the City Hall in the City of Sanford, Florida, at 7:00 o'clock P. M. on October 11, 1976.

The meeting was called to order by the Chairman.
A public hearing was held in accordance with notice published in the Evening Herald
on September 27, 1976, as follows:
NOTICE OF PUBLIC HEARING OF PROPOSED CHANGES AND
AMENDMENTS IN CERTAIN DISTRICTS AND BOUNDARIES OF
THE ZONING ORDINANCE OF THE CITY OF SANFORD, FLORIDA.
Notice is hereby given that a Public Hearing will be held at the
Commission Room in the City Hall in the City of Sanford, Florida, at
7:00 o'clock P. M. on October 11, 1976, to consider changes and amend-
ments to the Zoning Ordinance of the City of Sanford, Florida, as fol-
lows:
A portion of that certain property lying on the East side
of Sanford Avenue and between 25th Street and 25th Place is
proposed to be rezoned to GC-2 (General Commercial) District.
Said property being more particularly described as follows:

Lots 6, 7, 8, 9 and 10, Block 1, Palm Terrace, Plat

The Chairman announced that the Commission would hear from those persons present
to speak in favor of, or in opposition to, the proposed rezoning.
William Hart, owner of Lots 8 through 13, was present and stated he wants to expand
his restaurant, on Lots 8, 9 and!10, and continue to utilize other lots for parking.
The Planning and Zoning Commission submitted a recommendation to rezone the property
as advertised.
Commissioner Stenstrom moved to authorize the City Attorney to prepare the proper
ordinance to rezone the property as advertised; Seconded by Commissioner Meyer.
Commissioner McClanahan moved to amend the foregoing motion to eliminate lots 12
and 13, used for restaurant parking, from the rezoning, and only rezone Lots 6 through 11

Thereupon, the Chairman Called for the vote on the motion, as amended, and same
was carried.

TO ANNEX WITHIN THE CORPORATE AREA OF THE CITY
OF SANFORD, FLORIDA, UPON ADOPTION OF SAID
ORDINANCE, A PORTION OF THAT CERTAIN PROPERTY
LOCATED EAST OF AIRPORT BOULEVARD AND NORTH OF
JEWETT LANE IN ACCORDANCE WITH THE VOLUNTARY
ANNEXATION PROVISIONS OF CHAPTER 171.044, LAWS
OF FLORIDA, 1975.
WHEREAS, there has been filed with the City Clerk of the City
of Sanford, Florida, a petition containing the name of the property owner in the
area described hereinafter r~questing annexation to the corporate area~of the
City of Sanford, Florida, and requesting to be included therein; and
WHEREAS, the Property Appraiser of Seminole County, Florida,
having certified that there is one property owner in the area to be annexed and
that said property owner has signed the petition for annexation; and
WHEREAS, it has been determined that the property described
hereinafter is contiguous to the corporate area of the City of Sanford, Florida,
and it has further been determined that the annexation of said property will not
result in the creation of an enclave, and
W~tEREAS, the City of Sanford, Florida, is in a position to provide
municipal services to the property described herein, and the City Commission of
the City of Sanford, Florida, deems it in the best interest of the City to accept
said petition and to annex said property.
NOW, THEREFORE, BE IT ENACTED BY THE PEOPLE OF THE CITY OF SANFORD,
FLORIDA:
SECTION 1. That that certain property in Seminole County, Florida,
described as follows be and the same is hereby annexed to and made a;part of the
City of Sanford, Florida, pursuant to the voluntary annexation provisions of
Chapter 171.044, Laws of Florida, 1975:
The East one-half of Block 80, M. M. Smith's Subdivision,
according to the Plat thereof as recorded in Plat Book 1,
Page 55, Public Records of Seminole County, Florid .
SECTION 2. That upon this ordinance becoming effective, the

time be determined by the governing authority of the City of Sanford, Florida,
and the provisions of said Chapter 171, Laws of Florida, 1975.
SECTION 3. That this ordinance shall become effective immediately
upon its passage and adoption.
A copy shall be available at the Office of the City Clerk for all
persons desiring to examine the same.
All parties in interest and citizens shall have an opportunity to

The next order of business was a public hearing, tabled at meetiqg of September 27,
1976, to consider rezoning property abutting French Avenue on the East, and between 20th Street
and Colonial Way, Lots 16 through 19, Block 1, Highland Park.
The Chairman announced that the Commission would hear from those persons present
to speak in favor of, or in opposition to, the proposed rezoning.
Frank Whigham, Attorney for George E. Smith, petitioner, appeared and stated his
business was quite small, and he wanted to enlarge it, to be competitive with the area.
A. A. McClanahan, 409 Editha Circle, representing property owners in the immediate
vicinity, appeared in opposition to the proposed rezoning, and :stated there had been no ob-

Commissioner Meyer moved to deny the: renewal of the license. Seconded by Commis-

Request submitted from Gerald Page to operate a slot-car racing track and sell
hobby supplies at 2597 Sanford Avenue. Mr. Page was present and stated the business would
cater to adults, and would probably be open from 5:00 P. M. to 11:00 or 12:00 P. M., depend-
on business.

Reverend E. Don Cox, pastor of the Churchof First Assembly of...God, appeared as
representative of churches in Sanford sponsoring the performance of "Praise Gathering Choir",

The City Attorney recommended not to appeal the decision of Judge Kenneth M. Leffler,

Commissioner Meyer moved not to appeal the decision. Seconded by Commissioner Stenstrom.
Commissioner McClanahan moved to table consideration of appealing the decision. Seconded
by Commissioner Stenstrom. Motion failed to carry over dissenting votes of Mayor Moore,

Commissioner Meyer moved to authorize payment of invoice from Florida League of Cities

The City Manager reported that the last time extension had expired on June 10, 1976,
for repair of condemned property at 301/307 Sanford Avenue, Condemnation Report No. 74-623,
Joe L. Moss, owner. He stated the Police Department reported the property was being used
by trespassers for drinking and sleeping; and that the Minimum Housing. Code Inspector recommends
demolition. Commissioner Meyer moved to authorize the demolition work to be undertaken in
10 days, if the owner does not make proper repairs or removal of the building. Seconded
by Commissioner Morris and carried.
The City Manager reported that Mrs. Rutha Mae McClennon, owner of condemned property
at 1013 Orange Avenue, Condemnation Report No. 75-723, had stated she is unable to move her
