The City Commission of the City of Sanford, Florida, met in Regular Session in the
City Hall in the City of Sanford, Florida, at 7:00 o'clock P. M. on September 27, 1976.

The meeting was called to order by the Chairman.
A public hearing was held in accordance with notice published in the Evening Herald
on September 2, 1976, as follows:
NOTICE OF PUBLIC HEARING OF PROPOSED CHANGES AND
AMENDMENTS IN CERTAIN DISTRICTS AND BOUNDARIES OF
THE ZONING ORDINANCE OF THE CITY OF SANFORD, FLORIDA.
Notice is hereby given that a Public Hearing will be held at the
Commission Room in the City Hall in the City of Sanford, Florida, at
7:00 o'clock P. M. on September 27, 1976, to consider changes and amend-
ments to the Zoning Ordinance of the City of Sanford, Florida, as fol-
lows:
A portion of that certain property abutting French Avenue
'on the East, and lying between 20th Street and Colonial Way
is proposed to be rezoned from RC-1 (Restricted Commercial)
District to GC-2 (General Commercial) District. Said prop-
erty being more particularly described as follows:
Lots 16 through 19, Block 1, Highland Park, Plat
Book 4, page 28.
Ail parties in'interest and citizens shall have an opportunity
to be heard at said hearing.

on Report Numbers 76-743 through 76-751, Group 42, and in accordance with notices authorized

Avenue, Condemnation Report No. 76-751, appeared and stated that the owner iwished to bring
the structure up to code.
Rosa Payton, representing Gary Warren, Evergreen to Everglades, owner of property
at 401 North Mangoustine, Condemnation Report No. 76-743, appeared to request a 90 day time
extension.
After consideration, Commissioner McClanahan moved that finding the buildings under
Report Numbers 76-743 through 76-751 to be unsanitary, unsafe and delapidated, that said
structures be condemned and the owner given a notice of 90 days in which to repair or give
just cause why same has not been repaired or demolished; and after 90 days to authorize the
City to demolish the structures and levy a lien against the property for said removal. Seconded
by Commissioner Morris and carried.
A public hearing was held in accordance with notice published in the Evening Herald
on September 20, 1976, as follows:

The Chairman announced that the millage certified by the Property Appraiser of
Seminole County was 5.63 and the City proposed to adopt a millage of 6.30 and that the Com-
mission would hear from those persons present to speak in favor of,~or in opposition to,
the proposed increase. No one appeared, ·

A public hearing was held to consider the revocation of municipal occupation licenses

The Chairman announced that the proper notice had been given by the City Clerk
in accordance with requirements of Sections 16-6 and 16'7 of the City Code, and that the
Commission would hear from those persons present to speak in favor of revocation and/or
renewal of said licenses.
Persons sworn in and stating opposition to the renewal of the licenses and testi-
fying were as follows: .

Children urinating against Tony Russi Insurance Agency building.
Going to the bathroom at Tony Russi Insurance Agency building.

Stealing floodlights.
Vandalizing the double-faced plastic signs and Read-a-Board.

