June 1 at 10:00 A.M. 19.76 ~ MiDSTATE LEGAL SupPLY C~ The City Commission of the City of Sanford, Florida, met in Special Session in the City Hall in the City of Sanford, Florida, at 10:00 o'clock A. M. on June 1, 1976. Present: Mayor-Commissioner Lee P. Moore Commissioner John G. Morris Commissioner A. A. McClanahan CommissiOner Julian L. Stenstrom Commissioner Gordon T. Meyer City Manager W. E. Knowles City Clerk H. N. Tamm, Jr. Absent: City Attorney C. Vernon Mize, Jr. Police Chief Ben E. Butler The Chairman announced that the purpose of the 'meeting was to select a priority rating of the four architectural organizations, which made presentations to the City Commis- sion May 25, 1976, and to establish a negotiation procedure for a contract for the City Hall design work. A Roll Call Vote was taken to establish first priority, as follows: Commissioner Morris: First - Schweizer Associates, Inc. Second - Paul Robin John & Bertram S. Warshaw and Associ- ates. Third - Watson and Company. Fourth - Gutman Dragash and Matz and Eoghan N. Kelly. Commissioner McClanahan: First - Watson and Company Second - Gunman Dragash and Matz and Eoghan N. Kelly. Third - Paul Robin John and Bertram S. Warshaw and Associ- ates. Fourth - Schweizer Associates, Inc. Commissioner Stenstrom: First - Watson and Company, Second - Schweizer Associates, Inc. Third - Paul Robin John and Bertram S. Warshaw and Associ- ates. Fourth - Gutman Dragash and Matz and Eoghan N. Kelly. Commissioner Meyer: First - Gutman, Dragash and Matz and Eoghan N. Kelly. Second - Paul Robin John and Bertram S. Warshaw and Associ- ates. Third - Schweizer Associates, Inc. Fourth - Watson and Company. Seconded by Commissioner Stenstrom and carried. ~ -~ ~ Thereupon, the Chairman announced that the Commission had selected Watson and Com- pany, Architects - Engineers - Planners, Tampa and Orlando, Florida, as first priority. Warshaw and Associates Commissioner Morris moved to establish Paul Robin John,~Mt. Dora, and Bertram S. Warshaw and Associates, Inc., Daytona Beach, as second priority. McClanahan and carried. Seconded by Commissioner Thereupon, the Chairman announced that the City Commission of the City of Sanford, Florida, had selected Paul Robin John and Bertram S. Warshaw and Associates, Inc. as second priority. Commissioner Meyer moved to establish Gutman, Dragash and Matz, and Eoghan Kelly as third priority. Seconded by Commissioner McClanahan and carried over the dissenting vote of Commissioner Stenstrom. Thereupon, the Chairman announced that the City Commission of the City of Sanford, Florida, had selected Gutman, Dragash and Matz and Eoghan Kelly as third priority. Commissioner Stenstrom moved to establish Schweizer Associates, Inc. as fourth priority. Seconded by Commissioner Morris and carried. .M. The City ~nager was authorized to discuss contract terminolog~ with Watson and Company, and to submit the contract to the Commission formegotiations. The Chairman called a Special Meeting to be held on June 10, 1976 at 12:00 Noon to review the contract and any other business to'come before the Commission. The City Manager was authorized to obtain a survey and title search for approxi- mately seven acres of property to be donated by Seaboard Coast Line Railroad, and located on Poplar Avenue and Ninth Street. The City Manager was instructed to direct a letter to George McGammon, San Situs, Ltd., stating that the project is to be developed in accordance with plans submitted and approved by the Commission and the southern half of Shannon Dr~e is to be developed at the time property on that corner is developed.
