MIDSTATE LEGAL SUPPLY COMPANY
The City Commissio'n of the City of Sanford, Florida, met in regular session in
the City Hall in the City of Sanford, Florida, at 7:00 o'clock P. M. on May 24, 1976.

The meeting was called to order by the Chairman.
A public hearing was held in accordance with notice published in the Evening Herald
on May 10,1976, as follows:

Notice is hereby given that a Public Hearing will be held at the
Commission Room in the City Hall in the City of Sanford, Florida, at

Ail parties in interest and citizens shall have an opportunity
to be heard at said hearing.

ENTITLED BUILDINGS, SAID AMENDMENT CHANGING
THE METHOD OF MAILING A NOTICE OF CONDEMNATION

.introduced and placed on its first reading and read in full at the meeting of May 10, 1976,
was next placed on its final reading. After being read by title, Commissioner Morris moved
on its passage and adoption.-Seconded by Commissioner McClanahan and carried.
Thereupon, the Chairman announced that the City Commission of the City of Sanford,
Florida, had passed and adopted said Ordinance No. 1339, entitled:

On motion of Commissioner Stenstrom, seconded by Commissioner McClanahan and car-
ried, minutes of April 26 and May 10, 1976, were approved.
The City Attorney reported on the findings in a case against Broward County in which
the Florida Supreme Court had determined that double taxation exists where the tax is pri-
marily for unincorporated areas and no real or substantial benefit is received by the muni-.
cipalities.
Commissioner Morris moved to authorize the City Attorney to direct a letter to the
Seminole County Commission, requesting them to reconsider their position on. double taxation.
Seconded by Commissioner McClanahan and carried.
Commissioner Morris moved to appoint Commissioner Stenstro'm and the City Manager
to meet with the Seminole County Tax Commission to study double taxation. Seconded by Com-
missioner McClanahan and carried.
Alfred DeLattibeaudiere appeared to request the Commission to waive the cost of
a building permit fee for repairs to homes'under the Energy Conservation and Home Winteriza-
tion program, sponsored by SEEDCO, for low income home-owners, with SEEDCO to pay half the
material cost. Commissioner McClanahan 'moved to approve the request. Seconded by Commis-
sioner Stenstrom and carried.
The City Manager submitted a tabulation of bids for three tanks and three pumps for
the Public Works Co'mplex, as follows:

of Don Wood, Inc. for Item 4.
On recommendation of the City Manager, Commissioner Morris moved to accept low bid of Win-
chell Equipment Company in amount of $3,393.50, for pumps and controls, and low bid of Modern
Welding in amount of $1,800 for three 3,000 gallon tanks. Seconded by Commissioner Stenstrom

The City Manager submitted a tabulation of bids for shell base material for the
Public Works Complex, as follows:
Florida Rock $5.30/ton (approx. $7~15 cubic yard)

On recommendation of the City Manager, Commissioner McClanahan moved to accept the low bid

Carl E. Helms, from Fireman D to E - $9,422.40 annual.
Eugene H. Rogers, from Fireman C to D - $8,964.80 annual.
Richard A. Cohen, from Fireman E to F - $9,900.80 annual.
Seconded by Commissioner McClanahan and carried.
The Suggestion Review Committee submitted a recommendation for a $25 award to Betty
Robinson for suggestion to use Certified Mail rather than Registered Mail for condemnation
notices. Commissioner McClanahan moved to authorize same.

