The City Commission of the City of Sanford, Florida, met in RegUlar Session in
the City Hallin the City of Sanford, Florida, ~at 7:00 o'clock P. M. on November 22, 1976.

The meeting was.called to order by the Chairman.
A public hearing was held to consider condemnation of 10 structures or buildings
on Report Nos. 76-752 through 76-761, Group 43, and in accordance with notices authorized
at the meeting of October 25, 1976.

Almeda F. Williams, owner of property at 304 Cypress Avenue, Condemnation Report
No. 76-761, stated she planned to bring the property up to code.
Doris Mitchell, co-owner of-prope-rty~at~1607 Mulberry Avenue, Condemnation Report
No. 76-757, requested time to bring the property up to code.
C. B. Franklin, representing Rosalee Lawson, owner of property at 1118 Hickory,
Condemnation Report No. 76-758, stated the owner will remodel the property.
Mrs. Hilda McNeil, own:er of property at 1219 West Eighth Street, Condemnation Re-
port No. 76-759, stated she plans to bring it up to code.
After consideration, Commissioner MeClanahan moved that finding the buildings under
Report Nos. 76-752 thrOugh 76-761 to be unsanitary, unsafe and delapidated, that said struc-
tures be condemned and the owner given a notice of 90 days in which to repair or give just
cause why same has not been repaired or demolished; and after 90 days to aUthorize the City
to demolish the structures and levy a lien against the property for said removal. Seconded
by CommiSsioner Meyer and carried.~

on West Narcissus AVenue', outside the City Limits. The City Manager submitted a recommendation
to deny the request, because this-property is not ~adjacent 'to the City Limits'; and the two-
inch line is not sufficient to provide satisfactory service.
Stephen A. Gunn, representing Moulder Brothers Nursery, appeared to support the
request.
The City Manager was authorized to work Out a solution~whereby Moulder Brothers
Nursery would pay for material to extend the four-inch water line to present terminus of
the two-inch line, and the City would install'same.
Ken McIntosh, Attorney for George 'McCammon and ~San Situs Development, presented
an alternate intersection site plan, for the interSection of 17-92 and Shannon Drive. He
stated San Situs would deed a 65 foot right-of-way to the City, and pave that portion of the
street, simultaneously with the ~closing of 'the sale of the property to the Pizza Inn, and
requested a aign easement~ for San Situs in the northerly parkway.
Commissioner Stenstrom moved to adopt the site plans, as submitted and recommended
by the City Manager, and grant a sign easement, with the sign to be no higher than 48 inches.
Seconded by Commissioner Meyer. Motion failed to carry over dissenting votes of Commissioner
Morris, Commissioner McClanahan and Commissioner Meyer.
Commissioner Meyer moved to approve the site plan. Seconded by Commissioner Morris
and carried.
Commissioner Morris moved to grant a sign easement, legal description to be pro-
vided by a land surveyor, said easement not to exceed 10 feet by 16 feet in land area, and
the sign not to exceed 48 inches above graded level of the street; and the easement to be
non-transferable and for a renewable term not to exceed five years. Seconded by Commissioner
Stenstrom and carried.
On motion of Commissioner Meyer, seconded by Commissioner Stenstrom and carried,
Ordinance No. 1366, entitled:
AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA,
~AMENDING ORDINANCE NO. 1097 OF SAID CITY, SAID
ORDINANCE BEING A ZONING PLAN WITHIN THE CITY
OF SANFORD, FLORIDA, SAID AMENDMENT CHANGING
THE ZONING OF A PORTION OF THAT CERTAIN PROPERTY
LYING BETWEEN 24TH STREET AND 24TH PLACE AND
BETWEEN FRENCH AVENUE AND MAPLE AVENUE TO
GC-2 (GENERAL COMMERCIAL) DISTRICT.

Commissioner Morris moved to authorize payment of taxes on City property acquired
after January 1, 1976, as follows:

On recommendation of the City Manager, Commissioner McClanahan moved to accept low bids as
Bell Equipment Company in amount of $3,004.08 for the diaphragm pump.
Trail Saw and Mower Service in amount of $252.85 for a 4 hp self sharpening
chain saw - low bid meeting specs.
American Rent-All in amount of $283 for a 5/8 hp chain saw.
Alden Equipment Company in amount of $598 for 3 - 4 hp chain saws.
AWK Industries in amount of $1,437 for a continuous monitoring pH meter.

Commissioner Meyer moved to table consideration of a statement from Watson and Com-
pany in amount of $15,210 for design work on a new City Hall, until alternate plans can be
studied. Seconded by Commissioner McClanahan and carried over the dissenting vote of Commis-
sioner Stenstrom. _
Commissioner Meyer moved to authorize payment, upon receipt of a one-year maintenance
bond, to Halifax Paving Company of retainage fee of the Street paving contracts, as follows:

Section 6-1 to authorize the City Commission to appoint members of the Board of Adjustments
and Appeals. ~"~
On' recommendation of the City Manager, Commissioner Stenstrom moved to authorize
the City Attorney to prepare the proper ordinance for same. Seconded by Commissioner Meyer
and carried.
The Director of Recreation submitted a report on possible park sites in the eastern
portion of the City.
Mr. A. G. DeLattibeaudiere stated that as an individual member o,f the Board of
Seminole Community Action, he wanted the organization to remain in the old Hopper Academy.
The City Manager submitted a report on charges-for use--of ~he-Civic Center for Mutual
Concert Society events, and the Commission authorized to continue at the present rent schedule.
On recommendation of the City Manager, Commissioner Meyer moved to cancel two account
receivable, as follows:
Clifford Redding - damaged police car - $251., 3./20/72.
James Halligan - $75. re two cemetery spaces, 5/27/71, deed one space.
Seconded by Commissioner Morris and carried.
The City Manager recommended to deny a request by W. E. Griffin, paving contractor,
to permit parking on the street right-of-way for a commercial business on .Elm Avenue at Ful-
ton Street. The City Manager was authorized to work out a parking configuration similar to
other businesses utilizing street right-Of-way.'
