The City Manager reported that.this entrance is considered to be a sidewalk and not covered in the program. That that certain property in Seminole County, Florida, described as follows be and the same is hereby annexed to and made a part of the City of Sanford, Florida, pursuant to the voluntary annexation provisions of Chapter 171.044, Laws of Florida, 1975: The South 1/2 of Lot 51 NEW UPSALA SUBDIVISION, according to the Plat thereof as recorded in Plat Book 1, Page 67, Public Records of Seminole County, Florida. SECTION 2. That upon this ordinance becoming effective, the residents and property owner in the property described herein shall be entitled to all the rights and privileges and immunities as are from time to time granted to residents and property owners of the City of Sanford, Florida, and as are further provided in Chapter 171, Laws of Florida, 1975, and shall further be subject to the responsibilities of residence or ownership as 'may from time to time be determined by the governing authority of the City of Sanford, Florida, and the provisions of said Chapter 171, Laws of Florida, 1975. SECTION 3. That this ordinance shall become effective immediately upon its passage and adoption. A copy shall be available at the office of the City Clerk for all persons desiring to examine the same. Ail parties in interest and~citizens shall-have an opportunity to be heard at said hearing. Authorize Loomis Leedy to prepare a contract for fiscal set- vices for said bond issue, and further, to initiate prepara- tion of a Certificate of Sale and Bond Ordinance. Seconded by Commissioner McClanahan and carried. On recommendation of the City Manager, Commissioner Stenstrom moved to purchase a used Model 503 L Gallion grader, for $18,000 and trade in 1961 Gallion grader, and to autho- rize the Mayor and City Clerk to execute a three-year note for purchase of same, with the first payment to be included in the 1976-77 budget. Seconded by Commissioner Morris and carried. The City Manager reported that Milton Hood, Montrose, New York, had requested use of the Civic Center, with sale of alcoholic beverages, on October 29, 1976, for an adult dance and faShion show Commissioner McClanahan moved to table consideration of same, pending receipt of additional information. The City Manager reported that Seminole County had asked the City to suggest road, sidewalk and traffic improvement projects that would be of mutual interest to the City and the County. The Commission~suggested the County pave their portion of county streets, lying between paved streets in the City of Sanford, and take over the white, ay lights outside the citY. The Commission authorized the City Manager to proceed with an engineering study of traffic signal needs at the intersections of Park Avenue and Third Street and Park Avenue and Ninth Street. The City Manager reported that James Harvey, :Osteen, requests consideration of annexation of Lot 2, Block 6, A. B. The City Manager reported that HUD is considering a plan whereby foreclosed resi- dential units would be removed from the market and transferred to the local housing authority for use as low income housing, exempt from taxation. The City Manager was instructed to relay to the Sanford Housing Authority that the City did not favor this type of endeavor. On recommendation of the City Manager, Commissioner Stenstrom moved to authorize Airport personnel to be included in the city contract for medical and hospital insurance with Blue Cross-Blue Shield, at Airport Authority expense. carried. The Chairman then called for a vote on the motion as amended, and same was carried. The City Manager was authorized to direct a letter to Reverend Eubanks, that the Commission will consider his request for additional work at 1402 West 16th Street after the Street Paving Project has been completed. Commissioner McClanaha'n moved to turn off the white-way lights along the lakefront, on Seminole Boulevard, outside the City Limits. Seconded by Commissioner Morris. Motion failed to carry over dissenting votes of Acting Mayor Meyer and Commissioner Stenstrom. The City Manager was authorized to. request Seminole County to take over the white- way lights outside the City Limits.
