The City Commission of the City of Sanford, Florida, met in regular session in
the City Hall in the City of Sanford, Florida, at 7:00 o'clock P. M. on February 23, 1976.

Commissioner Meyer moved.to.remove from table a public hearing to consider closing,
vacating and abandoning alleys~betweeni'.18th~Stre, et and 20th Street and between Chase-Avenue
and Lake Avenue. Said public hearing tabled at regular meetingof February 9, 1976.

The Chairman announced that the Commission would hear from those persons present

Mr. Charles M. Rogers, 1915 Chase' Avenue, appeared to object to the proposed closing.
Commissioner Morris moved to authorize the City Attorney to prepare the proper ordi-
nance to close~ vacate and abandon, and retain as utility easements, the north-south and
east-west alleys between 18th Street and 20th Street and between Chase Avenue and Lake Avenue.
Seconded by Commissioner McClanahan:and carried over the dissenting votes of Commissioner
Stenstrom and Commissioner Meyer.

on February 10, 1976, as follows:

THE ZONING ORDINANCE OF THE CITY OF SANFORD, FLORIDA.
Notice is hereby given that a Public Hearing will be held at the
Commission Room in the City Hall in the City of Sanford, Florida, at
7:00 o'clock P. M. on February 23, 1976, to consider changes and amend-
ments to the Zoning Ordinance of the City of Sanford,.Florida, as fol-
lows:
That property lying on the West side of Upsala Road, opposite
Larkwood Drive, and North of Tee N' Green Estates, is proposed
to be rezoned from SR-1 AA (Single-Family Residential) Dis-
trict. Said property being more particularly described as

The Chairman announced that the Commission would hear from those persons present
to speak in favor of, or in opposition to, the proposed rezoning.
· Jeff Davis, representing Shoemaker Construction Company, appeared in support of
~the .pr°p°sed rezoning, and stated they planned to construct residences of 1300 square feet
iand a nice convenience store on the property.
On recommendation of the Planning and Zoning Comm±ssion, Comm±ss±oner Stenstrom
imoved to authorize the City Attorney to prepare the proper ordinance to rezone the property
as advertised. Seconded by Commiss£oner Meyer and cart-led.
On recommendation of the Planning and Zoning Commission, Commissioner Morris moved
to authorize the Mayor and City Clerk to execute the Plat of Uppland Park. Seconded by Com-
sioner Stenstrom and carried.
Request submitted from the Sanford Airport Authority for transfer of funds within
their budget, as follows:

Commissioner Meyer moved to authorize same. Seconded by Commissioner Morris and carried.
Request submitted for a 90 day time extension on Condemnation Report No. 75-705,
Group No. 39, 1509 West 17th Street, Herman J. Rembert, Sr., owner. On reco'mmendation of
the Minimum Housing Code Inspector and on approval of the City Manager, Commissioner McClanahan
i'moved to authorize same. Seconded by Commissioner stenstrom and ca~rried.
On motion of Commissioner Meyer, seconded by Commissioner Stenstrom and carried,
Ordinance No.1328, entitled:
AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA,
AMENDING CRDINANCE NO. 998 OF THE CITY OF SANFORD,
FLORIDA, THE SAME BEING KNOWN AS THE SANFORD
COMMUNITY ANTENNA TELEVISION FRANCHISE ORDINANCE,
SAID AMENDMENT AMENDING THE RATE SCHEDULE AS
PROVIDED FOR IN SECTION 15 OF SAID ORDINANCE, SAID
AMENDED RATE SCHEDULE BEING ATTACHED HERETO AND
MADE A PART HEREOF; AND PROVIDING AN EFFECTIVE
DATE.

DECLARING ITS INTENTION TO ANNEX WITHIN THE
CORPORATE AREA OF THE CITY OF SANFORD, FLORIDA,
AT THE EXPIRATION OF THIRTY DAYS FROM THE APPROVAL
OF SAID ORDINANCE A PORTION OF THAT CERTAIN PROPERTY
LYING BETWEEN EAST 29TH STREET AND 30TH STREET,
EXTENDED EAST, AND BETWEEN MAGNOLIA AVENUE AND
PARK AVENUE IN ACCORDANCE WITH THE PROVISIONS OF

