The City Commission of the City of Sanford,Florida, met in regular session in
the City Hall in the City of Sanford, Florida, at 7:00 o'clock P. M. on November 10, 1975.

The meeting was called to order by the Chairman.
A public hearing was held to consider condemnation of 12 structures or buildings
on Report Numbers 75-703 through 75-714, Group 39, and in accordance with notices authorized
at the meeting of October 20, 1975.
The Chairman announced that the Commission would hear from any property owner or
representative thereof. A review of each individual report was as follows:

The Mayor submitted a'letter from Bernard Oo Williams, owner of property behind
119 West 23rd Street, Condemnation Report Number 75~711, authorizing the City to tear down
and remove the structure, and bill him for same.
After considertaion, Commissioner Stenstrom moved that finding the buildings under
Reports Numbers 75~703 through 75-714, to be unsanitary, unsafe, and delapidated, that said
structures be condemned and the owner,given a notice of 90 days in which to repair or give
just cause 'why same has not been repaired or demolished; and after 90 days to authorize the
City to demolish the structures and levy a~lien against the property for said removal.
Seconded by Commissioner Meyer and carried.
A public hearing was held in accordance with notice published in the Evening Herald
on October 24, 1975, as follows:

to speak in favor of, or against the proposed amendment.
Paul Jarvis appeared in support of the proposed amendment.
On recommendation of the Planning and Zoning Commission, Commissioner Meyer moved
to;authorize the City Attorney to prepare the proper ordinance to amend the Zoning Ordinance
as advertised. Seconded by Commissioner McClanahan and carried.

The City of Sanford offers for sale a building and land described
as follows:
Lot 14, Block 3, Tier 1, and the Easterly vacated
two feet of Palmetto Avenue, E. R. Trafford's Map,
of the TOWN OF SANFORD, FLORIDA, according to the
plat thereof as recorded in Plat Book 1, Page 58,
of the Public Records of Seminole County~ Florida.
This is ~generally known as the old central fire station, or Pal-
metto Avenue Fire Station.

Jerry Jernigan submitted a bid in the amount of $12,000. Commissioner McClana-
hah moved to reject the bid. Seconded by Commissioner Morris and carried.
Ken McIntosh, Attorney, and Mr. Hyatt, Executive Vice-President, appeared to repre-
sent Butte Knit Corporation, and requested compensation for use by the City of water line
extension installed by Butte Knit on Highway 17-92. The City Manager was authorized to
discuss the matter with Mr. Hyatt.
Request submitted for a 90 day time extension on Condemnation Report No. 75-676,
912 West llth Street, Roy G. Williams, owner. On recommendation of the Minimum Housing
Code Inspector and on approval of the City Manager, Commissioner McClanahan moved to autho-
rize same. Seconded by Commissioner Stenstrom and carried.

Dreamwold. One person (the owner) spoke for, and four persons against.
Recommend approval for the sale of beer and wine for consumption off premises
at the Cumberland Farm Store at Airport Boulevard and Sanford Avenue.
Set a Public Hearing for November 20, 1975, for a request for conditional use
for the repair of automotive engines at 308 N. Myrtle Avenue.

Allen Dickey was nominated to fill the vacancy on the Planning and Zoning Board.
MEMO
The Planning and Zoning Commission feels that the extended time period which
would result from having two public hearings in order to obtain approval of a
conditional use would be a waste of City funds, ~employee time, and a hardship
on the applicgnt.
If the City Commission prefers to make the final decision on all conditional
uses, we recommend that they change the Ordinance so that the application goes
directly to the City Commission and they notify the property owners, hold the
Public Hearing, and make the final decision.
Commissioner Stenstro~ moved to authorize a public hearing to be held November 24,
1975 to consider Item #2. Seconded by Commissioner Meyer and carried.
Commissioner Stenstrom moved to authorize a public hearing to be held November 24,
1975, to consider Item #3. Seconded by Commissioner Meyer and carried.
Commissioner Meyer moved.to authorize the package sale of Beer and Wine at the
Cumberland Farm Store at Airport Boulevard and Sanford Avenue. Seconded. by Commissioner
McClanahan and carried.
Commissioner Stenstrom moved to table consideration~of'Item #5. Seconded by Com-
missioner Meyer and carried.
Commissioner McClanahan moved to authorize the City Attorney to prepare an ordi-
nance to provide a public hearing for a conditional use, to notify property owners and same
fee as a zoning change. Seconded by Commissioner Morris, and same failed to carry over the
dissenting votes of Commissioner Meyer, Commissioner Stenstrom and Mayor Moore.
Commissioner Meyer moved to amend the Zoning Ordinance to require a public hearing
of a change of Conditional Use and to notify surrounding property owners and fee to be same
as a change in zoning. Seconded by Commissioner Stenstrom and same failed to carry over
the dissenting votes of Commissioner Morris, Commissioner McClanahan and Mayor Moore.

to Halifax Paving Company Contract II for drainage work at 24th Place and Maple Avenue.

Report submitted from the Police DePartment reflecting the maximum operation
of two cabs out of the seven licenses now held by Sanford Transit Company (Yellow Cab).
Commissioner Morris moved to remove from table consideration of transfer of a
taxi cab license to Yellow Cab Company. Seconded by Commissioner Meyer and carried.
On recommendation of the City Manager, Commissioner Meyer 'moved to deny the request
for an additional license. Seconded by Commissioner Morris and carried.
Commissioner McClanahan moved to notify the Yellow Cab Company'to show need for
another license. Seconded by Co'mmissioner Morris and carried.
Commissioner Stenstrom moved to authorize Friday, December 26, 1975 and Friday,
Seconded by Commissioner McClanahan and
January 2, 1976 to be holidays for city employees.

On recommendation 'of the 'City Manager, Commissioner ~McClanahan moved to discontinue
dues in amount of $250 per year to Management Research Institute, Inc., and to set same up
as a contribution to a central labor management data bank and hot line at Florida Atlantic
University, if the IPAgrant~is ;approved. Seconded~by'Commissioner Stenstrom and carried.
On recommendation of the City Manager, Commissioner Meyer moved to authorize the
City Attorneyto file a ~suit against Herbert McGill for c~ltection of $2,252.92, for~damages

transfer of $250 from Contingency to Sanford Memorial Library for materials for open exhibits.

The City Manager was authorized to submit cost. figures for extending street lights
on Sanford Avenue, South of Airport Boulevard to the City Limits.
The City Manager was~authorized to inform the'University of Florida,~Division of
Population Studies, that the Commission confirmed their population figure of 22,636 for
Sanford as of July 1, 1975.

The City Manager was authorized to ascertain the owner of property being used as
a dirt street by Masters Cove apar~tments, and request the owner to donate same as a street
right-of-way.

Commissioner McClanahan moved to reject all bids. Seconded by Commissioner Morris
and carried.
Commissioner McClanahan moved to authorize the Chief of Police, Fire Chief and
Public Safety Director to negotiate with the bidders. Seconded by Commissioner Morris and
carried.
The City Manager and City Engineer were authorized to investigate, as joint paving
projects with the County, streets partly in the City and partly in the County.
