The City Commission of the City of Sanford, Florida, met in regular session in the
City Hall of the City of Sanford, Florida, at 4:00 o'clock P. M. on December 15; 1975.

The meeting was called to order by the Chairman.
On recommendation of-the .Minimum Housing Code I~spector and on~-approval of the
City Manager, Commissioner Stenstrom moved to authorize a 90 day time extension on Condemna-
tion Report No. 74-607, 1310 West Seventh Street, Robert Walton, owner. Seconded by Commis-
sioner Meyer and carried.
On motion of Commissioner McClanahan, seconded by Commissioner Morris and carried,
minutes of December 8, 1975, were approved.
Commissioner Meyer moved to authorize the reconstruction and repaying of Persimmon
Avenue from 13th Street to McCracken Road in the Revenue Sharing Trust Fund Street Paving
Program in the amount of $2,900. Seconded by Commissioner McClanahan and carried.
Commissioner Morris 'moved to authorize the construction of a sidewalk on SR 46A
from Larkwood Avenue to Vihlen Road, and a transfer from Contingency in amount of $2,650 to
provide for material for same. Seconded by Commissioner McClanahan and carried.
The City Manager submitted a report on the Street Paving Program. Commissioner
Meyer moved to include Roosevelt Avenue between 16th Street and 18th Street, and Myrtle Ave-
nue north of 27th Street in the Revenue Sharing Trust Fund Street Paving Program. Seconded
by Commissioner McClanahan and carried.
The City Attorney reported on procedures for revoking taxi cab licenses if service
Commissioner Meyer moved to table consideration of same. Seconded by Com-
missioner McClanahan and carried.
Commissioner Meyer moved to remove from table consideration of amending the Build-
ing, Mechanical and Plumbing Fee Schedules. Seconded by Commissioner McClanahan and carried.
Commissioner McClanahan moved to adopt Building, Mechanical and Plumbing Fee Schedulesl
as follows:

Seconded by Commissioner Meyer and carried over the dissenting vote of Commissioner Morris.
On recommendation of the City Manager, Commissioner McClanahan moved to waive the
bid requirement for purchase of a closed circuit TV system for the Sanford Law Enforcement
Center parking lot. Seconded by Commissioner Morris and carried.
On recommendation of the City Manager, Commissioner Meyer 'moved to authorize pay-
ment of $2,045, from Public Projects Fund, to Jammal and Associates, Inc. for soil borings
and report on exploring soil conditions at two prpposed sites for a City Hall. Seconded by
Commissioner Morris and carried.
On recommendation of the City Manager, Commissioner McClanahan moved to authorize

On recommendation of the Building Official, Commissioner Stenstrom moved to autho-
rize a fee of $40 for public hearings for requests'of a conditional use in an SR-1 Zone of
reduced living areas. Seconded by Commissioner McClanahan and carried.
The City Manager was authorized to discuss with affected property owners and tenants,
the removal of curb-side parking and installation of a center turning lane on French Avenue
(17-92) between 25th Street and First Street.
The City Manager reported that a retaining wall was being constructed in the Cloud
Branch Drainage ditch, abutting the Rosier property, south of First Street. Commissioner
Morris moved to authorize the City Attorney to notify the property owner and their attorney
that this is a natural water-way, and that it is illegal to construct anything that impedes
the drainage, and anything that does impede the drainage must be removed, and, further, to
instruct city staff not to issue a building permit for this construction. Seconded by Com-
missioner McClanahan and carried.
Commissioner Meyer moved to authorize purchase, in amount of $36.50, of two keys
to the city, and a key on a plaque, and a transfer from Contingency to provide for same.
Seconded by Commissioner Morris and carried.
Commissioner Meyer moved to authorize payment in amount of $142.92 from Federal
Revenue Sharing Trust Fund, for 'material for a 12 inch storm drain at 1901 Lake Avenue, under
the Street Paving Program. Seconded by Commissioner Meyer and carried.
On motion of Commissioner McClanahan, seconded by Commissioner Morris and carried,
Resolution No. 1203 was adopted. Said resolution being in words and figures as follows:

PLATTED PROPERTY SITUATED WITHIN THAT CERTAIN
PORTION OF A DULY RECORDED PLAT IN SEMINOLE
COUNTY, FLORIDA, SAID PORTION OF THE BLAT BEING
LOTS 104-125, BLOCK A, M. M. SMITH'S REVISION OF
HIS SECOND SUBDIVISION, AS RECORDED IN PLAT BOOK 1,
PAGE 101, PUBLIC RECORDS IN AND FOR SEMINOLE
COUNTY, FLORIDA, TOGETHER WITH THE PORTION OF
THE PLATTED STREETS LYING SOUTH OF 20TH STREET
KNOWN AS ROOSEVELT AVENUE, MULBERRY AVENUE
AND THE UNNAMED PLATTED STREET BETWEEN SAID
STREETS CONTIGUOUS TO SAID LOTS.
WHEREAS, there was duly filed before the City Commission on
December 4, 1975, a Petition for a resolution to vacate a portion of a
plat being specifically described as:
Lots 104 - 125, Block A, M. Mo Smith's Revision
of his. Second Subdivision, as recorded in Plat Book 1,
Page 101, Public Records in and for Seminole County,
Florida, together with the portion of the platted streets
lying South of 20th Street known as Roosevelt Avenue,
Mulberry Avenue and the unnamed platted street between
said Streets contiguous to said Lots.
WHEREAS, there was attached to said Petition Proof of Publi-
cation of the Notice of a Public Hearing to be held before the City

ing a resolution to vacate ~he above-described property, and there was
further attached to said Petition proof that current real property taxes
had been paid on said property.
WHEREAS, a public hearing was duly held before~he City Com-
mission of the City of Sanf~rd, Florida, on December 8, 1975, at which
time the City Commission voted unanimously to vacate the above-described
property.
NOW THEREFORE, BE IT RESOLVED by the City Commission of the
City of Sanford, Florida, that that portion of M. M. Smith's Revision
of his Second Subdivision, as recorded in Plat Book 1, Page 101, Public
Records of Seminole County, Florida, be and the same is hereby vacated,
said prmperty being specifically described as follows:
Lots 104 - 125, Block A, M. M. Smith's Revision
of his Second Subdivision, as recorded in Plat Book 1,
Page 101, Public Records in and for Seminole County,
Florida, together with the portion of the platted streets
lying South of 20th Street known as Roosevelt Avenue,
Mulberry Avenue and the unnamed platted street between
said Streets contiguous to said Lots.
THIS RESOLUTION was duly adopted by the City Commission of
the City of Sanford, Florida, on this 15th day of December, 1975.

As the City Commission of the
City of Sanford, Florida
On recommendation of the City Attorney, Commissioner McClanahan moved to authorize
a release of lien to be recorded in those cases in which City Liens have been voided by action
of a Tax Deed Sale. Seconded by Commissioner Morris and carried.
Commissioner McClanahan moved to authorize a.notice to owners of property on which
City Liens have been recorded, that the City will initiate foreclosure proceedings in 30
days, and, further, to authorize the City Attorney to file for foreclosure on all City Liens
that are unpaid after 30 days. Seconded by Commissioner Stenstrom and carried.
Commissioner Stenst~om ~moved to re-appoint Commissioner Meyer as the City's repre-
sentative om the Board of Directors of the Greater Sanford Chamber of Commerce. Seconded
by Commissioner McClanaha·n and carried.