Recommendations dated February 20, 1976 submitted from the Planning and Zoning
Commission, as follows:
1. Recommend approval for beer and wine sale for consumption on premises at 210
East First Street. (Mr. Buck)
2. Recommend approval for beer and wine sale for consumption on premises at 1008
French Avenue as a food establishment. (Mr. Baio)
3. Recommend approval for beer and wine sale for consumption on premises at San-
ford Plaza, Unit 8, 1128 State Street. (Mr. Buccellato)
Commissioner Meyer 'moved to authorize same. Seconded by Commissioner Stenstrom and carried.
Fred Davis, representing Flagship Bank of Orlando, was present to support his re-
quest for release of Certificates of Occupancy at Hidden Lakes. The City Manager and the
City Engineer were authorized to work out releases of Certificates of Occupancy at residences
not affected by improper underground wiring of street lights.
On motion of Commissioner Morris, seconded by Commissioner Meyer and carried, minutes
of February 5, 9 and 16, 1976, were approved.
Commissioner Morris moved to authorize payment of balance of $1,000 to Fitzpatrick
and Hartsock, Certified Public Accountants, for the annual audit. Seconded by Commissioner
Meyer and carried.

,~ On recommendation of the City Manager, Commissioner Meyer moved to accept low bid of General
Technology, Inc., in amount of $6,248 for the TV Camera Surveillance System; and low bid from
Mac Smith Equipment Company in amount of $8,170 for a radial arm ·mower; and to reject all bids
for a Trenching Machine. Seconded by 'Commissioner McClanahan and carried.
Commissioner, Stenstrom moved ~to authorize the purchase of the TV Camera Surveillance
System from the Police Security Complex Construction Trust Fund; and to authorize the Mayor
and City Clerk to execute a note at a tocal ~bank to finance the radial arm mower, over a period
of three years. Seconded by Commissioner McClanahan and carried.
On recommendation of the City Manager, Commissioner Stenstrom moved to adopt a grievance
procedure as part of the Administrative Procedure Policy Manual. Seconded by Commissioner
Morris and carried.
The City Manager submitted a report on the standard leasing procedures for the
Civic Center. Commissioner McClanahan moved to adhere to the rental lease fees as stated in
the lease schedule. Seconded by Commissioner Morris and carried over the dissenting vote of
Commissioner Stenstrom.
On recommendation of the City Manager, Commissioner Morris ~m0ved to void City Lien
No. 22 and No. 29, which were recorded in public records after a tax deed sale was completed.
Seconded by Commissioner McClanahan and carried.
Commissioner Morris moved to approve actions as follows:

Seconded by Commissioner Meyer and carried.
Commissioner McClanahan moved to authorize to recognize Monday, July 5, 1976 to
be a holiday for City Employees. Seconded by Commissioner Meyer and carried.
Commissioner Meyer moved to establish city policy on street lighting, as follows:
The City install street lights, concrete poles, underground wiring, except in sub-
divisions, and own the utilities; and to modify the subdivision ordinance to request
the street lights to be turned over to the City, to become city owned systems.
Seconded by Commissioner Stenstrom and carried.
Commissioner Meyer moved to authorize the street lights on South SanfOrd Avenue
at Sanora Subdivision to conform to the policy, as adopted, and transfer of funds from Con-
tingency for same. Seconded by Commissioner Stenstrom and carried.
Commissioner Meyer moved to authorize the City Attorney and City Manager to pre-
pare a proposed local option for PERC. Seconded by Commissioner McClanahan and carried.
On recommendation of the City Manager, Commissioner McClanahan moved to authorize
one heavy equipment operator IV position, and eliminate two laborer positions in the Utility
Department, Sewer Division. Seconded by Commissioner Morris and carried.
Commissioner McClanahan moved to authorize the City Attorney to file a friendly
suit against the City of Lake Mary, to ascertain whether property annexed by the City of
Sanford and incorporated by the City of Lake Mary in its boundaries is actually in the City
of Sanford or the City of Lake Mary. Seconded by Commissioner Stenstrom and carried over
the dissenting votes of Mayor Moore and Commissioner Meyer.
Commissioner McClanahan ~moved to notify the City of~Lake Mary that the water pur-
chase contract offered to the City of Lake Mary by the City of Sanford will become null and
void, if it is not executed by March 15, 1976. Seconded by Commissioner Stenstrom and car-
ried over the dissenting vote of Commissioner Morris.
There being no further business, the meeting was adjourned.
