The meeting was called to order by the Chairman.
A public hearing was held in accordance with notice published in the Evening Herald
on November 21 and 28, 1975, as follows:

Notice is hereby given that a Public Hearing will be
held at ~he;Commission Room in the City Hall in the City of
Sanford, Florida, at 7:00 o'clock P. M. on December 8, 1975,
to consider the adoption of the Comprehensive Development
Plan for the City of Sanford, Florida, including graphs and
maps, as recommended by the Local Land Planning Agency in
accordance with Chapter'75-257~-Laws of Florida, known as'
"Local Government Comprehensive Planning Act of 1975", and
1974 House Bill No. 4211, known as the "Seminole County
Comprehensive Planning Act of 1974".
Ail parties in interest and citizens shall have an oppor-
tunity to be heard at said hearing.

Dave Farr, Consultant Planner for the City appeared to answer questions and support
the adoption of the plan.
Jerry Langston, Planning Depart'ment, Seminole County, appeared to compliment the
City on the proposed plan.
On recommendation of:the Locat Land Planning Agency,~Commissioner Meyer moved to
authorize the City Attorney to prepare_the proper.ordinance to adopt.the~Comprehensive Land
Plan for the City of Sanford.

The Chairman announced that the Commission would hear from those persons present
to speak in favor of, or against, the proposed rezoning.
Planning and Zoning Commission submitted a recommendation to deny the rezoning to
RMOI. ,
H. L. Monroe, petitioner, appeared to support the request and stated he planned
to construct a professional office building.
The Mayor relinquished the chair to Commissioner Meyer.
Lee P. Moore, 2456 Mellonville Avenue, spoke in opposition to the rezoning.
Commissioner Morris moved to deny the rezoning as advertised. Seconded by Commis-
sioner McClanahan and carried over the opposing vote of Commissioner Stenstrom. Mayor Moore
stated his personal residence was in the proximity of requested rezoning and abstained from
voting.

Commissioner McClanahan moved to authorize a temporary Certificate of Occupancy

of operating requirements of taxi cabs. Seconded by commissioner Meyer and carried over the
dissenting vote of Commissioner Morris.
The City Manager, City Attorney and Police Chief were authorizad to investigate
licensed taxi cabs not being operated and recommend ways to revoke unused cab licenses.
Commissioner McClanahan moved to authorize the Sanford Transit Company an option
for 90 days to purchase an additional taxi cab license, transferred from Blue Cab, and to
get the cab in operation. Seconded by Commissioner Stenstrom and carried over the dissenting
votes of Mayor Moore and Commissioner Morris.
Commissioner Meyer moved to authorize purchase and~.;installation in estimated amount
of $5,900 from Police Security Construction Trust Fund, a closed circuit tv security system
for surveilance of the parking lot at the Sanford Law Enforcement Center. Seconded by Com-
missioner McClanahan ~and carried.
On recommendation oft+he-City Manager, Commissioner Morris 'moved to authorize pay-
ment in amount of $13,628.10 to Clark, Dietz and Associates for engineering work on the re-
gional sewer treatment plant study. Seconded by Commissioner McClanahan and carried.
On recommendation of the City Manager, Commissioner~.Meyer 'moved to authorize salary
reclassification of A1Payne, Building !Inspector,. fro~ C to D - $9,611.16 annual. Seconded
by Commissioner McClanahan and ~arried.
The City.Manager S~bm~tted~a~ireport on paving~portions of Myrtle Avenue and Roose-
velt Avenue that' are partly in the City and~partly in the Coun~ty. Commissioner Meyer moved
to table discussion of same and authorize the City Manager to submit a financial report on
the street paving program.~ Seconded by Commissioner McClanahan and carried.
Commissioner Meyer moved to authorize payment of $2,932.81 from Revenue Sharing
Trust Fund to City of Sanford General Fund for underdrain work done by the City for the Street
Paving Project, on West Second Street between Avocado Avenue and Mangoustine Avenue. Seconded
by Commissioner Stenstrom and carried.

bids meeting specifications. Seconded by Commissioner McClanahan~and carried.
Commissioner Meyer moved to authorize installation of~up to seven street lights on
Escambia Drive from Locust Avenue to Vernago Avenue. SecOnded by Commissioner McClanahan
and carried.
On recommendation of the City Manager and City Attorney, Commissioner McClanahan
moved to authorize payment in amount of $2,700 from Renewal and Replacement Fund to Butte
Knit Company for easement and water lines, hydrant and connections installed by property owner
at their building site on 17-92. Seconded by Commissioner~Stenstrom 'and carried over the
dissenting votes of Commissioner Morris and Commissioner Meyer.
Commissioner McClanahan moved to authorize the City Manager to accept appointment
as Chairman of the Urban Administration Committee of the Florida'League of~,Cities. Seconded
by Commissioner Morris and carried.