Leon E. Carter, 807 Fox Valley Drive, Longwood, associate of Tony Russi Insurance
Agency.
Young fellow urinated on the building in broad daylight. Questioned him and
he beligerently strolled back into Hot Foots.
A car parked right up against the back door of TonY Russi Insurance Agency
building so that the door could not be opened.
Broken beer bottles, whiskey bottles and other debris strewn all over the
parking lot almost every morning.
Captain Charles Fagan, Chief of Detectives, Sanford Police Department, Cochran
Road, Geneva, stated he had compiled most of the complaints and directed an investigation
to be made and ordered stakeouts. He also stated that he had observed beer cans at Tony
Russi Insurance Agency building.
Sergeant William J. Dube, Detective, Sanford Police Department, 1401 Valencia Court,
East, stated he had staked out Hot Foots June 23, 1976 from 8:30 P. M. to 11:45 P. M. and
witnessed:
Teenagers drinking beer.
Some came out of the back door of Hot Foots and Stood in the alleyway and
urinated. Both sexes.
Open profanity. Loud.
Teenagers throwing beer cans up on top of Tony Russi Insurance Agency building.
Young genti~man stepped out baek!'door of Hot Foots and upchucked on the g~onnd.
These people were coming out of the back door of Hot Foots..
Officer Jack R. Fulenwider, Jr., Sanford Police Department, 1505 West 25th Street,
stated he had staked out Hot Foots June 24, 1976 from 9:45 P. M. to 11:00 P. M. and witnessed
the following:
Could hear subjects coming in and out in parking lot, using loud and abusive
language.
Several vehicles coming in and going out of parking lot in a reckless manner:
squeeling tires and taking off.
Two to three subjects skate-boarding through the parking lot. At one time
one subject skate-boarded out into the lane of traffic on 17-92 - north-
bound lane.
Three to four white males smoking marijuana at the southeast corner of the
building, under a street light.
Different times groups of three to four walked around behind the building,
down the alley, north and south, behind the Tony RUssi Insurance Agency
building.
Male threw a females car keys up on the roof of Hot Foots, and she went back
into Hot Foots and got someone else ~o come out and get them for her.
Each time the door (Hot Foots) was opened, could hear music.
Auxiliary Patrolman Tommy Sands, West 25th Street, stated he had staked out Hot
Foots August 26 and 27, 1976 from 9:00 P. M. to 11:15 P. M. and witnessed:
August 26:
Several cars, subjects getting out and throwing trash in the weeds at Tony
Russi Insurance Agency building and around the area in back.
Males going i'nto the ladies bathroom with a female, and coming out.
Heard a lot of profanity.
Observed many subjects urinating on Hot Foots building, on the tire company's,
behind Hot Foots, and also on Tony Russi Insurance Agency building.
People throwing bottles, beer cans and other articles on and around Tony Russi
Insurance Agency building. Ice, Icee cups.
August 27:
More profanity~
Urinating on trash cans and building.
More ice being thrown on Hot Foots building.
Cars pulling in at a fast rate of speed, slamming on brakes.
Cars pulling in and out, throwing dirt in the air and toward Tony Russi In-

Boys going into ladies restroom with-a female, at the same time.
Subjects coming into Hot Foots parking lot and people going behind Tony Russi
Insurance Agency building and not getting out of carat all.
SuBject, employee of Hot Foots, is~supposed to walk around and keep people in
building; he doesn't do it, unless a cop, police, car comes. If people
are his friends, he would not make them go back inside.
Mrs. Homer E. Piper, 2428 Laurel Avenue:
Heard noises at night hours.
Hear loud noise.
Very vulgar language.
Loud music.
Above coming from Hot Foots and (people) coming in and out of~i!.iHot Foots.
Sexual intercourse on the lawn between Tony Russi Insurance Agency building
and Mr. Muffler.
Drug drops - bags with white substance being taken i~n.
Mrs. Pat Sentell, 2215 Cordova:
Left eleven-year-old daughter at playground at 22nd Street, by Salvation Army
Building. When she returned, daughter said some kids tried to give her some
marijuana. Daughter later saw kids and identified them to her mother, who
followed them, and lost them. She saw Sanford Patrolman Dennis Whitmire,
who said he had seen them go into Hot Foots, and that they were in and out
of Hot Foots during stakeouts, they were frequent patrons of Hot Foots.
Mr. Frank Sickler, 2400 Laurel Avenue:
Tore mailbox down one night.
Gas taken out of brother-in-laws car.
Had gas taken out of (his) car.
Hear cars using alley all night.
Mr. Glenn C. Utt, 2415 Laurel Avenue.
Hear loud noises coming from Hot Foots.
Saw two boys breaking into a car; told them to get out and they went into
Hot Foots.
Others came out of/Hot Foots and started sneaking around the car, and took
something out of the car and ran away into the back door of Hot Foots
and~called him names.
MrS. Jeannette Alexander, 106 Maple Drive, DeBary, employee of Tony Russi Insurance
ilAgency:
People all over the property at all times of the day.
At!back door (of Tony Russi Insurance Agency) smoking, and it didn't smell
like cigarette smoke.
At 5:30 one day, a fellow jammed his motorcycle against the building and said
"I am so high, I think I am going to clear that (Jeannette Alexander
said): '4-letter word' wall."
Came back from lunch and left about 5:45 and had airplane glue all over the
trunk of car, parked at the back of the building.
The Chairman announced that the Commission would hear from those persons present
to speak in favor of renewing the licenses.
Persons sworn in and speaking in favor of renewing the licenses were as follows:
Mr. Guy St. Dennis, owner of Hot Foots, appeared and stated that the type of business
is Table Soccer; that Hot Foots is run by one employee during the day, and that an additional
employee is added at 6:00 P. M., mainly to watch the parking lot.
He stated he had found some of what he had heard complained about, and had discouraged
ia lot of it.
i He stated this Hot Foots was sold, and that it would be run better by an owner/operato~
irather than an absentee, such as himself, because an absentee owner can't be there to control

