The City Commission of the City of Sanford,Florida, met in regular session in the
City Hall in the City of Sanford, Florida, at 7:00 o'clock P. M. on December 22, 1975.

The meeting was called to order by the Chairman.
The Fire Chief and the Minimum Housing Code Inspector submitted reports of build-
ings or structures found to be in a delapidated, unsanitary and unsafe condition, as follows:

Commissioner McClanahan moved to authorize a public hearing to be held January 12, 1976,
to consider said reports to determine the condition of the structures for condemnation; and
to authorize a 'notice to be placed upon each structure; and a notiCe of said public hear-
ing directed by registered mail to the owner of the property at the last known address as
shown by the Tax Assessment Roll of the City. Seconded by Commissioner Meyer and carried.
On motion of Commissioner Morris, seconded by Commissioner McClanahan and carried,
minutes of December 15, 1975, were approved.
Commissioner McClanahan moved to authorize the City Attorney and City Manager to
prepare sample local acts to submit to the legislative delegation to request changes in the
regulations for the Firemen's Pension Fund, Policemen's Pension Fund, and for poCket and
island annexation. Seconded by Commissioner Morris and carried.
Commissioner McClanahan moved to authorize the City Attorney to prepare a resolu-~
tion as follows:
1. To clarify the law on double taxation, to require active response~from the
County to municipal petitions.
2. To preserve local option for collective bargaining.
3. To provide for public employer to elect type of participation for unemploy-
ment compensation.

To oppose local utilities being placed under the jurisdiction of the Public
Service Commission,
and, further, to authorize the Mayor and City Clerk to execute same. Seconded by Commis-
sioner Morris and carried.
On motion of CommiSsioner Meyer, seconded by Commissioner McClanahan and carried,
Ordinance No. 1324, entitled:
AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA,
CLOSING, VACATING AND ABANDONING THAT CERTAIN
EAST-WEST ALLEY LYING BETWEEN CHAPMAN AVENUE
AND LOCUST AVENUE AND BETWEEN SECOND STREET
AND THIRD STREET EXTENDED EAST, RESERVING THE
USE OF SAID ALLEY UNTO THE CITY OF SANFORD,
FLORIDA, FOR UTILITY PURPOSES.

On motion of Commissioner McClanahan, seconded by Commissioner Stenstrom and
carried, Ordinance No. 1325, entitled:
AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA,
AMENDING ORDINANCE NO. 1097 OF SAID CITY, SAID
ORDINANCE BEING A ZONING PLAN WITHIN THE CITY
OF SANFORD, FLORIDA, SAID AMENDMENT CHANGING
THE ZONING OF A PORTION OF THAT PROPERTY LYING
BETWEEN THIRD STREET AND FOLRTH STREET AND
BETWEEN CYPRESS AVENUE AND PINE AVENUE TO
GC-2 (GENERAL COMMERCIAL) DISTRICT.

AMENDING SECTION 19-1 OF THE CODE OF THE CITY
OF SANFORD, FLORIDA, THE SAME BEING KNOWN AS
THE PLUMBING CODE, SAID AMENDMENT ADOPTING
THE STANDARD PLUMBING CODE, 1975 EDITION, AS
PREPARED BY THE SOUTHERN BUILDING CODE CONGRESS
INTERNATIONAL, INC.

On motion of Commissioner Morris, seconded by Commissioner McClanahan and carried,
Ordinance No. 1327, entitled:
AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA,
ADOPTING A COMPREHENSIVE DEVELOPMENT PLAN
FOR THE DEVELOPMENT OF THE CITY OF SANFORD,
FLORIDA, IN ACCORDANCE WITH THE REQUIREMENTS
OF THE SEMINOLE COUNTY COMPREHENSIVE PLANNING
ACT OF 1974 AND THE STATE OF FLORIDA PLANNING
ACT OF 1975.
was introduced 'and placed on its first reading and read in full.
Letter next submitted from Mrs. Ed L. Watson, setting forth 'complaints about taxi
~cab service, and a copy was authorized to be sent to the Sanford Transit Company.
The Suggestion Review Committee submitted two suggestions for a $25 award each.
Commissioner Morris moved to award $25 to Mildred Carver, and $12.50 to Richard Harry and
ilWarren Turman. Seconded by Commissioner McClanahan and carried;

On recommendation of the City Manager, Commissioner Meyer 'moved to accept low bids from
Gulf Oil Corporation in amount of $.3653 for leaded gas and $.3803 for unleaded gas, Stan-
dard Oil Company in amount of $.377 for diesel fuel, and Scotts Swim and Scuba School in amount
of $5,925 for the compressed air system. Seconded by Co'mmissioner Stenstrom and carried.
Commissioner McClanahan 'moved to authorize the City Attorney to prepare a resolu-
tion designating the City Manager as the City's representative for application and adminis-
tration of federal grants, and further, to authorize the City Manager to execute contract
~#B-75-DS-12-0005, Community Development Block Grant Program, Department of Housing and Urban
Development. Seconded by Commissioner Stenstrom and carried.
The City Attorney reported that the attorney for Bonnie Brown, claimant against
the City of Sanford, had submitted an amended demand of $35,000 for settlement. On recom-
mendation of the City Attorney, Commissioner McClanahan moved to reject the demand. Seconded
by Commissioner Stenstrom and carried.
