The City Commission of the City of Sanford, Florida, met in regular session in
the City Hall in the City of Sanford, Florida, at 7:00 o'clock P. M. on January 26, 1976.

The meeting was called to order by the Chairman.
Sara Jacobson, Executive Director of the Downtown Development Corporation, gave
a report on the progress of this endeavor.
Representatives of organizations appeared to discuss proposed locations for a
new city hall building, as follows:
Mrs. Nora Gordon, representing SISTER, Inc., submitted a report to keep City Hall
at its present location.
Mr. Fogg£n, representing the Downt~g~n Business Association, submitted a resolution
adopted by this association on January 22, 1976, urging the Commission to keep the City Hall
at the present location.
Mr. Howard Hodges, representing the Bankers~Group of the Chamber of Commerce, ap-
peared to ask the Commission to delay until the first meeting~in March, before the Commis-
sion considers making a final decision on the location of.a~new city hall building, to per-
mit the Bankers Group an opportunity to study material and submit a report.
Commissioner McClanahan moved to delay making a final decision on a new city hall
site until March 8, 1976. Seconded by Commissioner Stenstrom and carried.
Commissioner Morris moved to approve partial payment in amount of $3,000 to Fitz-
patrick and Hartsock, C.P.A., for the annual audit.

minutes of January 12, 1976, were approved.
The City Manager submitted a report on the feasibility of acquiring the Sanford
Naval Academy gym on East First Street. Commissioner McClanahan moved to take no further
action. Seconded by Commissioner Meyer and carried.
City Planner Dave Farr submitted a report on various types of zoning to control
a specified use within a zone. Commissioner Morris moved to table discussion until the
City Attorney can report on same. Seconded by Commissioner Meye~ and carried.
Commissioner McClanahan 'moved to table consideration of an additional patrolman
position in the Police Department until March 8, 1976. Seconded by Commissioner Stenstrom
and carried.
On recommendation of the City Manager, Commissioner Meyer moved to authorize salary

salary reclassifiCation of Richard Harry from Draftsman C to D - $8,271.90. Seconded by
Commissioner Morris and carried.
On recommendation of the City Manager, Commissioner McClanahan moved to authorize
salary reclassification of Laura McDonald from Secretary II-D to II-E - $6,952.59 annual.
Seconded by Commissioner Meyer and carried.
On recommendation of the City Manager, Commissioner Morris moved to authorize
payment to Halifax Paving Company in amount of $58,407.62 from Revenue Sharing Trust Fund,
for street paving projects, as follows:

On recommendation of the City Manager, Commissioner Meyer moved to authorize use
of the Civic Center to Beta Sigma Phi, with alcoholic beverages, February 14, 1976 for a
$250 fee. Seconded by Commissioner McClanahan and carried.
Commissioner Stenstrom 'moved to authorize the purchase in amount of $301.50 plus
freight, of 12-inch aluminum letters for the Civic Center, and transfer from Contingency
for same. Seconded by Commissioner Morris and carried.
Commissioner McClanahan moved to waive the restriction on the sale of beer on Sun-
day, April 18, 1976, for the Third Rotary Air Show at the Sanford Airport. Seconded by Com-
missioner Morris and carried.

The City Manager submitted estimated costs of approximately $8,170 for purchase
of a radial arm mower. Commissioner McClanahan moved to authorize purchase of same, on .an

Commissioner McClanahan moved to remove from table consideration of restriping
17-92 from 25th Street to Seminole Boulevard to eliminate parking.

Mr. Jim Smith, Smith Furniture Company,2200~South French Avenue, was present to
ask the Commission to authorize the City to remove the curb and install a driveway apron on
the South side of 22nd Street, abutting his store.
Commissioner McCIanahan moved to authorize city crews to remove the curb and in-
stall a driveway apron, with the owner to pay for materials. Seconded by Commissioner Meyer
and carried over the dissenting votes of Mayor Moore and Commissioner Morris.
Commissioner Meyer moved to instruct the City Manager to request the Department

sure of outstanding city liens. Seconded by Commissioner McClanahan and carried.
The City Manager reported that damage in amount of $8,353.59 to Well #2 on March 23,
1974 had been partially satisfied by the insurance company and Miss Marion D. Graham, and it
appeared the balance of $4,053.59 wasuncollectable.

On recommendation of the City Manager, Commissioner Meyer moved to proceed to
qualify Sanford for a local PERC for collective bargaining. Seconded by Commissioner Morris
and carried.
The City Manager was authorized to investigate additional sites for an open space
project to be funded by a federal grant.
Mrs. Mildred S. Mitchell, owner of property at 1208 Mangoustine Avenue, Condem-
nation Report No. 75-666, appeared to support her request for a t~me extension. Commissioner
Meyer moved to authorize a 90 day t~me extension for same. Seconded by Commissioner Sten-
strom and carried.

Commissioner Stenstrom moved to deny additional time extensions and to authorize demolition
as recommended by the Minimum Housing Code Inspector. Seconded by Commissioner Morris and
carried. :
Resolution Number 1206 was read' in full and adopted. Said resolution being in
words and figures as follows:
RESOLUTION OF THE CITY COMMISSION OF THE CITY
OF SANFORD, FLORIDA, EXTENDING AN INVITATION
TO THE KING OF SWEDEN TO VISIT THE CITY OF SANFORD
DURING HIS BICENTENNIAL CELEBRATION VISIT TO THE
UNITED STATES.
WHEREAS, the City Commission has been advised that the King of
Sweden plans to visit the United States in April, 1976, to take part in the
Bicentennial celebration, and
WHEREAS, the City Commission feels that it would be appropriate to
extend an invitation to His Majesty to visit the Sanford area, and specifi-
cally to visit and view the historical documents situated in the General Henry
S. Sanford Memorial Library, which said documents include General Sanford's

WHEREAS, the City Commission views with pride the fact that the
City of Sanford was founded by General Sanford who in 1873, with the aid of
Dr. William Henschen established a community known as New~Upsala in honor of
Dr.~ Henschen'~s native city ink.Sweden, which resulted in~appr~oximately seventy-
five Swedish immigrants locating and establishing homesteads in the area, and
WHEREAS, the City Commission is. cognizant of the profound impact
that.the descendents of the~original Swedish~settlers have had~in the field·
of business, agriculture, law, politics, and many civic activities in the
Sanford and Seminole County area.. ,,, ~,~...~ ,.
NOW, THEREFORE, BE IT~RESOLVED by.the City Commission of the City
of Sanford, Florida, that the ~City Commission join~with, the Sanford Chamber of
Commerce and the Board of Trustees of the General Sanford Library and Museum
in extending an~invitation to the King of Sweden to visit the City of Sanford
~duringhis Bicentennial visit to the United States. ·
BE IT FURTHER RESOLVED that a copy of this Resolution be forwarded
to,the Minister of the Royal Swedish Embassy in-Washington, ~D. C.
THIS RESOLUTION adopted this 26th day of January, 1976.

crew for the year, to receive awards~as follows: ~
1. Paint a gold star and the names of the crew on the side of the packer