On recommendation of the City Manager, Commissioner Morris moved to authorize lease
of the Civic Center on February 12, 1977 to Beta Sigma Phi at the regular fee of $250, with
alcoholic beverages. Seconded by Commissioner McClanahan and carried.
On recommendation of the City Manager, Commissioner Stenstrom moved to include
Albright Road in the Revenue~ Sharing Street Paving Program, at estimated cost of $11,000.
Seconded by Commissioner Morris and carried.
On recommendation of the City Manager, Commissioner Stenstrom moved to authorize
lease of the Civic Center on October 29, 1976 to Milton Hood, Montrose, New York, at the
regular fee of $250, with alcoholic beverages, for an adult dance and fashion show. Seconded
by Commissioner McClanahan and carried over the dissenting vote of Commissioner Morris.
On recommendation of the City Manager, Commissioner McClanahan moved to authorize
a 5.5% cost of living salary adjustment for the 1976-77 budget. Seconded by Commissioner
Morris and carried over the dissenting vote of Commissioner Stenstrom.
Commissioner McClanahan reported he had been informed the Board of Directors of
the Seaboard Coast Line Railroad, at a meeting in Jacksonville on May 20, 1976 had authorized
the donation to the City of approximately four acres of land abutting Ninth Street and Pop-

and further, to request Mr. Kirk to hold said two blocks of'property for sale to the City,
pending application to HUD.
The Board of Commissioners of the Sanford Housing Authority submitted a recommen-
dation to re-appoint George W. Brown to said Board. Commissioner Morris moved to authorize
the recommended action. Seconded by Commissioner Stenstrom and.carried. ~' .
On recommendation of the City Manager, commissioner Morris moved to authorize the
Mayor and City Clerk to execute an agreement with Chase and Company, for maintenance of a park
on Myrtle Avenue between Second'Street and Third 'Street. Seconded bY Commissioner McClanahan
and carried.
On recommendation of the City Manager, Commissioner Morris ~moved to authorize the
Mayor to execute an agreement with The Leedy Corporation, for fiscal services for a proposed
bond issue to finance a City Hall and a Public Works Complex. Seconded by Commissioner Mc-
Clanahan and carried.
Commissioner McClanahan moved to authorize 'maintenance contract on the outside
TV scanners at the Sanford Law Enforcement Center, in amount of $55 a month. Seconded by
COmmissioner Morris and carried.
The Central Contractor's Examining Board submitted recommendations dated May 17,
1976, as follows:
Recommend adoption of the 1976 Edition. of the Standard
Building Code, with Appendix "D", (Sec. 6-1, City Code)
PurpoSe: Update code. Includes "Handicap Accessibility"
~section.
Recommend adoption of the 1976 Edition of the Standard Gas
Code. (Sec. 12-1, City Code)
Purpose: Update Code.
Recommend adoption of the 1976 Amendment of the 1975 Edition
of the Standard Plumbing Code, amended as follows:(Sec. 19-1
and 19-3, City Code)
A. Amend Section 1212.1(b) to read, as follows:
Enclosure (1)
(b) Underground - Substitute copper water tube, minimum
Type L, for both references to Type M copper tube.
Add new sentence to end of paragraph as follows:
"Copper water tube under slab shall be a continuous
loop, or all approved fitting 'must be silver soldered."

Recommend A1 Porzig as a member of the Central Examining Board
to replace Mr. Harry Lee, whose resignation has been accepted.
Recommend the reappoint'ment of the following members of the

On recommendation of the Central Examining Board, Commissioner Morris ~moved to
amend the Central Examining Board Rules and Regulations regarding Pool Contractors, to con-

1976 Edition of the Standard Building Code, with Appendix "D", (2) to adopt the 1976 Edition
of the Standard Gas Code, (3) to adopt the 1976 Amendment to the 1975 Edition of the Stan-

The Commission established a City Policy for street lights in subdivisions as fol-
lows: Developer to furnish and install same, except city crews to assist, when available.
The City Manager submitted appraisals of Out Lot No. 1, less the North 230 feet,
as follows:

Average: $20,725.

amount of $200 for legal descriptions for liens to be included in a foreclosure suit to be
filed by the City. ~Commissioner McClanahan moved to authorize payment of same. Seconded by.

Commissioner Stenstrom moved to authorize the Mayor and City Clerk to execute a lease
with Seminole Community College for water storage facilities. Seconded by Commissioner Mc-
