The City Commission of the City of Sanford, Florida, met in Regular Session in the City Hall in the City of Sanford, Florida, at 7:00 o'clock P. M. on August 9, 1976. Butler The meeting was called to order by the Chairman. Recommendation submitted by the Planning and Zoning Commission, as follows: 1. Recommend approval for the sale of beer and wine for consumption off premises at 801 Celery Avenue. Commissioner McClanahan moved to authorize, as a conditional use, the package sale of Beer and Wine at 801 Celery Avenue. Seconded by Commissioner Meyer and carried. On motion of Commissioner Meyer, seconded by Commissioner Stenstrom and carried, minutes of July 23, 26 and August 4, 1976 were approved. On motion of Commissioner McClanahan, seconded by Commissioner Meyer and carried, vouchers for the month of July, 1976, were approved, as follows: General Fund, Flagship Bank of Sanford, Voucher Nos. 7805 through 7809; Water and Sewer Revenue Fund, Flagship Bank of Sanford, Voucher Nos. 1589 through 1593; Policemen's Pension:Fund, Flagship Bank of Sanford, Voucher Nos. 484 and 485; Firemen's Relief and Pension Fund, Flagship Bank of Sanford, Voucher Nos. 336 and 337; Revenue Sharing Trust Fund, Flagship U. S. Bank of Seminole, Voucher Nos. 47 and 48; Central Paying Account, Flagship Bank of Sanford, Voucher Nos. 8215 through 8547; Utility Service Tax, Atlantic National Bank of Sanford, Voucher No. 92; Public Projects, Flagship U. On recommendation of the City Manager, Commissioner Meyer moved to authorize the City Attorney to prepare an ordinance to amend Section 11-3 of the City Code, regulating trash pickup at the property line. Seconded by Commissioner Stenstrom and carried. Wayne Heasley, Watson and Company, Architects for the proposed City Hall, appeared to present schematics fOr said construction. Commissioner Ste~trom moved to approve same. Seconded by Commissioner McClanahan and carried. Seconded by Commissioner Stenstrom and carried. The City Manager reported that Jack Rathmel, Monroe Harbour, has proposed to make 10 monthly payments in amount of $927.99 for delinquent funds due on the Marina Lease. Com- missioner McClanahan moved to authorize same, and directed the City Manager to report any late payments. Seconded by Commissioner Meyer and carried. The City Manager reported that the City had allocated $7,500 to the Chamber of Commerce for operation of the Industrial Commission for Fiscal Year 1975-1976. Commissioner McClanahan moved to authorize $5,000 for operation of the Industrial Commission for Fiscal Year 1976-1977. Seconded by Commissioner Morris. Motion:~failed to carry over dissenting votes of Mayor Moore, Commissioner ~Meyer, and Commissioner Stenstrom. Commissioner Stenstrom moved to appropriate $7,500 for operation of the Industrial Commission in the budget for Fiscal Year 1976-1977. Seconded by Commissioner Meyer. Commissioner MorriS~moved to'table consideration of same, pending a review of itemized expenditures of the Industrial Commission. Seconded by Commissioner McClanahan. Motion failed to carry over dissenting votes of Mayor Moore, Commissioner" Stenstrom, and Commissioner Meyer. The Mayor called for the Vot'e on the foriginal mOtion·, and same was carried over the dissenting vote of Commissioner Mc'Clanahan. ' The City Manager, City Engineer, and Art Harris, Chairman, Planning and Zoning Commission, were authorized to discuss regulations for the Outside Display of Merchandise and Products covered by the City Code, Article VII, Section 12, and submit recommendations for amending same to permit outside display in certain areas. The City Manager reported that, due to fiscal limitations, the entire drainage program may not be feasible for application under the federal public works bill. Commissioner Meyer moved to designate the Mill Creek drainage basin as first priority. Seconded by Com- missioner McClanahan and carried. The City Attorney submitted a statement in amount of $4,166.49 for services rendered in cases involving the fire at the Seminole County Jail. Commissioner McClanahan moved to authorize payment of same. Seconded by Commissioner Stenstrom and carried. John Rife, representing Pizza Inn, Inc., appeared and requested permission to pave 15 feet of proposed public right-of-way for Shannon Drive and use as a driveway for a restau- rant to be constructed on Highway 17-92. August 9 at 7:00 P.M. 19:76 Stenstrom moved to rescind request for an 80 foot right-of-way, and to accept a 65 foot right- of-way for Shannon Drive from George McCammon, contingent on Mr. Rife giving the City a utility easement of 15 feet along Shannon Drive. Seconded by Commissioner Morris. Motion failed to carry over dissenting votes of Mayor Moore, Commissioner McClanahan and Commissioner Meyer. Commissioner McClanahan moved to table same. Seconded by Commissioner Morris and carried. Doug Almany, Distributor, appeared to request a six months extension to pave the parking area at his new location at 603 West 27th Street.