He said he had worked the parking lot himself, and observed:
Many boys and girls would come into the parking lot with beer and he had taken
it away from them, and had caught them sitting in the cars drinking.
Mr. St. Dennis said he will not deny anything in this line, and that they are quite
aware of it~ and have.~put people in the parking lot; and further, that they cannot baby-sit
every person who comes in and~out of the parking lot, can't control driving, can't control
driving up and down back lots.
He said the Tony Russi Insurance Agency sign had been broken by three boys coming
from Sambo's, according to a police officer.
He said he has picked up beer cans after closing, and found more the 'next morning,
and can't control what takes place long after Hot Foots closes. They clear the building
and parking lot when they close, and at three or four o'clock in the morning, there will be
one or two cars parked in the parking lot.
Mr. St. Dennis further testified that most of the patrons of Hot Foots are average
teenagers, looking for fun and kicks. We have kicked some out and had some arrested. We
don't want this type of people at our location.

We are not into drugs, but can't control
No drinking in the building.
He stated they were not aware the place was being staked:nut; that they didn't
know anything about the community concern that brought on the stake out. No one had approached
him about it. Mr. Russi hadn't, either, but Mr. Russi had spOken to Glen Crosier, manager
of Hot Foots He said he did know kids threw cans on the roof.
He had watched kids leave the parking lot and .go to the Handy-Andy Store and buy
beer~and bring it back into the parking lot, where he took it away from them.
Mr. John Pace, 525 Semoran Boulevard, one-third owner of Hot Foots appeared and
stated he had spoken with business proprieters of neighboring businesses of Hot Foots, and
that OK Tire Company and Babcock Furniture had said they had no problem. He said the first
he-was aware of a communiy uprising against Hot Foots was when the Sanford Sentinel (sic)
called to ask if they had any comments about what happenad at the September 13 board meeting.
Mr. Beane, attorney for Hot Foots, stated that the purpose of Chapter 16, City Code,
is one of taxation, therefore the licenses cannot be repealed providing Sun Coast meets all
prerequisites of showing receipt, proof, that personal property tax has been paid and renew-
ing the licenses. He stated his client is ready to meet all prerequisites.
He also sa~d ..that part of a clause in Chapter 16-7 is invalid, because it does not
defi'ne what "just causes" would be to revoke a license or not renew a license. He said that
.to deny this license would be to deny his client his right and privilege, as long as they
pay the tax that is assessed on the business, to conduct their business inca legal manner
and we have not heard anything tonight to indicate that they did anything illegal.
The City Attorney stated the City Commission has the options to refuse to renew
the licenses for 76-77; or to revoke the licenses for 75-76.

