MIDSTATE LEGAL SUPPLY COMPANY : ~ The City Commission of the City of Sanford, Florida, 'met in regular session in the City Hall in the City of Sanford, Florida, at 4:00 o'clock P. M. on October 20, 1975. Present: Mayor-Commissioner Lee P. Moore Commissioner John G. Morris Commissioner A. A. McClanahan Commissioner Julian L. Stenstrom Commissioner Gordon T. Meyer City Attorney C. Vernon Mize, Jr. City Manager W. E. Knowles City Clerk H. N. Tamm, Jr. Absent: Police Chief Ben E. Butler The meeting was called to order by the Chairman. Recommendations dated October 17, 1975, were submitted from the Planning and Zoning Commission, as follows: 1. Approved a change of use to a Discotheque for 119 S. Magnolia Ave. with beer and Wine consumption on premises. 2. Set a Public Hearing to consider a change to the Zoning Ordinance to reflect the recommendations of the Builders Forum. Article V., 3. SR-1, B., (add): Efficiency Apartments 1-bedroom home, or apartment 2-bedroom home, or apartment 3 .or ~mora bedroom home, or apt. 280 sq. ft. 460 sq. ft. 600 sq. ft. 700 sq. ft. (a) Conditional to the requirement of a Public Hearing by Planning & Zoning Board with notification to property owners within 300 ft. Proponent to be charged a fee as set by the City Commission. Alan Zane, representing Robert Patrick, appeared to support a request for a con- ditional use in an SC-3 zone for sale of Beer and Wine, for Consumption on Premises, at 119 South Magnolia Avenue. He stated the owner plans to open a discotheque~at this location, with two dance floors, live entertainment and Disk Jockeys, a strict dress code and a cover charge. Commissioner Meyer moved to authorize the sale of Beer and Wine, for Consumption on Premises, as a conditional use in the SC-3 Zone, subject to approval of the Chief of Police. Seconded by Commissioner Morris and carried over the dissenting votes of Mayor Moore and Com- missioner McClanahan. Commissioner Meyer moved to waive the parking requirements for aforesaid proposed use at 119 South Magnolia Avenue. Seconded by Commissioner Morris and carried over the dis- senting vote of Commissioner McClanahan. Commissioner Meyer moved to authorize a public hearing to bel.held November 10, 1975, to consider changes in squar, e foot requirements as set forth in above item 2. On recommendation of the MinimUm Housing Code Inspector and the City Manager, Commissioner Stenstrom moved to autho- rize same. Seconded by Commissioner McClanahan and carried. Williams Behind 1100 West l~the Street Joe Gazil Commissioner Morris moved to authorize a public hearing to be held November 10, 1975, to con- sider said reports to determine the condition of the structures for condemnation; and to autho- rize a notice to be placed upon each structure; and a notice of said public hearing directed by registered mail to the~,~owner of the property at the last known address as shown by the Tax Assessment Roll of the City. SeeOmded bY Commissioner Stenstrom and carried. On motion of Commissioner Morris, seconded by Commissioner Stenstrom and carried, minutes of October 6 and 13, 1975, were approved. Bob Morris, Attorney for James Lash, appeared to support a request for a six months time extension to pave his used car sales lot on 17-92. Commissioner McClanahan moved to approve same. Seconded by Commissioner Meyer and carried. The Commission reconfirmed the lot cleaning policy as referring to weeds and trash, and authorized the City Manager to make a decision after inspecting the lot, as to whether or not it should be cleaned under the City's lot cleaning policy. The City Manager reported that the Marina has only paid $1,000.00 on their annual lease payment due May 31, 1975, leaving a balance of $5,883.06 due, and requested to be per- mitted to pay $1,000.00 per month until the balance is paid in full. Commissioner Meyer moved to approve the request, with interest at 10% on the unpaid balance, beginning the date the payment was due. Seconded by Commissioner McClanahan and carri~,eR%! Commissioner Meyer moved to authorize to advertise for bids for cash sale of the Palmetto Avenue Fire Station property, with no minimum bid, and to retain the right to reject any and all bids.
