A public hearing was held in accordance with notice published in the Evening Herald on February 23, 1976, as follows: NOTICE OF A PUBLIC HEARING TO CONSIDER THE ADOPTION OF AN ORDINANCE BY THE CITY OF SANFORD, FLORIDA. Notice is hereby given that a Public Hearing will be held at the Commission Room in the City Hall in the City of Sanford, Florida, at 7:00 o'clock P. MIDSTATE LEGAL SUPPLY COMPANY 19 76 Contracts were authorized to be paid when approved by the City Manager and City Edgineer; !and to be submitted to the City Commission at t~e~ next 'meeting. On 'motion of Commissioner Meyer, seconded by Commissioner Stenstrom and carried, the Mayor and City Clerk were authorized to execute Amendment No. 2 to the Cooperation Agree- ment between the Sanford Housing Authority and the City of Sanford. Mr. Robert Lorman, Chairman, Building Committee of the Federation of-Senior Citizens ~ l~of Seminole County, appeared to outline Plans to'construct a permanent Senior Citizen Center in Fort Mellon Park, and to request the Commis'Sion to reconfirm use of the site. Commissioner Meyer 'moved to commit' the City of Sanford to provide space in the Fort Mellon Park for the struct~ure. Seconded by Commissioner Stenstrom and carried. John Krider, representing the Bankers Committee of the Chamber of Commerce, presented ~/tia recommendation to build a new City Hall on the North Park Avenue site. He stated the Down- town Development Corporation, Downtown Businessmen's Association, and SISTER also concurred in this recommendation. Commissioner Morris moved to reconsider previous acti°n.::tO idesignate the new City Hall site as the 14 acre lakefro~t.. Seconded'bY C0m~issiOner IMcCl~anahan and carried. Commissioner Morris moyed to.designate~as.;.the C]itYlHall site that property lying West of Park Avenue, Northi'of,FUDton Str,ee~. an~dzSOUth oflLake Monroe; and to give considera- tion to closing to vehicular traffic that part of Park Avenue lying between Fulton Street and Seminole Boulevard. Seconded by Commissioner Meyer and carried over the dissenting vote of Commissioner Stenstro'm. Commissioner Morris 'moved to authorize the City Manager and City staff to continue to negotiate to acquire property located West of the present City Hall site, at the most reasonable purchase price, and failing that, to consider condemnation. Seconded by Commis- sioner McClanahan and carried over the dissenting vote of Commissioner Stenstrom. Consideration next given to offer from the Flagship State Bank to sell for $180,000 the property West of the City Hall and Welaka Apartment site. Commissioner McClanahan moved to not consider the Welaka Apartment'site in the negotiations. Seconded by Commissioner Meyer. Motion failed to carry over the dissenting votes of Mayor Moore, Commissioner Morris and Commissioner Stenstrom. Commissioner Morris'moVed to authorize the City Manager t° negotiate and explore with Flagship State Bank of Sanford for a package deal for property West of the City Hall and the welaka Apartment site, or for any portion that would be to the best advantage of the ; ,::. Set a public hearing for:March 18, 19:76, to consider as a conditional use, the use of mobile homes on owner-occupied lots in the SR-1 zones as single family residences, n0t. as~conditional use inany other zoned district. The Commission affirmed that the City Policy on street paving will remain as adopted at meeting of February 9, 1976. Commissioner Meyer moVed to authorize a public hearing to be held April 12, 1976, to consider closing, vacating and abandOning Maple Avenue between 22nd Street and 24th Street. Seconded by Commissioner Stenstrom and carried. Commissioner Meyer moved to decline to authorize a public hearing to consider Item #2, above, to amend Section 18-19 of the City Code. Seconded by Commissioner Stenstrom and carried over the dissenting vote of Commissioner McClanahan.
