MIDSTATE LEGAL SUPPLY COMPANY ~-~ '--~ ~ ', "~ 19 75 The City Commission of the City of Sanford, Florida., met in regular session in the City Hall in the City of Sanford, Florida, at 7:00 o'Clock P. M. on October 27, 1975. Present: Mayor-Commissioner Lee P. Moore Commissioner John G. Morris Commissioner A. A. McClanahan Commissioner Julian L. Stenstrom Commissioner Gordon T. Meyer City Manager W. E. Knowles City Clerk H. N. Tamm, Jr. Police Chief Ben E. Butler Absent: City Attorney C. Vernon Mize, Jr. The meeting was called to order by the Chairman. A public hearing was held in accordance with notice published in the Evening Herald on October !3, 1975, as follows: NOTICE OF A PUBLIC HEARING TO CONSIDER THE ADOPTION OF AN ORDINANCE BY THE CITY OF SANFORD, FLORIDA. Notice is hereby given that a Public Hearing will be held at the Commission Room in the City Hall in the City of Sanford, Florida, at 7:00 o'clock P. M. on October 27, 1975, to consider the adoption of an ordinance by the City of Sanford, Florida, title of which is as~fol- lows: ORDINANCE NO. 1315 AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA, AMENDING SECTION 4-11 OF THE CITY CODE OF THE CITY OF SANFORD, FLORIDA, SAME BEING A SECTION OF THE ANIMAL AND FOWL CODE, SAID AMENDMENT TO CHANGE THE DISTANCE FOR THE KEEPING OR MAIb~AINING WITHIN THE CITY LIVE FOWL OF ANY KIND FROM WITHIN FIFTY (50) FEET OF ANY DWELLING HOUSE, APARTMENT OR GARAGE APARTMENT OCCUPIED BY HUMAN BEINGS FOR RESIDENTIAL PURPOSES TO ONE HUNDRED FIFTY (150) FEET. A copy shall be available at the office of the City Clerk for all persons .desiring to examine the same. Ail parties in interest and citizens shall have an opportunity to be heard at said hearing. After being read by title, Commissioner Meyer moved on its passage and adoption. Allan:Zane, representing Robert Patrick, appeared to support a request for a con- ditional use in an SC-3 zone for sale of Alcoholic Beverages, for Consumption on Premises, at 119 South Magnolia Avenue. Commissioner Meyer moved to approve the request. Seconded by Commissioner Stenstrom and carried over the dissenting votes of Mayor Moore and Commissioner McClanahan. On motion of Commissioner Morris, seconded by Commissioner McClanahan and carried, Ordinance No. 1316, entitled: AN ORDINANCE OF THE TY OF SANFORD, FLORIDA, CLOSING, VACATING AND ABANDONING THOSE CERTAIN ALLEYS LYING BETWEEN HOLLY AVENUE AND CEDAR AVENUE AND BETWEEN WEST FIRST STREET AND COMMERCIAL STREET, RESERVING THE USE OF SAID EAST-WEST ALLEY UNTO THE CITY OF SANFORD, FLORIDA, FOR UTILITY EASEMENT. was introduced and placed on its first reading and read in full. G. Algee Speer, Attorney for Mr. and Mrs. Louis I. Dritz, petitioners, appeared to support the ordinance. On motion of Commissioner Morris, seconded by Commissioner Stenstrom and carried over the dissenting vote of Commissioner Meyer, Ordinance No. 1317, entitled: AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA, CLOSING, VACATING AND ABANDONING PORTIONS OF 14TH STREET LYING BETWEEN THE WEST RIGHT-OF-WAY LINE OF LAKE AVENUE AND THE EAST RIGHT-OF-WAY LINE OF ROUNDTREE STREET AND LYING BETWEEN THE SOUTHERLY EXTENSION OF THE WEST RIGHT-OF-WAY LINE OF WILLIAMS STREET AND THE NORTHERLY EXTENSION OF THE EAST LINE OF LOT 65, BLOCK K, A. D. CHAPPELL'S SUBDIVISION. was introduced and placed on its first reading and read in full. Commissioner McClanahan moved to authorize a public hearing to be held November 24, 1975, to consider closing, vacating and abandoning an East-West alley North of Redding Gardens, and abutting Blocks D and G~ Neaves Addition to Normany Square between Chapman Avenue and Lo- cust Avenue, and to retain same as a utility easement. Seconded by Commissioner Morris and carried. Commissioner Morris moved to table consideration of a National Bicentennial Classi- fication for the City, and to refer same to local civic organizations for their appraisal. Seconded by Commissioner Stenstrom and carried. Commissioner Morris moved to authorize the City Manager to take whatever steps necessary to eliminate the skidding problem at 25th Street and Airport Boulevard in line with agreement of state and county officials. Seconded by Commissioner Stenstrom and carried. On recommendation of the City Manager, Commissioner McClanahan moved to decline offer submitted by W. Dietrichs, Realtor, for sale of Food Fair store and property at 25th Street and Park Avenue for use as a city hall. Seconded by Commissioner Morris and carried. Request next submitted by Sanford Transit Company for transfer of a taxi license tabled at meeting of December 4, 1974, and after discussion, Commissioner McClanahan moved to table consideration of the request pending a report of the operating hours of the Sanford Transit Company. Seconded by Commissioner Morris and carried. The City Engineer submitted an estimated cost for material for a sidewalk on SR 46A from Larkwood Drive to Vihlen Road as follows: Portion in City $1,050 Portion in County $2,100 M I.N U T E S .:.. Commissioner McClanahan moved to refer same to the Planning and Zoning Commission for a recommendation. Seconded by Commissioner Morris and carried. Commissioner McClanahan moved to table consideration of adopting the 1975 Standard Plumbing Code. Seconded by Commissioner Meyer and carried. The City Manager was authorized to apply for an IPA grant for a course for elected officials. Commissioner McClanahan moved to authorize $35 per diem for travel expenses. by Commissioner Morris and carried. On motion of Commissioner McClanahan, seconded by Commissioner Stenstrom and carried, minutes of October 20, 1975, were approved. The City Manager and the City Engineer were authorized to proceed with site layout and test borings for locating a city hall building on the sanitary landfill.
