The City Commission of the City of Sanford, Florida, met in Regular Session in the
City Hall in the City of Sanford, Florida, at 7:00 o'clock P. M. on November 8, 1976.

The meeting was called to order by the Chairman.
Wayne Heasley, Watson and Company, Architects, appeared to submit elevations and
specifications for the proposed City Hall.
After discussion, Commissioner Stenstrom moved to accept the first exterior design,
as presented by Mr. Heasley, with the actual exterior covering to be selected later. Seconded
by Commissioner Meyer and carried over the dissenting vote of Commissioner Morris.
A public hearing was held in accordance with notice published in the Evening Herald
on October 28, 1976, as follows:
NOTICE OF PUBLIC HEARING OF PROPOSED CHANGES AND
AMENDMENTS IN CERTAINDISTRICTS AND BOUNDARIES OF
THE ZONING ORDINANCE OF THE CITY OF SAN FORD, FLORIDA.
Notice is hereby given that a Public Hearing will be held at the
Commission Room in the City Hall in the City of Sanford, Florida, at
7:00 o'clock P. M. on November 8, 1976, to consider changes and amend-
ments to the Zoning Ordinance of the City of Sanford, Florida, as fol-
lows:
A portion of that certain property lying between 24th Street
and 24th Place and between French Avenue and Maple Avenue
is proposed to be rezoned from RC-1 (Restricted Commercial)
District to GC-2 (General Commercial) District. Said prop-
erty being more particularly described as follows:
The North 33.8 feet of Lots 3 and 18, and all of
Lots 4, 5, 6, 15, 16 and 17, Block 15, 3rd Section
of Dreamwold, Plat Book 4, Page 70, Public Records
of Seminole County, (Less the Easterly 8 feet.)
Ail parties in interest and citizens shall have an opportunity
to be heard at said hearing.

Leon~E. Carter, owner, appeared to support the request.
The Planning and Zoning Commission submitted a recommendatiOn to rezone the prop-
erty to GC-2 (General Commercial) District.

Commissioner McClanahan moved to table the public hearing until December 13, 1976.
Seconded by Commissioner Morris and carried.
Commissioner Meyer moved to authorize the City Clerk to send notices of this tabled
public hearing to owners of properties within 200 feet, which are the same as the proposed
zoning, or more restrictive.. Seconded by Commissioner McClanahan and carried.
Commissioner Stenstrom moved to authorize future notices._of public hearings for
rezoni'ng from the Planning and Zoning Commission to property owners within 200 feet, which
property is zoned the same as the proposed rezoning, or'~more.restrictively,-to include a

sidewalk areas along First Street between Palmetto Avenue and Park Avenue for an art show
November 12 and 13, 1976. Commissioner Meyer moved to approve same. Seconded by Commissioner
iStenstrom and carried.
The City Clerk reported that the grant in amount of $31,133 had been received from
LEAA for an air surveillance unit for the Police Department. Commissioner Meyer moved to ' '
authorize transfers from Contingency Account in the 1976-77 budget as follows:
1. Matching City share in amount up to $1,730.
2. Operating and maintenance expenses, in amount of $750 per month
(50 hours @ $15.00).
Seconded by Commissioner Stenstrom and carried.
Request submitted from the American Legion Post #53 for an exempt'license to hold

Petition next submitted from residents on South Elm Avenue between 25th Street and
Park Avenue for a "Watch For Children At Play" sign and a "25 MPH Speed Sign". The City
Manager and Police Chief recommended to deny the request. Commissioner Morris moved to autho-
mize the City to install the signS. Seconded by Commissioner McClanahan and carried.
The City Attorney recommended to revise the present Lot Cleaning Ordinance. Commis-
sioner Morris moved to authorize the City Attorney to prepare the proper ordinance for same.
Seconded by Commissioner Meyer and carried.
Petition submitted from P. Zeuli for annexation of the East one-half of Lot 19,
and Lots 20 and 21, Block 11, DreamWold. Commissioner Stenstrom moved to authorize the City
Attorney to prepare the proper Ordinance to annex same. Seconded by Commissioner Meyer and
carried.
Recommendations dated November 5, 1976 submitted from the Planning and Zoning Com-
mission, as. follows:
1. Recommend disapproval of the rezoning of Lots 37 to 44, Beck's Addition,
24th Place & Laurel There was no specific development plan presented, and
there was objection to the rezoning by adjacent property owners.

The City Manager reported that the Seminole County.School Board would cooperate
to install a sidewalk on SR 415 (Celery Avenue) from Locust Avenue to Bay Avenue, for Hopper
Academy students; also, the approximate cost.would be $5,615 per foot for 985 feet, and recom-
mended the installation on the North side of Celery Avenue, after DOT has finished regrad-
lng the shoulders. Commissioner Morris moved to install the sidewalk as recommended.

On recommendation of the City Manager, Commissioner Meyer moved toci~accept low bid of Indus-
trial Supply Corporation in amount of $2,202 for a sewer pump; and low bid of Fortin Weld-
ing and Ornamental Iron Works in amount of $1,257 for basketball standards and goals.

The City Manager was authorized to submit a report on city vehicles driven after
regular work hours.
On recommendation of the City Manager, Commissioner Meyer moved to authorize a
salary grade change in amount of 10% for mechanic James Linder. Seconded by Commissioner
Stenstrom and carried.
The City Manager submitted a report on household compactors, finding their use would
not be advantageous to the City, unless the installation is City-wide.
Commissioner Meyer moved to authorize installation of three street lights on Reel
Court in Sanora South. Seconded by Commissioner Morris and carried.
The Suggestion Review Committee submitted suggestions as follows:

Commissioner McClanahan moved to authorize the day after-Thanksgiving to be a city
holiday. Seconded by Commissioner Morris and carried. , ~
The City Clerk reported that,,the $175,000 note to finance the purchase of property
for a new City Hall and Architect's fees will be due November 15, 1976; and that the bank will
renew it for 90 days at the same interest rate of 4½%0. Commissioner McClanahan moved to
authorize the Mayor and City Clerk to execute a new note for 90 days for same. Seconded by
Commissioner Stenstrom and carried ,
Request submitted from the Seminole Mutual Concert Association for free use of
the Civic Center. Commissioner McClanahan moved to deny the request. Seconded by Commis-
sioner Morris and carried over the dissenting vote of Commissioner Stenstrom.
