The City Commission of the City of Sanford, Florida, met in Regular Session in the
City Hall in the City of Sanford, Florida, at 7:00 o'clock P. M. on July 26, 1976.

The meeting was called to order by the Chairman.
A public hearing was held in accordance with notice published in the Evening Herald
on July 16, 1976, as follows:

FLORIDA.
Notice is hereby given that a Public Hearing will be held at the
Commission Room in the City Hall in the City of Sanford, ~Florida, at
7:00 P. M. on July 26, 1976, to consider an amendment to Chapter 28
of the City Code of the City of Sanford, Florida, to increase its Water
and Sewer Rates.
A copy shall be available at the Office of the City Manager for
all persons desiring to examine the same.
Ail parties in interest and citizens shall have an opportunity
to be heard at said hearing.

Commissioner McClanahan moved to authorize the City Attorney to prepare the proper
ordinance to amend Chapter 28 of the City Code to increase Water and Sewer Rates, as follows:

the request.

Tom Wilson, Executive Director, Sanford Housing Authority, next presented the finan-
cial report of the Sanford Housing Authority for the Fiscal Year ending June 30, 1976, which
reflected a payment in lieu of taxes in amount of $9,601.09.
Consideration next given to a request for transfer of eight taxi-cab licenses from
the Sanford Transit Company to N. L. Thomas, Jr., d/b/a Sanford Yellow Cab Company, 201 South
Park. On motion of Commissioner McClanahan, seconded by Commissioner Meyer and carried over
the dissenting vote of Mayor Moore, same was tabled and the City Manager was authorized to
meet with Mr. Thomas to discuss taxi-cab requirements.
Request submitted from G. Troy Ray, Jr., Seminole County Tax Collector, for refund
of City Taxes on 1975 Tax Certificates Numbers 1283, 1284 and 1285, in amount of $423.10.
On recommendation of the State of Florida Department of Revenue, Commissioner Meyer moved to
authorize refund of same. Seconded by Commissioner McClanahan and carried.

Gary Kaiser, Seminole County Director of Public Safety, appeared to submit a mutual
aid-fire agreement with the City of Sanford. Commissioner Meyer moved to table same, for
further study by the City Manager and the City Attorney. Seconded by Commissioner McClanahan
and carried over the dissenting vote of Commissioner Morris.
On motion of Commissioner Morris, seconded by Commissioner Meyer and carried, minutes
of July 12, 1976, were approved.
Ira Abramson, operator of Sanford Carpet, Linoleum and T±le Company, appeared to
object to the restrictions of the outside display of merchandise as provided by Section 12,
Article VII of the Zoning Ordinance, and same was held for further consideration.
Commissioner McClanahan moved to remove from table, consideration of transfer of
eight taxi-cab licenses from Sanford Transit Company to Mr. N. L. Thomas, Jr., d/b/a Sanford
Yellow Cab Company. Seconded by Commissioner Meyer and carried.
Commissioner Stenstrom moved to authorize transfer of eight licenses to Mr. Thomas,
iiwith the stipulation that he be open for business 24 hours a day. Seconded by Commissioner
Meyer and carried over the dissenting votes of Mayor Moore and Commissioner Morris.
The City Manager submitted a report on the study of the traffic needs at Park Ave-
nue and Third Street and Park Avenue and Ninth Street; and noted that both traffic lights

J. V. Jones, 327 West Ninth Street, stated that.'people were accustomed to the lights,
and that he opposed their removal.
Harold Christensen, 719 Oak Avenue, stated that a 4-way stop at Park Avenue and
Ninth Street would create a Sunday morning bottle'neck.
Commissioner McClanahan. moved~to~'.authorize '4-waystop.'signs to be installed at
Park Avenue and Ninth Street, and to 'leave a blinking red traffic light there for a 30 day
period for analysis. Seconded-by Commissioner Morris and 'carried,
Commissioner McClanahan~ moved"tO,~authori~ze through:traffic on'~Park Avenue, and stop
traffic on Third Street, with a caution~light'~on *Park Avenue at Third Street, and with a
blinking red light on Third Street. Seconded by CommissiOner Stenstrom and carried.

