ORDINANCE OF THE CITY OF SANFORD, FLORIDA.
Notice is hereby given that a Public Hearing will be held at the
Commission Room in the City Hall in the City of Sanford, Florida, at
7:00 o'clock P. M. on October 13, 1975, to consider changes and amend-
ments to the Zoning Ordinance of the City of Sanford, Florida, as fol-
lows:
A portion of that property lying between Iroquois Avenue and
Mohawk Avenue and between Santa Barbara Drive and DeSoto Drive
is proposed to be rezoned from SR-1AA (Single-Family Residen-
tial) District to SR-1 (Single-Family Residential Dwelling)
District. Said property being more particularly described
as follows:
Lots 1 through 6 and lots 17 through 26, Block 21,
Dreamwold, PB 3, page 90, and PB 4, page 99.
Ail parties in interest and citizens shall have an opportunity
to be heard at said hearing.

The Chairman announced that the Commission would hear from those persons present
to speak in favor of, or against, the proposed rezoning.
No one appeared.
On recommendation of the Planning and Zoning Commission, Commissioner McClanahan
moved to authorize the City Attorney to prepare the proper ordinance to rezone the property
as advertised in the foregoing notice of public hearing. Seconded by Commissioner Stenstrom
and carried.
A public hearing was held in accordance with notice sent to property owners on Sep-
tember 25, 1975, and published in the Evening Herald on September 23, 1975, as follows:

AND CLOSING ALLEYS. .~
TO WHOM IT MAY CONCERN:
Y~u~will.take notice that the City Commission of the City
of Sanford, Florida, at 7:00 o'clock P. M. on October 13, 1975,
in the City Commission Room at the City Hall in the City of
Sanford, Florida, will consider and determine whether or not
the City will close, vacate and abandon any right of the City
and the public in and to alleys lying between Holly Avenue
and Cedar Avenue and between West First Street and Commercial
Street, being more particularly described as follows:
That certain East-West alley in Block 2, Tier 11,
E. R. Traffords Map of Sanford, and to retain same
as a utility easement,
and
That certain North-South alley in Block 2, Tier 11,
E. R. Traffords Map of Sanford, PB 1, Page 61.
Persons interested may appear and be heard at the time and
place specified.

Commissioner Stenstrom moved to authorize the City Attorney to prepare the proper
ordinance to close, vacate and abandon said alleys as advertised.in the foregoing notice of
public hearing. Seconded by Commissioner McClanahan and carried.
The Chairman announced the next order of business, would be the opening of bids in
accordance with ad published in the Evening Herald on September 29, 1975, as follows:

The City of Sanford offers for sale the following
described land and building:
Lot 14, Block 3, Tier 1, and Eas'terly
vacated two feet of Palmetto Avenue, E. R.
Trafford's Map, of the TOWN OF SANFORD,
FLORIDA, according to Plat thereof as
recorded in Plat Book 1, Page 58, of the. ·
Public Records of Seminole County, Florida.
This is generally known as the old central fire
station or Palmetto Avenue fire station.
Sealed bids will be received in the office of the
City.Clerk, City Hall, Sanford, Florida, up to~5:00 P. M.
on October 13, 1975. Any bid received past 5 P.M. on
October 13, 1975 will not be considered. Any bid below
$36,025.00 will not be considered and all bids shall be
net to the City of Sanford.

Commissioner McClanahan moved to reject thei'~bid as being less than the minimum as advertised.

A public hearing to consider closing, vacating and abandoning portions of 14th Street
tabled at meeting of September 22, 1975, was next considered.

appeared in opposition to the proposed street closing.
On recommendation of ~the City Manager andthe City Engineer, Commissioner McClanahan
moved to authorize the City Attorney to prepare the proper ordinance to close, vacate and aban~
don portions of 14th Street as follows:

On recommendation of the City Manager, Commissioner Morris moved to authorize payment
in the amount of $2,850 to James C. Fisher, Jr., for legal fees in the Workmens Compensation
case of Eddie Lee Smith. Seconded by Commissioner McClanahan and carried.
Letter submitted from Mrs. Ruth Stamm requesting paving of Glenway Drive abutting
her property, and agreeing to pay for the curbing. Commissioner Morris moved to authorize
said request to be included in the Revenue Sharing Street Paving Program. Seconded by Commis-
sioner McClanahan and carried.
Commissioner Stenstrom moved to authorize the City>Attorney to defend Police Detec-
tive J. Cash and the City in the case of Wanda Watkins, Plaintiff. Seconded by Commissioner
Morris and carried.
The City Attorney was asked to investigate the conditional uses authorized in the
Zoning Ordinance, and report at the meeting of October 20, 1975.
Commissioner Stenstrom moved to authorize a letter appreciation to the Bi-Centennial
Committee, Joseph Magro and Vinicio Polino for their contribution of a Bi-Centennial Flag.
Seconded by Commissioner McClanahan and carried.
There bsing no further business, the meeting was adjourned.
