M. on April 12, 1976. Present: Mayor-Commissioner Lee P. Moore Commissioner John G. Morris Commissioner A. A. McClanahan Commissioner Julian L. Stenstrom Commissioner Gordon T. Meyer City Attorney C. Vernon Mize, Jr. City Manager W. E. Knowles City Clerk H. N. Tamm, Jr. Police Chief Ben E. Butler The meeting was called to order by the Chairman. A public hearing was held to consider condemnation of 12 structures or buildings on Report Numbers 76-731 through 76-742, Group 41, and in accordance with notices authorized at the meeting of March 22, 1976. The Chairman announced that the Commission would hear from any property owner or representative thereof. Seconded by Commissioner Meyer and carried. Bob Ball, 301 West First Street, appeared to support the proposed street closing. Commissioner Morris ·moved to authorize the City Attorney to prepare the proper ordinance to close, vacate and abandon Maple Avenue as described in the foregoing notice of public hearing. Seconded by Commissioner Meyer and carried. Maheu, Manager, Florida Public Utilities Company in Sanford, for the City to pave Cedar Avenue, for a distance of 100 feet North of the North right-of-way of West Sixth Street. Commissioner McClanahan moved to abide by City Policy requiring the paving to be done by the commercialdevelopez. Seconded by Commissioner Morris and carried. Request submitted from the Sanford Seminole Jaycees for use of the Chamber of Com- merce ~arking lot and for an exempt license to hold a "Kids Day" April 27 and 28, 1976. Commissioner McClanahan moved to authorize an exempt license and use of the Chamber of Com- merce parking lot for same upon submission of proper insurance. Seconded by Commissioner Morris and carried. Commissioner Meyer moved to authorize to obtain insurance for the Auxiliary Police- men of the City from Travelers Insurance Company, as follows:. $5,000 Accidental Death, $2,000 Blanket Medical with an annual premium of $75.40. Seconded by:Commissioner Stenstrom and carried. Commissioner McClanahan moved to authorize payment of statement submitted by City Attorney C. Vernon Mize, Jr., inamount of $50~ in the case of J. Clayton Hartsoe vs City of 'Sahford. Seconded by Commissioner Morris and car~ried. On motion of Commissioner~ Meyer, seconded by· Commissioner Stenstrom and carried, the Mayor was authorized to execute an Interlocal Agreement with Seminole County for a Bi- Centennial beautification project along the lakefront. Letter submitted from G..Troy. Ray, Seminole. County Tax Collector, and approved by the State of Florida Department:.of Revenue requesting a refund to James F. Cowan of dupli- cate payment of city taxes in amount of $40.42. Commissioner Morris moved to authorize same. Seconded by Commissioner McClanahan and carried. Mr. and Mrs. Walter L. Lee and Mr. Stephen R. Frana were present to support a request to pave 24th Place, EaSt of Grandview Avenue. Commissioner McClanahan moved to authorize to include 225 feet of 24th Place, East~of Grandview Avenue, in the Revenue Sharing Trust Fund Street Paving Program at an estimated cost of $2,475. Seconded by Commissioner Ste·nstrom and carried. Request submitted for a 90 day time extension on Condemnation Report Number 74-607, 1310 West Seventh Street, Robert Walton, owner. On recommendation of the Minimum Housing Code Inspector and on approval of the City Manager, Commissioner Meyer moved to authorize same. Seconded by Commissioner Stenstrom and carried. The City Manager reported that the Flagship State Bank of Sanford had offered to sell to the City for $100,000, that property lying West of and abutting the present City Hall site. The City Manager submitted a review of 1973 Florida StatUtes of the procedure re- quired for professional contracts, and.recommended action as follows: Commissioner McClanahan moved to authorize same. carried. Mr. Art Maheu, Florida Public Utilities Company, appeared to request the Commission to pave'Cedar Avenue, for a distance of 100 feet.~North' of the,North right,of-way line of West Sixth Street, abutting the site of their proposed new-commercial building. He stated when the project was started, he had been told that-the .City would pave'the street. Commis- sioner Meyer moved to rescind previous action to,deny the request. Seconded by Commissioner Stenstrom and carried.. Commissioner Stenstrom moved to include the 100'feet of Cedar Avenue in the Revenue Sharing Trust Fund Street Paving Program, since prior commitments were made by the City, under the policy ,in effectat that time. Commissioner Meyer moved to authorize a transfer of $360 from Contingency to the Police Department, Animal Control Division Account # 2-01-26349-8 for materials to construct a dog cage.