Commissioner Stenstrom moved to revoke the licenses, as of midnight, September 27,
1976, and not to renew them. Seconded by Commissioner McClanahan and carried.
Letters next submitted from Mrs. Irene L. Kelley, 2588 South Sanford Avenue, and
Mrs. Cindi L. Ruehl, 2596 Sanford Avenue, citing complaints about the Blast Off Amusement
Center (World Cup Amusements) (Peoples Choice), 2599 Sanford Avenue, as follows:
Loud music.
Loud noises of vehicles as they enter and leave.
Fighting.
Jumping private fence and walking across private property.
Sitting on Mailbox.
Throwing rocks at home and in yard.
Mrs. Irene Kelley, M_rs. Cindi Ruehl, and Mr. and Mrs. Richard Smith, 2584 Sanford
Avenue, were present to substantiate the complaints.
Commissioner McClanahan moved to authorize a public hearing to be held October 11,
1976 to consider revocation of the occupational licenses of the Peoples Choice, 2599 Sanford
Avenue, and to authorize the City ci~erk to extend the proper notice.
Morris and carried.
Mrs. Walter Gielow, representing the Civic and Community Affairs Committee of the
Chamber of Commerce, appeared to request the Commission to erect "scenic signs" in the City
of Sanford, and her committee would donate the~money for the signs. Commissioner McClanahan
moved to authorize Acting City Manager Sam Ackley to proceed with this project. Sec6nded
by Commissioner Morris and carried.
A Fire Inspection and Prevention Form, used to evaluate buildings, was submitted
from the Fire Chief. Commissioner McClanahan moved to adopt the form. Seconded by Commis-
sioner Morris~and carried.
Commissioner McClanahan introduced Resolution No. 1215, and after being read by
title, moved on its passage and adoption. Seconded by Commissioner Morris and carried.
Said resolution being i~n words and figures, as follows:
A RESOLUTION OF THE CITY OF SANFORD,
FLORIDA, APPROPRIATING UNEXPENDED CASH
SURPLUS ON HAND AT THE END OF THE FISCAL
YEAR 1975-76 TO THE DEPARTMENT OF GENERAL
GOVERNMENT OF SAID CITY FOR THE FISCAL
YEAR 1976-77 FOR USE OF ORDINARY PURPOSES
IN OPERATING EXPENSES OF SAID CITY.
WHEREAS, the City Commission of the City of Sanford,
Florida, deems it 'necessary, expedient and for the best interest of said
City that any unexpended cash surplus as of September 30, 1976 of the
operating revenues of said City for the fiscal year 1975-76 be appropriated
for the ordinary purposes and operating expenses of said City in the budget
for the fiscal year 1976-77.
NOW, THEREFORE, BE IT RESOLVED by the City
Commission of the City of Sanford, Florida, that any unexpended cash

BE IT FURTHER RESOLVED that this Resolution shall
become effective as of the first day of October, A.D. 1976.

CITY OF SANFORD, FLORIDA, ADOPTING A BUDGET
DEiREVENUES AND EXPENDITURES FOR THE CITY
OF SANFORD, FLORIDA, FOR THE FISCAL YEAR
BEGINNING OCTOBER 1, 1976 AND ENDING SEPTEMBER
30, 1977; AND CAPITAL BUDGET.
WHEREAS, in accordance with Article VI of the Charter, as
amended, of the City of Sanford, Florida, the City Manager of the City of
Sanford, Florida, has made and submitted to the City Commission of the
City of Sanford, Florida, an estimate for budget of revenues and expenditures
of the City of Sanford, Florida, for the fiscal year beginning October 1, 1976,
and ending September 30, 1977, and a Capital budget, such estimates or
budget having been made with particular application to the various departments
of the City, a true copy of which is hereto attached and by reference made a
part of this Resolution; and
WHEREAS, each and every item contained and set forth in
said budgets prepared by the City Manager has been carefully considered
by this Commission,
NOW, THEREFORE, BE IT RESOLVED by the City Commission
of the City of Sanford, Florida, that said budget as prepared and submitted by
the City Manager to the City Commission be and the same is hereby adopted
as the budget for the City of Sanford, Florida, for the fiscal year beginning
October 1, 1976 and ending September 30, 1977; and the Capital budget as

