The City Commission of the City of Sanford, Florida, met in Regular Session in the
City Hall in the City of sanford, Florida, at 7:00 O'clock P. M. on December 13, 1976.

The meeting was called to order by the Chairman.
Wayne HeaSley, Henry Morgan, Jim Swickerath and Dan Harnly, Watson and Company,
Architects, were present to discu'ss alternate plans for a new City Hall.
Commissioner Morris moved~to reconsider action of November 8, 1976, to. accept the
"lst" City Hall exterior design. Seconded by Commissioner Stenstrom. Motion failed to carry
over dissenting votes of CommisSioner Stenstrom, Commissioner Meyer and Commissioner McClanahan.
Mr. Harnly submitted six sketches for a new City Hall.
Commissioner Morris moved to reconsider action of November 8, 1976, accepting the
"lst" design for a new City Hall. Seconded by Commissioner Meyer and carried over dissent-
ing votes of Mayor Moore and Commissioner Stenstrom.
Wayne Heasley was authorized to submit, at Special Meeting of the City Commission,
Monday, December 20, 1976 at 4:00 o'clock P. M., three variations of sketch'."A" with the one
story legislative chambers South of the administrative building.
A delegation of persons interested in amendments to the Animal Control Ordinance
appeared, and the Mayor announced that the ordinance had not been prepared, and that there
would be a public hearing before an amended ordinance could be adopted.
A public hearing was held in accordance with notice published in the Evening Herald
on November 29, 1976, as follows:
NOTICE OF PUBLIC HEARING OF PROPOSED CHANGES AND
AMENDMENTS IN CERTAIN DISTRICTS AND BOUNDARIES OF
THE ZONING ORDINANCE OF THE CITY OF SANFORD, FLORIDA.
Notice is hereby given that a Public Hearing will be held at the
Commission Room in the City Hall in the City of Sanford, Florida, at
7:00 o'clock P. M. on December 13, 1976, to consider changes and amend-
ments to the Zoning Ordinance of the City of Sanford, Florida, as fol-
lows:
A portion of that certain property abutting South Sanford
Avenue and lying between 26th Street and Lemon Street is pro-c
posed to be rezoned from RC-1 (Restricted Commercial) District
to GC-2 (General Commercial) District. Said property being
more particularly described as follows:
Lot 8, Block 5, A. B. Russell's Addition to Ft. Reed,
according to the Plat thereof as recorded in Plat
Book 1, Page 97 of the Public Records of Seminole
County, Florida.
Ail parties in interest and citizens shall have an opportunity
to be heard at said hearing.

The Chairman~announced that the Commission would hear from those persons present

Frank Whigham, Attorney for Mr. and Mrs. John L. Adams, owners., appeared to support
the request.
~ The. Building Official~submitted a memo~ stating that requests ~had been received
from owners of Lots 1 through 5, 9 and 12, Block 5, A. B. Russell,!s Addition to Fort Reed,
to rezone to,GC-2, and recommended approval of the rezoning.
Commissioner McClanahan moved to table the public hearing to meeting of December 27,
1976. -Seconded by Commissioner Morris~ and carried.
A public hearing was held in accordance with notice published in the Evening Herald
on November 29, 1976, as follows:

The Planning and Zoning Commission submitted a recommendation to deny the rezoning.
On motion of Commissioner~Mor~is,-seconded by Commissioner~Meyer'.and~carried~ the
request to rezone the property as advertised,was~denied. --

Herbert Cherry submitted a request to waive the six months requirement for continu-

Request submitted from Amos Jones, Seminole CommunitY Action, Inc., to designate
a representative to that board. Commissioner Morris moved to table same until January 10,
1976. Seconded by Commissioner-McClanahan and carried,
Request submitted from Mrs 'C. W. Brantley, 1416 East 20th Street, to waive lot
cleaning charges in amount of $30· Commissioner Stenstrom moved to deny the request.

Recommendations dated December 3, 1976' submitted from the Planning and Zoning
Commission, as follows:
1. Recommend denial of the request for rezoning of Lot 17,
Bel Air Subdivision, 2100 Lake Drive, represented by
Mr. Long, because of the opposition from residents in
the area, and the fact there is no immediate need.
Postponed decision for City Attorney's opinion if this
would be spot-zoning Lot 8, Blk 5 of A.B. Russell's
Subdivision, This property is 'surrounded by County
Zoning C-2, and the board feels rezoning to GC-2 would
be compatible,~ ' · ~
Recommend that a study be-made~ of ~Lake Ave., ~between
13th St. and 18th St. to determine safety conditions
for school children, and possible consideration of a
s idewa lk.
The City Manager and Staff were authorized to study cost factors for installation
of a sidewalk on Lake Avenue between 13th Street and 18th Street.
Requests submitted from Flagship U. S. Bank of Seminole, Flagship Bank of Sanford,
and Atlantic National Bank of Sanford to be designated as depositories for City funds for
1977. On motion of Commissioner MeClanahan, seconded by Commissioner Morris and carried, same
was authorized.
On motion of Commissioner Stenstrom, seconded by Commissioner Morris and carried,
the Mayor, City Clerk and City Attorney were authorized access to Safe Deposit Box 177 at the
Atlantic National Bank for the annual audit. ~ ·

SECTION 1. That that certain property in Seminole County, Florida,

City of Sanford, Florida, pursuant to the voluntary annexation provisions of
Chapter 171.044, Laws of Florida, 1975:

On recommendation of the City Manager, Commissioner Morris moved to authorize the
Mayor to execute an inter-local agreement for the regional sewer plant study committee, with
the City of Lake Mary and Seminole County. Seconded by Commissioner McClanahan and carried.
Commissioner McClanahan moved to appoint ':City Manager, W. E. Knowles to serve on the

Commissioner Meyer moved'~:to appoint City Engineer Mack LaZenby and Personnel Direc-
tor Allen Bush as alternates to serve o'n said study committee. Seconded by Commissioner

Everett Harper submitted a request for a cooperative agreement for a street light,
and sewer and water extensions to five lots on Sarita Street. The City Manager submitted an
estimate of $11,978.55. Commissioner McClanahan moved to authorize the installations, with
Everett Harper to pay $3,250 plus $550 for the Utility Connection for each of the five lots.
Seconded by Commissioner Morris and carried.
The City Manager reported on progress in relocating the city's sanitary landfill,
and that the number of possible sites has been narrowed down to two or three. Commissioner
McClanahan moved to authorize the City Manager to continue efforts to locate a city landfill

Commissioner Morris moved to appoint City Manager W. El, Knowles as the city's rep-
resentative on a CALNO Study committee to come up with an administrative plan or organiza-
tion to cooperatively develop a resource recovery (solid waste) plan, and to report to CALNO
by their first meeting in January, 1977. Seconded by Commissioner Meyer and carried.
The City Manager reported on open space grants and plans for city parks on the East
side of the city, and was authorized to proceed with a mini-park on Seventh Street and a
park on the old experiment station site on Celery Avenue.
The City Manager submitted a report on a claim filed by Mr. and Mrs. Ralph Hugh
Durning, 227 Justin Way, that a city refuse packer had picked up a tire mounted on a wheel
that was approximately 15 feet from the curb. The crew stated they had not seen or picked
up a tire and wheel at this residence, and the landfill operator, also, had not seen it.
No action was taken by the Commission.
Commissioner Meyer moved to authorize installation of one street light at the North
end of Poinsetta Avenue, North of 25th Street. Seconded by Commissioner McClanahan and carried
