The City Commission of the City of Sanford, Florida, met in regular session in
the City Hall in the City of Sanford, Florida, at 7:00 o'clock P. M. on June 28, 1976.

Mrs. Myrtle Gradick, representing SISTER, Inc., appeared to request the Commission
to consider utilizing certain fixtures from the old City Hall in the new City Hall.
Ms. Terri Buratti, President of Redding Gardens Tenant Association, appeared and
stated her association had not received answers to questions and allegations directed to
the Commissioners of the Sanford Housing Authority,
The Mayor stated that the City Commission can only appoint Commissioners to the
Sanford Housing Authority.
Mr. Jack St. Denis appeared to support a request to authorize sale of Alcoholic
Beverages, C.O.P., at 212 West First Street, for a lunch and supper club, with a seating
capacity of more than 200. Commissioner Meye= moved to authorize the request. Seconded by
Commissioner Morris and carried over the dissenting vote of Commissioner McClanahan.
Mr. Stevens, representing Rose-Ellens Furniture Store, 2535 Park Avenue, appeared
to support a request for outside display of merchandise to hold a Special Sale July 1, 1976

Request submitted for a 90 day time extension on Condemnation Report No. 74-540,
Group 28, 815 Pecan Avenue, Mrs. Vernice Debose, oWner. On recommendation of the Minimum
Housing Code Inspector and the City Manager, Commissioner Morris moved to authorize same.
Seconded by Commissioner McClanahan and carried.
Recommendations dated June ~8, 1976 submitted from the Planning and Zoning Commis-
sion, as follows:
1. Recommend approval for rezoning from SR-1AA to RC-1, approximately four (4)
acres at NE corner of Art Lane and Lake Mary Boulevard. Proponent requested
GC-2, but~Board determined his proposed use would be permitted in RC-1 and
did not feel GC-2 would be appropriate for the area.
2. Recommend approval for rezoning 'from MR-2 to RC-1, that property ~at 708 Elm
Ave., Lots 4 & 5, Block 9, Tier 7, ToWn of Sanford.
Commissioner Stenstrom moved to authorize a public hearing to be held July 12,
1976 to consider Item No. 1. Seconded by Commissioner Meyer .and carried.
Commissioner Meyer moved to authorize a public hearing to be held July 12, 1976
to consider Item No. 2. Seconded by Commissioner Stenstrom and carried.
On motion of Commissioner 'Meyer, seconded by Commissioner Morris and carried, Ordi-
nance No. 1346, entitled:

AMENDING SECTION 28-43 (b) OF ARTICLE III OF
CHAPTER 28 OF THE CODE OF THE CITY OF SANFORD,

SEWERS AND SEWAGE DISPOSAL', SAID AMENDMENT
PROVIDING FOR A CHANGE IN THE WATER AND SEWER

On motion of Commissioner McClanahan, seconded by Commissioner Morris and carried,
minutes of June 9 and June 12, 1976, were apprOved.
Recommendations next submitted for appointment to the Sanford Housing Authority
Board of Commissioners, as follows:
Stanley Muller, recommended by Dick Evans, Edward Blacksheare and D. C. McCoy.
Bernard BroWn, recommended by the Seminole Joint Tenants Council.
Joseph Caldwell, recommended by the Westside Improvement Association.
John Colbert, recommended by Commissioner McClanahan.
Commissioner McClanahan moved to appoint John Colbert as a Commissioner of the
Sanford Housing Authority. Seconded by Commissioner Meyer and carried.
The City Manager reported that the 90 day period to purchase the bank property
abutting the City Hall property would expire July 13, 1976. Commissioner McClanahan moved
to authorize $5,000 earnest money for the property, with closing upon receipt of funds from
the sale of the certificates for financing the new City Hall. Seconded by Commissioner Sten-
strom and carried.

Commissioner McClanahan moved to authorize the Mayor and City Clerk to execute a
note in the amount of $75,000 from the bank to cover expenses for the new City Hall prior
to sale of the certificates, and to yepay this amount when the certificates are sold. Seconded
by Commissioner Stenstrom and carried over the dissenting vote of Commissioner Morris.
Commissioner Stenstrom moved to remove from table, consideration of a resolution
by the Council of Mayors of Broward County, regarding efforts of Representative Bob Hatta-
way to amend the "Sunshine Law". Seconded by Commissioner Morris and carried.
After discussion, Commissioner Stenstrom moved to table same until the Commission
can further stUdy the resolution. Seconded by Commissioner Morris and carried over the dis-
senting votes of Commissioner Meyer and Commissioner McClanahan.
Mr. Wayne Heasley, representing Watson and Company, Architects, presented "idea
sketches" for the new City Hall.
The City Manager reported that Seminole County had requested the City to pay 25%
($4,784.50) of a bid price of $19,138 for reconstruction and improvements to the traffic
light at French Avenue (17-92) and 13th Street. Commissioner Meyer moved to authorize the
participation, and further, to transfer from Contingency to provide for same. Seconded by
Commissioner Stenstrom and carried.
On recommendation of the City Manager, Commissioner Morris moved to authorize a
mutual aid fire agreement with Altamonte Springs. Seconded by Commissioner Stenstrom and
carried.
Petition submitted for 12 street lights on the entrance road to Hidden Lakes. The
City Manager stated these would be mounted in the median strip, with 12 lights on six poles,
and estimated materials cost of $5,010. Commissioner McClanahan moved to include same in
the 76-77 budget. Seconded by Commissioner Stenstrom and carried.
Commissioner McClanahan moved to authorize the City Manager to work out a temporary

Commissioner Meyer moved to authorize to close the Security Complex Construction
Trust Fund, and to transfer balance of $14,535.70 to the 1971 Public Improvement Revenue
Certificate Reserve Account. Seconded by Commissioner Stenstrom and carried.
On recommendation of the City Manager, Commissioner Meyer moved to authorize a
public hearing to be held July 26, 1976 to consider closing, vacating and abandoning, and
retaining as a utility easement, the alley between 25th Street and 26th Street and between
French Avenue and Laurel Avenue. Seconded by Commissioner Stenstrom and carried.
On recommendation of the City Manager, Commissioner Stenstrom moved to write off
balance due in amount of $171.34, for Lien No. 30, Dr. Joe Potts, the lien having been set
aside by county tax deed sale. Seconded by Commissioner Meyer and carried.
The City Manager reported that the Water Tank Maintenance Contract expires November,
1976, and that the contractor had offered to renew for $1,400, with painting every three
years; and that the current contract is $700 and paint every three years; and recommended to
re-bid. Commissioner McClanahan moved to re-bid same. Seconded by Commissioner Stenstrom
and carried.
The City Manager reported that expanded driving and parking area at the Public
Works Complex would require additional shell base in amount of $4,147.71. Commissioner Mc-
Clanahan moved to authorize the purchase. Seconded by Commissioner Morris and carried.
Commissioner Meyer moved to adopt a resolution in support of LEAA Funds for the
joint purchase and operation, with Seminole County, of an airplane for law enforcement work.
Seconded by Commissioner McClanahan and carried.
