The City Commission of the City of Sanford, Florida, met in Special Session in the City Hall in the City of Sanford, Florida, at 12:00 o'clock Noon on August 4, 1976. Present: Mayor-Commissioner Lee P. Moore Commissioner John G. Morris Commissioner A. A. McClanahan Commissioner Julian L. Stenstrom Commissioner Gordon T. Meyer City Manager W. E. Knowles City Clerk H. N. Tamm, Jr. Absent: City Attorney C. Vernon Mize, Jr. Police Chief Ben E. Butler The meeting was called to order by the Chairman. The first item of business was discussion of the proposed budget for Fiscal Year 1976-1977, as submitted by the City Manager. Commissioner Stenstrom moved to authorize preparation of the final budget in accor- dance with the City Manager's recommendations and to approve the proposed Airport budget for Fiscal Year 1976-1977 as submitted. Seconded by Commissioner Meyer and carried. On recommendation of the City Manager, Commissioner Stenstrom moved to transfer .7 mills from Debt Service as assessed in budget year 1975-76 to General Operating budget for year 1976-77, and decrease the total millage for 1975-76 from 6.33 mills to 6.30 mills for 1976-77. Seconded by Commissioner Meyer and carried. Commissioner McClanahan moved to authorize one-half page ads in the Evening Herald as required by Florida Statutes to increase the Certified Millage, and for a statement to explain said increase in millage. Seconded by Commissioner Meyer and carried. Commissioner Meyer moved to waive provisions in the Sign Ordinance No. 1165, which prohibit billboards and off point of purchase signs, and to authorize the Central Florida Zoological Society to use an existing billboard on Seminole Boulevard at the West City Limits. Seconded by Commissioner McClanahan and carried. On recommendation of the City Manager, Commissioner McClanahan moved to authorize ipurchase, in amount of $12,500, of Block '6, Tier 19 and Block 6, Tier 20, Florida Land and Seconded by Commis- MAYOR ATTEST: There being no further business, the meeting was CITY CLERK jd
