The City Commission of the City of Sanford, Florida, met in regular session in
the City Hall of the City of Sanford, Florida, at 7:00~o'clOck P. M, on January 12, 1976.

The meeting was called to order by the Chairman.
A public hearing was held to consider condemnation of 16 structures or buildings
on Report Numbers 75-715 through 75-730, Group 40, and in accordance with notices authorized
at the meeting of December 22, 1975.
The Chairman announced that the Commission would hear from any property owner or
representative thereof. A review of each individual report was as follows:

Mrs. Ruth McClennon,: representing Mrs. Betty Daniels heirs, owners of~ property at
1013 Orange Avenue, Condemnation Report Number 75-723, appeared and stated she had taken out
a building permit and Was~working on'the house, and further, requested additional time to
complete the repairs.
After consideration, Commissioner McClanahan moved that finding the building under
Report Number 75-723 to be unsanitary, unsafe and delapidated, that said structure be con-
demned and the owner given a notice of 90 days in which to repair or give just cause why same
'has not been repaired or demolished; and after 90 days to authorize the City to demolish the
structure and levy a lien against the property for said removal. Seconded by Commissioner
Meyer and carried.
Donald Wilson, owner~'iof property at 412 East Fifth Street, Condemnation Report Number
i 75-719 appeared to request additional time to evict tenants and make proper repairs.
After consideration, Commissioner McClanahan ~moved that finding the buildings under

Mr. Smith, owner of Smith Furniture Company, 2200 South French Avenue, appeared
to oppose proposed elimination of parking on both sides of French Avenue, from 25th Street
North to the Lakefront, and restriping to provide a center turn lane. He stated that 90% of
his. customers use the curb-side parking, and that it would hurt his business if this were
eliminated.
Commissioner McClanahan moved to table consideration of restriping French Avenue,
and authorize the City Manager to work out a solution. Seconded by Commissioner Meyer and
carried.
The City Manager submitted a tabulation of bids for the public works complex, as

The next item of business was discussion of license fees for "Flea Markets".
J. W. Jones appeared to support a request to operate a Flea Market at 1500 French
Avenue, South of the Village Rest Restaurant, which he operates.
Commissioner McClanahan 'moved to authorize a base fee of $150.00 plus $6.00 per

Commissioner Meyer moved to authorize the Mayor to execute an amendment to Coopera-
tion Agreement between the Housing Authority of the City of Sanford, Florida, and the City
of Sanford, Florida, Section 5(f) to reflect that the city does not maintain streets, street
lights, etc., in the Housing Authority projects.

on Condemnation Report No. 75-652, 1317 Douglas Avenue. On recommendation of the Minimum
Housing Code Inspector and the City ~nager, CommiSsioner Meyer~ moved to authorize same.

Commissioner McCla'nahan 'moved to authorize,.the City Atto~rney to continue to defend
the City in those county jail cases where Travelers Insurance Company Attorneys will also