On recommendation of the City Manager, Commissioner Meyer moved to authorize a

The City Manager reported the time had expired on condemned structure at 1203 Lincoln
Court, and that the house was occupied. Commissioner McClanahan moved to direct the owner
to have the house vacated, Seconded by Commissioner Morris and carried.
Request submitted from Mrs. Eunice Whitehead, Trustee, and Altermese Bentley, Direc-
tor of Christian Education, Saint Paul Baptist Church, Inc., of Sanford, to close Pine Avenue
between Eighth Street and Ninth ~Street, July 30 and 31., 1976, from 4:00 P. M. to 10:00 P. M.
Commissioner Stenstrom moved to approve same. Seconded by Commissioner McClanahan. Motion
failed to carry, over dissenting votes of Mayor Moore, Commissioner Meyer, and Commissioner
Mort is.
Resignations dated July 15, 1976 submitted from the City of Sanford Board of Bond
Trustees from members as follows:

Commissioner Meyer moved to authorize a plaque and a resolution to each, commending them for
their years of service to the City. Seconded by Commissioner Stenstrom and carried.
The City Manager reported that-awork agreement with Dave Fart, City Planning Con-
sultant, had been amended, effective August 1, 1976, for a rate of $35 per hour, when needed,
in lieu of a flat $350 per month, and same was approved by the Commission.

The City Attorney repor~ted~that the closing with Flagship Bank of Sanford for pur-
chase of property abutting the City Hall property was set for July 30, 1976.
Commissioner McClanahan moved to authorize to close the purchase of the property
in escrow with an abstract to be forwarded by the seller. Seconded by Commissioner Stenstrom
and motion failed to carry over the dissenting votes of Mayor ~Moore, Commissioner Morris and
Commissioner Meyer.
Commissioner Meyer.moved to authorize the closing on the purchase of the bank
property, with the seller to provide title insurance as evidence of title. Seconded by Com-
missioner Stenstrom.and.carried over-.thedissenting~ote ofCommissioner McClanahan.
The Commission authorized a budget meeting t~o be..he!d at 12:00 Noon on August 4,
1976. ·
On motion of Commissioner Meyer, seconded by Commissioner Stenstrom and carried,
Resolution No. 1212 was adopted. Said Resolution being in words and figures as follows:
RESOLUTION OF THE CITY OF SANFORD,
FLORIDA, EXPRESSING APPRECIATION
TO THE SEABOARD COAST LINE RAILROAD
FOR THE DONATION OF PROPERTY FOR
DEVELOPMENT OF A RECREATION AREA
IN ACCORDANCE WITH THE FEDERAL OPEN
SPACE PROGRAM.
WHEREAS, the City Commission of the City of Sanford,
Florida, has recognized a need for additional recreational facilities
within the City, and
WHEREAS, the Federal Government has a program fOr
community development which will provide recreatiOn fOr residents
in low income areas, and
WHEREAS, the Seaboard Coast Line Railroad has
offered to donate approximately 7.4 acres of real property for the
development of a recreation park in accordance with the Federal Open
Space Program for community development.
NOW THEREFORE, BE IT RESOLVED by the City
Commission of the City :of Sanford, Florida, that the Seaboard Coast
Line Railroad be commended for its concern and desire to enable the
citizens of the City of Sanford to have a neighborhood recreation park
resulting in its donation to the City of Sanford of approximately 7.4
acres of real property which will enable the City of Sanford to qualify
for the Federal Open Space Program for community development.
BE IT FURTHER RESOLVED that a copy of this
Resolution be p~esented to the appropriate officials of the Seaboard
Coast Line Railroad.
