The City Commission of the City of Sanford, Florida, met in Special Session
the City Hall in the City of Sanford, Florida, at 12:00 o'clock Noon on June 9, 1976.

The meeting was called to order by the Chairman.
The City Manager reported that on June 3, 1976, .the Planning and Zoning Commission
had approved the Pizza Inn site plan, to be located at the Southeast corner of the intersec-
tion of 17-92 and Shannon Drive, contingent upon approval of the City Commission regarding
the completion of the paving of a portion of Shannon Drive.
Mr. George McGammon, partner of San Situs, Ltd., and Mr. John Rife, representing
Pizza Inn Company, were present to discuss the construction of a restaurant and the paving
of Shannon Drive.
Commissioner Morris moved to approve the site plan, subject to dedication of street
right-of-way for Shannon Drive for the depth of the lots fronting on 17-92, and that the
street widening and paving be done simultaneously with any development of property to the
rear. Seconded by Commissioner Stenstrom and carried over the dissenting votes of Commis-
sioner Meyer and Commissioner McClanahan.
Planning and Zoning Commission submitted a recommendation dated June 4, 1976, as
fOllows:
Recommend approval for sale of Beer and Wine for Consumption
on Premises at proposed Pizza Inn at 17-92 and Shannon Drive.
Commissioner Morris moved to authorize same. Seconded by Commissioner Meyer and carried.
Seminole County Sheriff John Polk appeared to support a request to encroach on the
Westerly right-of-way of Hood Avenue for a distance of 16½ feet for construction of temporary
modular jail facilities which would be removed and the site restored to its original condi-
tion by late 1979 or 1980.
Commissioner McClanahan moved to authorize Seminole County to construct these facili-
ties, with the understanding that they would be removed by 1980, and the site restored to its
original condition; and to authorize the City to enter into an agreement with Seminole County
for same, with a reverter clause to restore the property to its original condition. Seconded
by Commissioner Morris and carried.
Letter submitted by SISTER, Inc., recommending the clock to be restored to the center
of the intersection of Park Avenue and First Street. Commissioner Meyer moved to table con-
sideration of same. Seconded by Commissioner McClanahan and carried.
On motion of Commissioner Morris, seconded by Commissioner Stenstrom and carried,
minutes of May 24 and June 1, 1976 were approved.

were present to discuss architectural fees and services for proposed construction of a new
city hall.
Commissioner Stenstrom moved to authorize a contract with Watson and Company for
architectural services for a new city hall, with a fee of 7% of the construction cost, or
for a lump sum of $97,500, whichever is less. Seconded by Commissioner McClanahan. Motion
failed to carry over dissenting votes of Mayor Moore, CommissiOner Morris and Commissioner
Meyer.
Commissioner Morris moved to authorize a contract with Watson and Company for archi-
tectural services for a new city hall, with a fee of 6.5% of the construction cost, with a
construction budget cap of $1.3 million. Seconded by Commissioner Stenstrom and carried
over the dissenting vote of Commissioner Meyer
