The City Commission of the City of Sanford, Florida, met:~in regular session in
the City Hall in the City of Sanford, Florida, at 7:00 o'clock P. M..on October 25, 1976.

The meeting was called to order by the Chairman.
Tony Russi, President, Sanford Rotary Club, appeared to present a contribution
in amount of $750 for a financial guarantee for the City to host, in Sanford, the Florida
Little Major League State Tournament in August, 1977. The Chairman thanked the Rotary Club
for their continUed6upport of this recreation activity.
The City Manager submitted a plan!for senior citizen groups to have free use of
the Civic Center on Tuesday, Wednesday and Thursday afternoons, except when there is a rental
contract in effect.
Representatives of-the Sanford Senior Citizen's Club were present to support the
plan..
Sam Kaminsky, 2656 Palmetto Avenue, Treasurer of the Sanford Serenaders, appeared
to voice objections to his group having been cancelled three times last year.
The Conimission affirmed the policy and assured the Clubs that the City would try
to give at least one week notice of cancellation of their use.
James Pearce, 1407 Locust Avenue, President of Hopper Academy PTA, appeared to
request consideration of installation of a sidewalk on Celery Avenue, West of Mellonville
Avenue for said school, and further, that the County had indicated they would put in the
project.
After discussion, the City Manager was authorized to obtain cost figures, and a
letter from Mr. Bush, Seminole County Engineer, reaffirming this verbal promise to Mr. Pearce
that the County would install the sidewalk.
Recommendations ,dated September 28, 1976, submitted from ~the Central Examining
Board, as follows:
1. Recommend approval of changes and amendments to the Rules and Regulations.
2. Recommend approval of the following amendment to Section 6-32,Membership:
Terms of the-City~Codo~
Amend Section6-32 to read:

contractors; one (1) licensed Swimming Pool Contractor; one (1) licensed Roof-
ing Contractor; one (1) licensed Sheet Metal Contractor; and one (1) licensed
Screen Enclosure Contractor. Appointments to said Board shall be made by
the City Commission and each appointment shall be for a period of two (2)
years.
3. Recommend adoption of the 1976 EditiOn of the Standard Housing Code, prepared
by the Southern Building Code Congress.
Commissioner Meyer moved to authorize the City Attorney to prepare the proper ordinances to
amend the City Code, Section 6-32, Membership Terms, and to adopt the 1976 Edition of the
Standard Housing Code. Seconded by Commissioner Morris and carried.
Commissioner Meyer 'moved to approve changes and amendments to the RUles and Regula-
tions of the Central Examining Board. Seconded by Commissioner McClanahan and carried.
Recommendations dated October 22, 1976 submitted from the Planning and Zoning Con-
mission, as follows:
1. Recommend approval of the rezoning of Blk 2, Tr 17, St. Gertrude's Addition
(1400 W. 1st St.) from RMOI to that of GC-2.
2. Recommend approval for the sale of alcoholic beverages for consumption on
premises at Building 296 at the Sanford Airport Terminal.
3. Request a reply to the recommendation made September 16, 1976 that "No Park-
ing Here To Corner" signs be put in at the intersections of Sheppard St. &
13th St. and at Williams St. & 13th St. at a distance from the intersection
to allow better visibility for traffic entering 13th St. and that the same
type sign be considered for 3rd and Park. The previous request was sent to the
Police Department through the City Manager's Office.
4. Recommend that the proposed park for Georgetown be put as near the center
of the area being served as possible, even if it means it mnst be broken up
into two smaller parks.
Commissioner Meyer moved to authorize the sale of Alcoholic Beverages for Consump-
tion on Premises, at Terminal Building No. 296 at the Sanford Airport, for a lounge and dining
facilities. Seconded by Commissioner Stenstrom and carried.
A public hearing was held in accordance with notice published in the Evening Herald
on October 11, 1976, as follows:

Commissioner Stenstrom moved on its passage and adoption. Seconded by Commissioner

The City Manager reported that the City had been approved for an LEAA grant for a
satellite relay radio, and that the City's participation would be $350. Commissioner Meyer
moved to approve same. Seconded by Commissioner Stenstrom and carried.
On recommendation of the City Manager, Commissioner Morris moved to authorize pay-
ment of a statement in amount of $1,622.87 from Alley and Alley, Attorneys. Seconded by
Commissioner Meyer and carried.
On recommendation of the City Manager, Commissioner MeyeM moved to authorize a
water connection for ABC Conveyor Company, outside the City on South Sanford Avenue, upon

The City Manager reported the City of Sanford will have a 100th Anniversary on
September 29, 1977. Commissioner Morris moved to appoint Jack Homer to plan for a ceremony,
and designated Commissioner Stenstrom as City Coordinator. Seconded by Commissioner Sten-
strom and carried.
The City Manager submitted a report from the Police Department, indicating no undue
back-up of vehicular traffic, and an average of four pedestrians crossing per day at the