On recommendation of the Acting City Manager, Commissioner McClanahan moved to accept
iow bid meeting specifications of Bennett Trucking Company, in amount of $38,478 for the
vacuum sweeper. Seconded by Commissioner Morris and carried.
On recommendation of the Acting City Manager, Commissioner Stenstrom moved to accept
~low bid of Odum Tank and Company in amount of $1,400 annual for maintenance of the Mellonville
Avenue elevated water tank. Seconded by Commissioner McClanahan and carried.
Comsideration next given to memo dated August 23, 1976, submitted at meeting of
September 13, 1976, from the Building~Official regarding Ordinance No. 1170, Outside Display
of Merchandise and Products, and the Commission authorized the City Attorney to prepare an

On motion of Commissioner McClanahan, seconded by Commissioner Morris and carried,
minutes of September 13, 1976:, were approved. ~ : ~
Commissioner McClanahan moved to authorize the Acting City Manager to negotiate with
Halifax Paving Company for paving tennis courts at Goldsboro Park on West Ninth Street,
with City crews to do foundation work. Seconde~ by Commissioner Morris and carried.
The Commission authorized a Plaque::to be obtained for presentation to R. W. Tench,
upon his retirement from the City Police Department.
On recommendation of the Acting City Manager, Commissioner Morris moved to autho-
rize final payment,:.less 5%, in amount of $21,462,.71 to Jost¢o Engineering and Construction
Company for work on the Public Works Complex. Seconded by Commissioner StBnstrom and carried.
On recommendation of the'Acting:City Manage~, Commissioner McClanahan moved to autho-
rize payment to Halifax Paving Company from Revenue Sharing Trust Fund in amount of $2,570.96
for paving Pecan Avenue from Third Street to Fifth Street. Seconded by Commissioner Stenstrom
and carried.
The City Attorney reported that on September 23, 1976, Judge Kenneth Leffler granted
the Motion for sUmmary Judgement filed by the City of Lake Mary, that Ordinance No. 1128, adopted
July, 1973, annexing property West of Country Glub and South of SR 46A is null and void and
no longer in effect; and that the property is in the City of Lake Mary, and that Lake Mary is

to receive all taxes that have been assessed on the property.
The City Attorney stated that the City of Sanford ha~':i~three choices of action:
1. Move for a Rehearing.
2. Appeal the Decision.
3. Abide by the Court's Decision.
Commissioner McClanahan moved to appeal the decision. Motion died for lack of a second.
On recommendation of the Acting City Manager, Commissioner McClanahan moved to autho-
rize payment of statement fromlC~ty Attorney C. Vernon Mize, Jr., in amount of $993.35 for
services rendered in case of City of Sanford vs. City of Lake Mary, suit for Declaratory Judge-
ment. Seconded by Commissioner Morris and carried.
On recommendation of the City Engineer and the Acting City Manager, Commissioner
McClanahan moved to authorize payment of invoice from Watson and Company, Architects, in amount
of $20,280 for City Hall design work.
Seconded by Commissioner Stenstrom and carried.
Letter submitted from the Humane Society of Seminole County, Inc., requesting the
Commission to consider using drugs other than succinylcholine chloride for euthanasia of dogs
and cats at the Sanford Animal Control Shelter.
Ralph Willis,.Animal Control Officer, was present to answer questions, and staCed
that drugs other than succinylcholine chloride were more expensive and more difficult to ad-
minister.
After consideration, Commissioner McClanahan moved to authorize the Animal Control

the Public Works Act for the construction of a new City Hall and drainage structures; and set
